Awarded projects must lead to the creation or preservation of affordable, owner-occupied homes with no more than four units, ensuring at least one unit is owner-occupied. The program anticipates that these efforts will expand the affordable housing inventory, increase homeownership rates among underrepresented populations, and stabilize neighborhoods. Success metrics will include the number of homes developed or rehabilitated, the number of households served, demographic diversity among beneficiaries, and the degree to which affordability thresholds are met and maintained.
