Entities must be registered in the state’s GATA grantee portal with valid identifiers, good standing, and absence from exclusion lists. Awards will range from 50,000 to 5,000,000 dollars from a total expected pool of 15,000,000 dollars. The period of performance is expected to run from January 25, 2024 through January 31, 2029. Applications are due May 1, 2024 through the department’s process. Proposals should document public benefit and compliance with eligibility and performance measures. Measurable results will likely involve the number and scale of capital projects completed, the revitalization of commercial corridors, increased economic activity in targeted areas, and improvements in public infrastructure. The grant duration is 2 years, with the period of performance expected to be late calendar year 2024 through the end of calendar year 2026. The DCEO's strategic priority is clearly to stimulate economic recovery and growth through targeted investments in key community infrastructure and development.

Organizations selected for this funding will need to demonstrate success in engaging individuals with opioid use disorder (OUD), including prescription opioids as well as illicit drugs such as heroin; have experience in linking individuals to opioid use prevention, OUD treatment and injection harm reduction services through community referral networks; and show capacity to cover large geographic regions in Illinois focusing on communities that demonstrate a high burden of opioid overdose. These funds will be used to strengthen partnerships between injection harm reduction community stakeholders and providers of OUD treatment and other needed social services to improve local coordination, connect more individuals to the appropriate support services and treatment for OUD, and provide case management as needed among persons who use opioids.

The Route 66 Black Experiences Grant Program provides direct grant awards to African-American owned/operated businesses and attractions along Route 66, and funding to support research and programs designed to tell the stories of Black experiences related to Route 66. The program, celebrating the Route 66 Centennial, aims to help Black-owned businesses and attractions stay in operation, reopen, and expand, while also supporting research and storytelling efforts related to Black experiences on Route 66.
