State Housing Grants

This grant provides funding for nonprofit organizations to create and manage short-term housing programs that support adults with serious mental illness in Broome and Columbia Counties, helping them develop skills for independent living.

The New York State Department of Corrections and Community Supervision (DOCCS) invites applications from not-for-profit and for-profit providers for the development and operation of Community Based Residential Programs (CBRP) for individuals under Community Supervision. The CBRP is a housing initiative to assist parolees under the jurisdiction of DOCCS to attain stability in the community while providing for individual case needs and community safety. CBRPs provide food, counseling, and other services such as substance abuse treatment, educational/vocational training, mental health and social services to residents either directly or through referral to credentialed providers. (Note: a CBRP is not to be confused with Substance Use Residential Treatment Programs). To be eligible for an award, programs must have a current and valid Certificate of Occupancy (COO). For initial award, applicants must have the demonstrated ability to start the program on October 1, 2022, or upon approval by the Office of the State Comptroller (OSC). An approved site visit may be required by DOCCS within 10-days of a tentative contract award notification by the Commissioner.The components of this RFA are as follows:A CBRP provides a structured setting and services for a period of up to 120-days, withextensions available upon approval of DOCCS’ Re-Entry Contract Manager, to thefollowing client groups:Client Group A: Newly released parolees from state or local correctional facilities who do not have an acceptable residence.Client Group B: Parolees who require increased supervision and structure in order to change behavior patterns which, given case circumstances, may otherwise lead to re-incarceration; and/orrequire removal from their current living environment due to crisis situations or need for temporary housing.Client Group C: Parolees with mental health, physical and/or medical concerns.Client Group D: Parolees who have a history of sex offense(s) and/or arson.Many of the parolees have histories of chemical dependency, mental illness, unemployment, health concerns, and substandard housing. They are released from state or local incarceration after convictions for offenses for which they continue to serve a sentence that was imposed by a local County Court. They generally are returning to the communities where they were residing at the time of their arrest.DOCCS reserves the right to award more than one contract for a Catchment Area based on the need for residential programs that include Client Group D. DOCCS seeks to establish Community Based Residential Programs throughout New York State under the following general provisions and designated Catchment areas as listed in RFA 2021-02.

The 2024-25 Physical and Digital Infrastructure Security Grant Program for Health Care Practitioners, offered by the California Governor’s Office of Emergency Services (Cal OES), aims to enhance physical facility and digital security for healthcare practitioners. This initiative aligns with a broader mission to safeguard healthcare services, particularly those related to abortion and reproductive health, which may be vulnerable to violence and vandalism. The program's core purpose is to mitigate security risks, ensuring uninterrupted and safe access to essential healthcare services for communities across California. The primary beneficiaries of this grant are currently licensed healthcare practitioners located in California who provide abortion-related services (or referrals) and reproductive health care services. This includes medical doctors, osteopathic doctors, licensed midwives, certified nurse-midwives, nurse practitioners, registered nurses, licensed vocational nurses, and physician assistants. A key impact goal is to create a more secure environment for these practitioners and their patients, thereby preserving access to critical reproductive health services. The program prioritizes security enhancements to protect against physical and digital threats. Eligible applicants must demonstrate that they provide abortion-related and reproductive health care services and are located in California. Health Care Practitioners who received an award from the FY 2022-23 DP Program are also eligible to reapply. The focus is on proactive measures to prevent violence and vandalism, fostering a safe operational space for healthcare providers. Expected outcomes include a measurable increase in the security infrastructure of participating healthcare facilities, both physically and digitally. The program anticipates that enhanced security will reduce incidents of violence and vandalism, leading to improved access to and continuity of abortion-related and reproductive health care services. With a total of $3 million available and individual grants up to $150,000, the program intends to achieve a widespread impact across California. The grant performance period runs from September 1, 2024, through December 31, 2026, allowing for significant improvements in the security landscape for these vital healthcare providers.

Through the integration of feedback from the community’s served, Cal ICH’s goal is to continue culturally responsive programming designed to meet the needs of tribal communities, with funding accessible to all California Federally Recognized Tribes in need.Tribal HHAP is a tribal allocation set-aside from the Homeless Housing Assistance and Prevention (HHAP) program, built specifically for and with California Federally Recognized Tribes.

The THDA Challenge Grant Program provides initial seed funding to support the private fundraising efforts of nonprofit organizations across Tennessee to implement housing and related activities that represent unique milestones, are part of a broad community initiative, or are part of a significant expansion of work outside the normal day-to-day activities of the organization. Selected proposals must generate cash leverage of at least 300% within nine months of THDA’s commitment of Challenge Grant resources to the housing initiative.

Award Details: The program aims to provide funding to eligible Local Governments in California for housing-related projects and programs that address the unmet housing needs of their communities. Eligible activities include the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental housing for extremely low-, very low-, low-, or moderate-income households. It also covers the development of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), for the growing workforce earning up to 120 percent of Area Median Income (AMI) or 150 percent of AMI in High-cost areas. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects. Eligibility: Eligible applicants include Entitlement Local Governments, Non-Entitlement Local Governments, and Local or Regional Housing Trust Funds delegated by the Local Government.
