This grant provides financial support and consulting services to nonprofit organizations focused on affordable housing, small business development, workforce development, and financial literacy in low- and moderate-income communities.

The County of San Luis Obispo's Continuum of Care Builds Program aims to address and reduce homelessness by creating new Permanent Supportive Housing (PSH) units. This initiative is authorized by the McKinney-Vento Homeless Assistance Act, as amended by the HEARTH Act of 2009, and administered by the U.S. Department of Housing and Urban Development (HUD). The program aligns directly with HUD's overarching mission and strategic plan for FY 2022-2026, which focuses on creating strong, sustainable, and inclusive communities with quality, affordable homes for all. The target beneficiaries of the CoC Builds program are individuals experiencing homelessness, who will be served through new Permanent Supportive Housing projects. The primary impact goal is to reduce the prevalence of homelessness by addressing both immediate shelter needs and the underlying factors contributing to homelessness. This approach is expected to lead to improved outcomes for individuals and communities by providing stable housing and supportive services. The program prioritizes several key areas, reflecting HUD's strategic goals. These include supporting underserved communities and promoting equitable community development, strengthening the "Housing First" approach to reduce and ultimately end homelessness, and ensuring access to and increasing the production of affordable housing. Furthermore, the program emphasizes advancing sustainable communities by strengthening climate resilience, energy efficiency, and environmental justice, particularly for low-income households and communities of color. It also aims to integrate health and housing policies, recognizing housing's essential role in overall well-being. The expected outcomes of the CoC Builds program include an increase in the supply of Permanent Supportive Housing, leading to a measurable reduction in the number of individuals experiencing homelessness in San Luis Obispo County. By aligning with HUD's Strategic Plan, the program seeks to achieve better health outcomes for residents, foster more equitable access to housing opportunities, and build more resilient and sustainable communities. The maximum funding available for new PSH projects is $4,750,000, with up to $1,000,000 designated for supportive services, indicating a comprehensive approach to both housing and the necessary support systems for long-term stability. The foundation's strategic priorities and theory of change are rooted in the belief that providing permanent supportive housing, coupled with comprehensive services, is the most effective way to address chronic homelessness. By fortifying support for underserved communities and implementing the Housing First approach, the program anticipates that individuals will achieve greater stability, improve their health, and integrate more fully into their communities. The program's success will be measured by the creation of new PSH units, the number of individuals successfully housed, and the long-term reduction in homelessness, all contributing to HUD's vision of quality, affordable homes for all and stronger, more inclusive communities.

Since 2022, Cal ICH has partnered with California Federally Recognized Tribes and stakeholders to develop the Tribal HHAP Program. In 2024, Cal ICH is continuing and expanding our partnerships with Tribes and stakeholders in strengthening the Tribal HHAP program. Through the integration of feedback from the community’s served, Cal ICH’s goal is to continue culturally responsive programming designed to meet the needs of tribal communities, with funding accessible to all California Federally Recognized Tribes in need.Tribal HHAP is a tribal allocation set-aside from the Homeless Housing Assistance and Prevention (HHAP) program, built specifically for and with California Federally Recognized Tribes.

Projects should address one or more of the following Creative Youth Development program goals: Provide social-emotional creative experiences in safe, healthy and appropriate learning environments. Foster creative abilities of youth through culturally and linguistically responsive arts learning. Support arts programs that seek to activate youth voices, narratives, and perspectives. Utilize cultural assets of the local community to support positive self-identification and respect for diverse cultures. Empower youth through the preservation, revitalization, and/or reclamation of cultural practices. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

Eligible Applicants: - Private, for-profit entities - Nonprofit organizations (except private schools) - Local government entities (cities, counties, cities and counties) - Regional or local sanitation agencies, waste agencies, and joint powers authority Eligibility Criteria: - Projects must be located within a CalRecycle designated RMDZ or benefit a local jurisdiction in complying with Public Resources Code section 40051. - Loan applicants must demonstrate the ability to repay the loan. - Loan amount may not exceed $3 million without Director approval. - Collateral is required. - Business and/or personal guarantees may be required based on financial ability to repay. - Significant permits approval is required before loan funding. Use of Funds: Private entities and nonprofit organizations can use loan funds for machinery/equipment, working capital, real estate purchase/leasehold improvements/capital improvements, and refinancing onerous debt. Local government entities can use loan funds for infrastructure and/or capital improvements in support of private entities and nonprofit organizations engaged in value-added processing or manufacturing using recycled materials. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects. Eligibility: Eligible applicants include Entitlement Local Governments, Non-Entitlement Local Governments, and Local or Regional Housing Trust Funds delegated by the Local Government. The program, celebrating the Route 66 Centennial, aims to help Black-owned businesses and attractions stay in operation, reopen, and expand, while also supporting research and storytelling efforts related to Black experiences on Route 66. Eligible applicants include Black-owned/operated businesses located along Route 66 with fewer than 20 employees. The 2024 grant round offers a total of $50,000 in awards, with applications due by July 14, 2024, and awards announced the week of August 5, 2024.

CDP Production grants are available for documentary media productions that focus on California subjects and issues, using the humanities to provide context and perspective. Projects may include film, audio, digital media, web-based and broadcast series, podcasts, interactive, VR, and multiplatform projects. There is no specific length requirement for projects. Projects must approach the subject matter from a humanities perspective and involve at least two Humanities Advisors. Eligible applicants may request funding up to $50,000 with a required 1:1 match of cash or in-kind contributions from non-federal sources. The maximum term for a CDP Production grant is three years after the start of the grant period. Applicants must be non-profit organizations or individuals being fiscally sponsored by a tax-exempt organization or municipal/state agency with federal 501(c)(3) status. Fiscal sponsorship does not need to be confirmed by the application deadline but should be confirmed within 30 days after the application due date if awarded. Grant funds are disbursed in three installments: 50% upon approval of signed award documents; 40% upon approval of an interim report; and the final 10% upon project completion and approval of a final report. Applications for CDP Production Grants are submitted online through the California Humanities’ website by November 1, 2023. Applicants will be notified of receipt of their proposals by email. Notification of grant decisions will be sent by email to both the Authorizing Official at the applicant organization and Project Director by April 1, 2024.
