Department of the Interior - Bureau of Land Management Arizona Threatened and Endangered Species Program. The BLM Arizona Cultural Heritage Partnership Program (CHPP) supports projects advancing the Department of Interior's priorities, including addressing the climate crisis, restoring balance on public lands, advancing environmental justice, and investing in a clean energy future. Projects should focus on public archaeology education, the development of educational programs, repatriation of Native American remains, and cultural resource inventory. Eligible applicants include higher education institutions, non-profits, state and local governments, and Indian tribal governments. The program aims to support projects that use science, data, and traditional knowledge to enhance economic opportunities for communities of color, low-income families, and rural and indigenous communities.

Brief Description of Anticipated Work: This work requires on-site support for a large field project at Vandenberg Space Fore Base California to implement the Integrated Natural Resources Management Plan (INRMP). Support includes invasive species removal and monitoring, wetlands support, bat surveys, migratory bird monitoring, reptiles and amphibians, vernal pool surveys, marine mammal surveys, and post-wildfire restoration. Anticipated Period of Performance: Base Period: 18 months from award date (12 months for technical and 6 months administrative for onboarding/preparation plus analysis and reporting. Follow-on periods: Six 18-month follow-on periods subject to funding availability. Any overlap between base and follow-on periods is to accommodate administrative and reporting activities as field work is required during all 12 months of the technical period of performance. This funding opportunity provides financial support for state and local governments, tribal organizations, educational institutions, and nonprofits to implement wildfire risk reduction projects and community fire preparedness initiatives across various regions, excluding Nevada and Wyoming.

This program provides funding to farmers, researchers, and conservation organizations in Arizona to develop innovative practices that improve soil health and water efficiency in agriculture.

Project Title: Natural Resource Vegetation Mapping for San Clemente Island A cooperative agreement is being offered ONLY to members of the Cooperative Ecosystem Studies Units (CESU) Program Region(s) identified above. Award will be made upon mutual agreement and acceptance of the terms and conditions contained in the request for proposal and the of the recipients CESU Master Agreement. Note the established CESU Program indirect rate is 17.5%. Responses to this Request for Statements of Interest will be used to identify potential organizations for this project. Approximately $380,759 is expected to be available to support this project for the base period. NOTE: This project will be awarded under the authority of 16 USC 670c-1, Sikes Act: For projects for the implementation and enforcement of integrated natural resources management plans, priority shall be given to award to Federal and State agencies having responsibility for the conservation or management of fish or wildlife. This program is only available for infrastructure that was damaged from fires or fire suppression activities that occurred on or after July 1, 2020. For questions regarding post-wildfire flooding damage, please contact your local County Emergency Management office. PLEASE READ: Private landowners are only eligible to receive financial assistance if they work through an eligible applicant: Eligible applicants include Governmental organizations (including state, county, and local), 501(c) non-profit organizations, and Indian Tribes. The State of Arizona through the Department of Forestry and Fire Management (DFFM) invites proposals from Arizona public and private landowners for emergency repairs for infrastructure damaged by fires or fire suppression activities occurring July 1, 2020 and after. The Post-Wildfire Infrastructure Assistance Program goal is to assist in infrastructure repairs to physical systems, operational structures and facilities needed for the use of urban, rural, agricultural, cultural and natural resources.  Financial Notes: The Arizona Post-Wildfire Infrastructure Assistance Program has allocated $10,000,000 to support infrastructure recovery efforts to mitigate the impact of Arizona wildfires.  Awards will be limited to those applicants most significantly impacted, on a first-come-first-served basis, and DFFM shall prioritize distributions of financial assistance to private landowners. Applicants will be those whose needs were not met by other funding sources (insurance, federal agencies, etc.) and only after all other sources of payment, including any insurance and other reimbursements, have been deducted or the landowner provides information to DFFM that the landowner does not qualify for other reimbursement.  Awards will be limited to a minimum of $5,000 and a maximum of $500,000 per award. Some projects may be offered only partial funding depending on the severity of demonstrated need and funding availability at the time of the request.
