This solicitation presents an opportunity to shift towards on-site clean, dispatchable generation technologies, addressing the evolving generation mix and ensuring an ample supply of resources to meet the demands of critical facilities during the net peak period while maintaining system reliability. These technologies are well-suited to ensure a reliable and resilient energy supply for critical infrastructure on-site, including communications, healthcare, government offices, and many more, to provide on-demand load and peak matching. As such, this solicitation will focus on advancing emerging clean, dispatchable generation technologies, such as fuel cells or linear generators, using 100 percent renewable fuels, especially for critical sectors like industrial and commercial that have operational needs during peak hours. The projects from this solicitation will be deployed in these critical sectors and will reduce their demand on the grid, thereby decreasing the reliance from fossil-gas power plants during times of high electricity demand. Expected outcomes include on-site pilot-scale deployment of cost-effective and highly efficient clean, dispatchable generation technologies that will support energy demand of critical facilities and reduce the strain from the state’s electric grid while significantly reducing greenhouse gas emissions and criteria pollutants by curbing fossil-based generation. Ultimately, these projects will contribute to supporting the state's decarbonization goals, enhancing the reliability and strengthening the resilience of the state’s electric grid by increasing the availability of on-site clean, dispatchable generation technologies.

The Business Oregon grant funding aims to address longstanding economic inequities by providing culturally responsive services, outreach, support, and resources to eligible beneficiaries. Unlike traditional poverty alleviation programs, the EEIP is a wealth-building program that prioritizes outcomes related to self-sufficiency, economic stability, and economic equity. The program is funded by an $8 million one-time investment from the Oregon State Legislature. Successful applicants will demonstrate a meaningful track record of delivering programs or resources within key eligible areas: land ownership and other real property acquisition (including principal residences), entrepreneurship and business development, workforce development, or intergenerational wealth-building. Organizations receiving funds will directly provide outreach, support, and programming to eligible beneficiaries in one or more of these areas. Eligible beneficiaries are defined as “disadvantaged individuals, families, businesses, and communities” whose future is at risk due to two or more risk factors, as detailed in ORS 285B.761. Awards must be aimed at narrowing wealth gaps. Preference will be given to intermediary organizations with a proven track record of successfully delivering programs and resources that align with the goals and aspirations of the EEIP and possess the capacity to complete programs and expend all funds by June 30, 2025. Expected outcomes include increased self-sufficiency, economic stability, and economic equity for disadvantaged individuals, families, businesses, and communities in Oregon. The program's strategic priorities are centered on wealth-building, a departure from traditional poverty alleviation, to foster long-term economic well-being and reduce wealth disparities across the state. This initiative reflects a theory of change that by investing in key economic development areas and supporting capable intermediary organizations, sustainable economic growth and equity can be achieved for at-risk populations.

Recreational boating facility projects. Past projects have included ramps and service docks to gain access to the water, purchase of aquatic weed harvesting equipment, navigation aids and dredging waterway channels. These grants may be used by counties, towns, cities, villages, tribes, sanitary districts, public inland lake protection and rehabilitation districts and qualified lake associations for recreational boating facility projects. FOR GRANT REQUESTS IN EXCESS OF $250,000: Applications for RBF grants exceeding $250,000 are encouraged to be submitted to your regional DNR grants specialists in time for the June 1st, or September 1st, application deadlines. These larger grant requests take extra processing time and therefore are highly recommended for earlier evaluation, in the first two quarters of the fiscal year.
