State Community Development Grants

The Preschool Development Grant is a three-year federal initiative designed to bolster Delaware's early childhood system, ensuring it is inclusive and integrated to support the development and learning of all children and their families from birth through age 5. With an $8 million award for its first year, following a $4.2 million PDG B-5 grant received in December 2018, the grant aims to provide high-quality early learning experiences and facilitate a smooth transition to kindergarten for children. Approximately $4.8 million of the grant is allocated to expand home-visiting services and state-funded preschool seats, while $3.2 million is dedicated to enhancing support for professionals, including technological advancements delayed by the pandemic. Key initiatives funded by the grant include expanding state-funded preschool programs, piloting the Family Connects home visiting model, updating family materials for resource and referral, enhancing workforce support for early childhood professionals, developing a mental health consultation program for home visitors, and updating the state’s strategic plans for a cohesive birth to five strategy.

Downtown revitalization projects following at least one of the 4 points of the Main Street program. Awarded to approximately 6 recipients at $15,000 each. Tennessee Downtowns is an affiliated program of Tennessee Main Street designed to help communities embark on a comprehensive revitalization effort for their downtown. Using the proven National Main Street Center’s Four-Point Approach® to downtown revitalization, this 24-month program coaches selected downtowns and their steering committees through the steps of launching an effective revitalization effort. Space in this program is limited and highly competitive. Program activities include training, site visits, regional workshops, webinars, technical assistance and an innovation project grant.

This grant provides financial support to nonprofit organizations and government units to promote and expand Maryland's craft breweries, distilleries, and wineries, while enhancing tourism and local agricultural use.

This grant provides funding to community-based nonprofits in California to enhance trauma-informed and restorative justice programs for incarcerated individuals, supporting their rehabilitation and successful reentry into society.

The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. Recipients must maintain facilities for at least 20 years.

The FFA Reimbursement Program provides funds to county FFA organizations in Pennsylvania to support a portion of their annual expenses for activities promoting leadership development. This program is structured to allocate funds based on enrollment data across three tiers: Tier I organizations with 100 members or less receive base funding of $1,000 plus an additional $4.00 per member; Tier II organizations with 101 to 210 members receive $2,000 base funding plus an additional $2.00 per member; Tier III organizations with more than 211 members receive $2,000 plus an additional $2.00 per member for every member under 210 and $4.00 per member for every member over 210. The program aims to enhance leadership skills among young agricultural leaders through various educational activities. As a reimbursement grant, organizations must cover all costs upfront, with awards given based on the funds available. Grant renewed every year. Grant Annual deadline: November 15th

This funding opportunity provides financial support to school districts in New York State to help refugee and immigrant students transition into schools, engage their families, and improve educational outcomes for English Language Learners.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with the acquisition of land and/or buildings. This includes acquisition costs of all improved or unimproved real property including appraisal fees; title opinions; surveying fees; real estate fees; title transfer taxes; condemnation; and related legal expenses. This may include construction on, and/or renovation to, the property after purchase.

This grant provides financial support to nonprofit organizations and local educational agencies in California for the planning, implementation, replication, or expansion of high-quality public charter schools serving diverse and disadvantaged students.

This grant provides funding to eligible local governments and nonprofit organizations in Ohio to host events that promote responsible fatherhood and strengthen father-child relationships during June 2025.

This program provides funding to local governments, Indian tribes, and individuals for water management projects that deliver economic, environmental, and social benefits in Oregon.

Program Funds awarded under this NOFA shall be used to provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation as well as to construct, convert, reconstruct, rehabilitate, and/or repair Accessory Dwelling Units (ADUs) or Junior Accessory Dwelling Units (JADUs). Eligible activitiesPursuant to Guidelines, Section 105, the LHTF funds shall be allocated in compliance with all of the following: 1. To provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation associated with Affordable rental housing projects, Emergency Shelters, Transitional Housing, Permanent Supportive Housing, homebuyer/homeowner projects to purchase for-sale housing units or to rehabilitate an owner-occupied dwelling. Funds may also be used for the construction, conversion, repair, and rehabilitation of Accessory Dwelling Units or Junior Accessory Dwelling Units. 2. Administrative expenses may not exceed five percent of program Program Funds and Matching Funds.3. A minimum of 30 percent of program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Extremely Low-Income Households. To comply with this requirement, dwelling units or shelter beds must be Affordable to and restricted for Extremely Low-Income Households with household income of no more than 30 percent of Area Median Income (AMI). 4. No more than 20 percent of the program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Moderate-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Moderate-Income Households with household income of no more than 120 percent of AMI. 5. The remaining program Program Funds and Matching Funds shall be expended on assistance to Lower-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Lower-Income Households with household income of no more than 80 percent AMI. Funding Activity requirements LimitsPursuant to Guidelines, Section 103, the funding minimums, and maximums apply as detailed below:-The minimum application request by an Applicant that is an existing Existing Local Housing Trust Fund shall be $1 million. -The minimum application request by an Applicant that is a new New Local Housing Trust Fund, but which is not a Regional Housing Trust Fund, shall be $500,000.-The minimum application request by an Applicant that is a new New Local Housing Trust Fund, which is also a Regional Housing Trust Fund, and which is utilizing Permanent Local Housing Allocation Funds as Matching Funds, shall be $750,000. -The maximum application request for all Applicants shall be $5 million.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The Route 66 Grant Program is designed to support the promotion and marketing of regions along the historic Route 66 corridor in Illinois. The program is specifically aimed at certified Convention & Visitor Bureaus (CVBs) and local tourism bureaus, which are eligible to apply for grants ranging from $20,000 to $300,000. The total program funding is $4 million. There is no cost-sharing requirement, and indirect costs are not allowed to prevent potential double dipping. Applications for the Route 66 grants will be accepted until September 16, 2024, at 5:00 p.m. Additionally, qualified entities can apply for International Tourism grants ranging from $10,000 to $250,000, with a separate application deadline of September 3, 2024, at 5:00 p.m.
