The Illinois Department of Commerce and Economic Opportunity (DCEO) is launching the Clean Energy Primes Contractor Accelerator Program through this Notice of Funding Opportunity (NOFO). This program is designed to foster the development and growth of clean energy contractor businesses, directly aligning with the broader goals of the Energy Transition Act, also known as the Climate and Equitable Jobs Act (CEJA). The program's mission is rooted in strengthening Illinois's clean energy sector by empowering small and emerging businesses to participate more fully in the clean energy economy, which is a key strategic priority for the state in transitioning towards a more sustainable and equitable energy future. The target beneficiaries of the program are clean energy contractor businesses, particularly focusing on those who can benefit from enhanced capacity building. The program aims to help these businesses grow their operations and secure opportunities within the clean energy market. Key impact goals include increasing the number of certified Minority Business Enterprises (MBE) and other relevant certified vendors, improving their ability to bid on state and private business opportunities, and connecting them with vital financial and programmatic support. The theory of change suggests that by providing targeted support to these contractors, the state can accelerate the adoption of clean energy and create a more inclusive and robust clean energy workforce. The program prioritizes several key areas to achieve its objectives. These include providing one-on-one business coaching tailored to participant needs, offering operational support grants for upfront project and pre-development costs (not exceeding $1,000,000 annually per grant), and delivering technical assistance and training. A significant focus is also placed on assisting businesses in developing comprehensive 5-year business strategies, facilitating connections to financial development assistance like zero-interest and low-interest loans from the Climate Bank, and integrating them into established programs such as the Illinois Power Agency’s Illinois Shines Program and Solar for All Programs. Expected outcomes and measurable results include participant contractors successfully applying for State and private business opportunities, achieving various certifications, and preparing competitive bids for Requests for Proposals. The program anticipates participants becoming listed in relevant directories and databases, actively connecting with and participating in state-sponsored clean energy initiatives, and accessing financial development assistance. Performance will be measured through metrics reviewed monthly during business coaching sessions, aimed at achieving specific growth goals. Ultimately, the program seeks to build the overall capacity of clean energy contractor businesses, contributing to job creation and economic development within the clean energy sector across Northern, Central, and Southern Illinois.

Eligibility: 1. Applicants must be the owner or authorized representative of an OTM or non-profit NN public water system. 2. The public water system must serve a community with a population less than 10,000. 3. The public water system must have either PFAS or manganese contamination. Project Eligibility: Projects must include actions to address PFAS or manganese contamination. Eligible items include project planning and design, technical assistance, construction or treatment to address contamination (such as consolidation with another water system, new well construction and old well abandonment, and treatment installation). Application Process: 1. Review the eligibility requirements and grant announcement. 2. Develop your project plan, considering technical assistance if needed. 3. Complete all application materials once they become available on Jan. 16, 2024. 4. Submit the application materials and required documents to DNRECSDCGrants@wisconsin.gov. 5. The DNR will review complete applications and attachments. 6. If approved for a grant award, the DNR will notify you. 7. The City of Boston’s Air Pollution Control Commission (APCC), operating under the Environment Department, administers the Community Clean Air Grant to support nonprofit-led projects aimed at reducing air pollution and carbon emissions. This initiative, piloted in 2021 and now in its 2025 cycle, funds community-based strategies that align with the city’s goals of carbon neutrality by 2050 and improving public health in Boston’s most affected neighborhoods. Applications for the 2025 cycle opened on March 17, 2025, at 9:00 AM and will close on May 15, 2025, at 4:00 PM Eastern Daylight Time. The grant supports projects that eliminate local sources of pollution, promote the transition to clean energy, enhance indoor air quality, and raise awareness about the impacts of pollution and climate change. The program prioritizes projects that benefit communities located near highways or transportation infrastructure and populations considered socially vulnerable, such as people of color, older adults, children, and individuals with chronic illnesses. Eligibility is limited to nonprofit organizations operating within Boston. Although a nonprofit may submit multiple proposals, the APCC will fund only one project per organization per fiscal year. Interested applicants are encouraged to attend one of two scheduled information sessions on March 25 at 5:30 PM and April 4 at 10:00 AM. Weekly office hours are also held on Wednesdays from 3:00 PM to 5:00 PM. Translation services for the information sessions are available upon request with at least one week’s notice via email. Applicants must submit a completed application, and they may also choose to submit an optional preliminary proposal and a partnership form. Once submitted, applicants will receive an email confirmation and subsequent updates on their proposal status. (4) Project to: Determine and implement the most safe and cost effective methods for collecting propane gas cylinders and/or marine flares.Implement effective education programs and identify effective incentives that reduce the disposal of household hazardous waste. The incentives must be something reusable to replace HHW being disposed (does not include monetary or SWAG incentives, rechargeable batteries, adapters, valves, caps or other accessories for refilling propane canisters).(5) Set-up and operation of temporary or mobile collection program for one-day or multi-day collection events for the following except for those materials that are currently covered by another recycling/collection program (e.g. covered electronic waste, cell phones, thermostat, etc.): Common HHW materials and universal waste.Marine flaresPropane gas cylinders up to 5 gallonsSolar panels as a pilot project. Awardees are required to collect and report data on type/style of panels, manufacturer, volume, and the method of disposal.(6) New or expanded curbside and/or door-to-door collection programs to allow for the collection of new and eligible HHW materials. (7) Minor improvements to an existing HHW facility. (Examples include but are not limited to: storage bins, signage, painting, paving, shelving, etc.). Purchase of personal protection equipment. (8) 8-hour refresher Hazardous Waste Operations and Emergency Response Standards (HAZWOPER) training. Projects that do not fall within one of these eight categories will not be eligible for grant funding. A Resolution is required by the secondary due date.
