The program prioritizes several key areas to achieve its objectives. These include providing one-on-one business coaching tailored to participant needs, offering operational support grants for upfront project and pre-development costs (not exceeding $1,000,000 annually per grant), and delivering technical assistance and training. A significant focus is also placed on assisting businesses in developing comprehensive 5-year business strategies, facilitating connections to financial development assistance like zero-interest and low-interest loans from the Climate Bank, and integrating them into established programs such as the Illinois Power Agency’s Illinois Shines Program and Solar for All Programs. Expected outcomes and measurable results include participant contractors successfully applying for State and private business opportunities, achieving various certifications, and preparing competitive bids for Requests for Proposals. The program anticipates participants becoming listed in relevant directories and databases, actively connecting with and participating in state-sponsored clean energy initiatives, and accessing financial development assistance. Performance will be measured through metrics reviewed monthly during business coaching sessions, aimed at achieving specific growth goals. Ultimately, the program seeks to build the overall capacity of clean energy contractor businesses, contributing to job creation and economic development within the clean energy sector across Northern, Central, and Southern Illinois.

The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

The City of Boston’s Air Pollution Control Commission (APCC), operating under the Environment Department, administers the Community Clean Air Grant to support nonprofit-led projects aimed at reducing air pollution and carbon emissions. This initiative, piloted in 2021 and now in its 2025 cycle, funds community-based strategies that align with the city’s goals of carbon neutrality by 2050 and improving public health in Boston’s most affected neighborhoods. Applications for the 2025 cycle opened on March 17, 2025, at 9:00 AM and will close on May 15, 2025, at 4:00 PM Eastern Daylight Time. The grant supports projects that eliminate local sources of pollution, promote the transition to clean energy, enhance indoor air quality, and raise awareness about the impacts of pollution and climate change. The program prioritizes projects that benefit communities located near highways or transportation infrastructure and populations considered socially vulnerable, such as people of color, older adults, children, and individuals with chronic illnesses. Eligibility is limited to nonprofit organizations operating within Boston. Although a nonprofit may submit multiple proposals, the APCC will fund only one project per organization per fiscal year. Interested applicants are encouraged to attend one of two scheduled information sessions on March 25 at 5:30 PM and April 4 at 10:00 AM. Weekly office hours are also held on Wednesdays from 3:00 PM to 5:00 PM. Translation services for the information sessions are available upon request with at least one week’s notice via email. Applicants must submit a completed application, and they may also choose to submit an optional preliminary proposal and a partnership form. Once submitted, applicants will receive an email confirmation and subsequent updates on their proposal status. Awards are determined by a multi-departmental evaluation committee to ensure an equitable and comprehensive selection process. The impact goals are to support research into the reuse of critical materials for clean energy production and to increase the reuse and recycling of batteries and other critical minerals. Preference will be given to institutions with partnerships involving entities in the research, development, or demonstration of these innovative approaches. The program prioritizes research into the reuse of critical materials for clean energy production through circular economy efforts to capture and reuse critical minerals. Additionally, it focuses on research, development, or demonstration of projects that specifically recycle critical minerals from electric vehicles and other battery storage units. This focus reflects EGLE's theory of change, which posits that investing in innovative research and development within academic institutions, especially those with industry partnerships, will lead to practical solutions for critical mineral recovery and contribute to a more sustainable energy future. Expected outcomes include the development and demonstration of new concepts and projects that significantly increase the reuse and recycling rates of critical minerals from batteries. Measurable results would involve the number and impact of research, development, and demonstration projects supported, the amount of critical minerals recycled or reused as a direct result of these projects, and advancements in the understanding and implementation of circular economy principles for clean energy materials. A total of $4.75 million in funding is expected, with individual grant awards ranging from $500,000 to $2,500,000, further demonstrating the significant investment EGLE is making to achieve these outcomes over the anticipated grant period of October 1, 2024, to September 30, 2029.
