The impact goals are to foster growth, increase profitability, improve herd/flock health and milk quality, reduce barriers to new markets, and expand distribution opportunities for goat/sheep dairy products within the Northeast region. The grant program focuses on two main project types: Individual Business Projects and Sector Enhancement Projects. Individual Business Projects support farmers and processors in making improvements to increase business viability, market development, or production innovations. Examples include engaging with technical assistance providers for business improvements, diversification and marketing efforts, research and development of innovative solutions, and purchasing specialized dairy equipment. Sector Enhancement Projects are designed to engage multiple dairy businesses in activities that improve or expand small ruminant production practices or dairy markets, strengthening relationships across the goat/sheep dairy supply chain. Examples include developing tools and resources, improving farmer access to resources, and initial investments to strengthen supply chain relationships. Funding priorities emphasize projects that address at least two of the following: developing resources to fill unmet technical assistance needs, increasing pay price for goat/sheep dairy farmers, producing deliverables for new or transitioning dairy farmers, including educational/information sharing components, fostering collaborative efforts, increasing profits for dairy businesses, improving herd/flock health/nutrition/milk quality, reducing barriers to new markets, developing market channels, and implementing innovative strategies to increase awareness and consumption of goat/sheep dairy products. The program's theory of change appears to be that by investing in these specific areas, both individual businesses and the sector as a whole will experience sustainable growth and increased competitiveness. Individual business grants range from $15,000 to $50,000, requiring a 25% cash and/or in-kind match commitment. Supply chain projects are eligible for grants between $25,000 and $75,000, also with a 25% match commitment. A total of $760,000 is available for this program. The expected outcomes include a more robust and resilient goat and sheep dairy sector in the Northeast, with enhanced business viability for producers and processors, expanded market reach for their products, and a stronger, more collaborative supply chain. The grant period for projects is between 8 and 12 months.

Third, the fund aims to create queer spaces in currently unserved areas of the county, acknowledging the importance of safe community spaces for promoting safety, connectedness, and mental well-being among LGBTQ+ individuals. Expected outcomes and measurable results include a reduction in health disparities for QTPOC and transgender/nonbinary people, evidenced by changes in organizational policies and practices, and improved physical and mental health statistics. For queer spaces, outcomes would involve the expansion of resources for local organizations to create physical spaces and the development of new, sustainable support or wellness groups. Eligible projects include:• Multi-family residential dwellings (five units or more).• Public colleges/universities, non-profit colleges/universities, and public K-12 school districts.• Curbside Residential Program locations (excluding single stream).• Community events including, but not limited to, those sponsored by local jurisdictions.• Parks/recreational areas.• Purchase of water refill stations, including installation, replacement of current infrastructure, plumbing, maintenance, additional attachments or modifications, or related educational and outreach activities/materials promoting water refill stations.• Litter reduction and cleanup along the United States-Mexico border where the waste stream includes beverage containers that will be recycled. o Out of State beverage containers collected as part of the litter abatement and cleanup projects cannot be funded under this grant program. Ongoing collection programs may include the following activities as a component of the grant project:• Temporary Community events (i.e., recycling or collection events sponsored by local jurisdictions, Earth Day events).• Drop-off, Collection Program, or Community Service Program.• Education and Outreach related to beverage container recycling. Note: Education activities and/or materials (signage, flyers, curriculum, etc.) related to the beverage container recycling project are capped at 25 percent of the total grant award. • Funding must have a direct connection to the California Redemption Value (CRV) of beverage containers and the overall program. If non-CRV items are included in the grant, they are subject to proportional cost. For example: a three-bin system with composting, paper and CRV recycling, can only be funded at one third of the cost. A mixed recycling bin will be funded proportionately based on the CRV content of materials collected. Priority funding will be given to Tribal Entities and applicants with litter abatement projects along the United States-Mexico border. Applicants who meet the criteria will be given priority and will be considered for funding first.

The overarching impact goal is to modernize and expand Ukraine's education system to integrate vulnerable populations and effectively connect the education system to the specific, immediate demands of the labor market for economic recovery and growth. The grant outlines four specific thematic priorities. The first is promoting collaboration between educational institutions, employers, and government to produce a qualified workforce for economic recovery, including the design of dual education programs and new study plans adjusted to employer needs. Second is the development of training and programs for individuals with disabilities, veterans, and IDPs, which may include piloting centers for veterans services and disabilities services at universities, focusing on entrepreneurship and vocational re-training. The third priority is supporting the optimization of the educational system in response to war and reconstruction challenges, ensuring access to high-quality education, and aligning with Euro-Atlantic aspirations. Finally, the fourth priority focuses on developing civic education programs for Ukrainian students and adults to facilitate social cohesion and the reintegration of citizens from occupied territories and those sheltered abroad. The program's theory of change is that by leveraging U.S. expertise and fostering deep, lasting US-Ukraine institutional engagement, the modernization of Ukraine's education system will directly address post-war challenges, drive economic recovery, and facilitate societal stability. The strategic priority is to support the continuity and modernization of Ukrainian education to ensure a qualified workforce and reintegrate its most vulnerable populations. The expected outcomes are measurable and sustainable improvements; consequently, all proposals must include a rigorous monitoring and evaluation plan with clearly defined indicators to ensure the realization of project goals is quantifiable and verifiable.
