Five Illinois counties, Alexander, Hardin, Pulaski, Gallatin and Saline; face a fundamental lack of mental health services for justice-involved youth; often having to take juveniles out of the home county for services. If the juveniles are in need of anything greater than outpatient treatment, these youth are sent outside of their home county and sent up to central Illinois, many miles away. Lack of social services coupled with the lack of public transportation, can make it very difficult for juveniles to access resources to avoid entering the Juvenile Justice system in the first place or to succeed while in the system.

The purpose of this solicitation is to award grants to fund projects focused on geothermal energy and lithium recovery from geothermal brine that support local jurisdictions and private entities to advance the geothermal sector and related activities per Public Resource Code (PRC) Sections 3800-3827 and California Code of Regulations (CCR) Sections 1660-1665. ; This solicitation aims to support the goals of Senate Bill 100 (SB 100, De Leon, Chapter 312, Statures of 2018), Assembly Bill 32 (AB 32, Nunez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016) to meet the eligible renewable energy, zero-carbon energy, and greenhouse gas emission reduction goals. The proposed projects must not exceed thirty-six (36) months in length – the project term must be in alignment with the proposed project scope and budget, and it is encouraged to explain that alignment in the Project Narrative (Attachment 3). The proposed projects are limited to addressing one of the eligible purposes allowed by the Geothermal Grant and Loan Program, as presented in Section I.C., Project Focus, per PRC Section 3823. This solicitation will be conducted as a two-phase process. Phase one is for local jurisdictions that want to compete for technical assistance funds to develop and prepare the full proposal for this solicitation. Phase one applicants need to complete a 1) Technical Assistance Application Form, 2) Technical Assistance Project Summary, and 3) Technical Assistance Scope of Work. Phase two is for local jurisdictions and private entities to submit the full proposal, as indicated in Section I E. (Key Activities Schedule) of this solicitation. See Part II of this solicitation for applicant and project eligibility requirements. Phase one and Phase two applications will be evaluated as follows: (1) proposal screening and (2) proposal scoring, as fully described in Section IV. Applicants may submit multiple applications, though each application must address only one of the eligible purposes identified in Section 1 C. (Project Focus) of this solicitation. If an applicant submits multiple applications, each application must be for a distinct project (i.e., no overlap with respect to the tasks described in the Scope of Work).

This grant cycle has been designed for smaller projects that complement existing and/or regional HHW programs in California. Grant applications must include one or more of the following types of projects: HHW public education and outreach for general audiences (may include extended producer responsibility [EPR] information).Implementation of sustainable EPR collection opportunities, to include but not limited to: (1) Promotion of an ongoing retail take-back program such as batteries or fluorescent lamps at local hardware stores, businesses, or government facilities.(2) Promotional collection events hosted at businesses or government facilities.(3) Promotional public education and outreach materials specifically for local retail take-back programs. (4) Project to: Determine and implement the most safe and cost effective methods for collecting propane gas cylinders and/or marine flares.Implement effective education programs and identify effective incentives that reduce the disposal of household hazardous waste. The incentives must be something reusable to replace HHW being disposed (does not include monetary or SWAG incentives, rechargeable batteries, adapters, valves, caps or other accessories for refilling propane canisters).(5) Set-up and operation of temporary or mobile collection program for one-day or multi-day collection events for the following except for those materials that are currently covered by another recycling/collection program (e.g. covered electronic waste, cell phones, thermostat, etc.): Common HHW materials and universal waste.Marine flaresPropane gas cylinders up to 5 gallonsSolar panels as a pilot project. Awardees are required to collect and report data on type/style of panels, manufacturer, volume, and the method of disposal.(6) New or expanded curbside and/or door-to-door collection programs to allow for the collection of new and eligible HHW materials. (7) Minor improvements to an existing HHW facility. (Examples include but are not limited to: storage bins, signage, painting, paving, shelving, etc.). Purchase of personal protection equipment. (8) 8-hour refresher Hazardous Waste Operations and Emergency Response Standards (HAZWOPER) training. Projects that do not fall within one of these eight categories will not be eligible for grant funding. A Resolution is required by the secondary due date.

The Equity Leads were established in 2023 under Senate Bill 114, Section 79 (Chapter 48 of the Statutes of 2023) as part of the California Statewide System of Support as a key lead initiative, with a $2 million annual investment. The Equity Leads will partner with local educational agencies (LEAs) to identify barriers to opportunities implementations and services to meet the identified needs of all pupils, including by addressing disparities in opportunities and academic outcomes. Additionally, Equity Leads will identify existing resources (including support for educator preparation, recruitment, retention, and professional development) and monitor the impact of the implementation of local control and accountability plan goals. Equity Leads will prioritize support to schools receiving Equity Multiplier Funding.

The Aquatic Resource Mitigation (ARM) Fund in New Hampshire offers an alternative to permittee-responsible mitigation for unavoidable impacts to aquatic resources such as streams and wetlands through In-Lieu Fee (ILF) payments. These pooled funds are distributed as competitive grants across nine watershed service areas, supporting restoration, enhancement, and preservation activities aimed at compensating for losses and maintaining the state's aquatic resource functions. An annual Request for Proposals is issued by NHDES, the fund's managing entity. The Indiana Criminal Justice Institute (ICJI) is offering the 2024-2025 Family Violence Prevention and Services Act (FVPSA) American Rescue Plan (ARP) Supplemental Funding Grant. This grant aims to prevent, prepare for, and respond to COVID-19, with a specific focus on increasing access to COVID-19 testing, vaccines, and mobile health units to mitigate the virus's spread and enhance support for domestic violence survivors and their dependents. The program aligns with the mission of supporting community-based projects that effectively aid victims of family violence, domestic violence, and dating violence. The primary beneficiaries of this grant are domestic violence shelters, domestic violence programs, culturally specific organizations, tribes, rural communities, racial and ethnic specific communities, and limited English proficient (LEP) individuals, as well as domestic violence survivors and their dependents. The impact goals are to eliminate barriers to COVID-19 testing and supplies, provide resources for onsite testing, ensure access to rapid testing, maintain and increase testing efforts, expand access to testing for underserved populations, and broaden COVID-19 mitigation activities. The grant prioritizes several key areas, including COVID-19 testing (viral and antibody tests, planning, training, reporting, and supply procurement), COVID-19 mitigation (reducing transmission, case investigation, contact tracing, screening, education, and referrals), and COVID-19 vaccine access (administration, outreach, education, appointment assistance, and transportation). Additionally, the grant supports mobile health units for testing, vaccine administration, and preventative health services, along with workforce expansions, capacity building, and personnel support to ensure the continuity of domestic violence services. Expected outcomes include increased access to COVID-19 testing and vaccines, reduced spread of the virus, and enhanced support systems for domestic violence survivors. Measurable results will likely involve the number of individuals tested, vaccinated, and reached through mobile health units, as well as improvements in survivor services. The ICJI's strategic priority is to give special emphasis to community-based projects carried out by nonprofit private organizations that operate shelters or provide counseling, advocacy, and self-help services to victims of family violence. The theory of change suggests that by providing these supplemental funds, ICJI can strengthen the public health response to COVID-19 while simultaneously supporting and sustaining the advocacy workforce dedicated to preventing and responding to the needs of domestic violence survivors during the ongoing public health emergency.
