The New York State Department of Health (DOH) has issued Request for Applications (RFA) #20333 / SFS #RRDC2025 for the Regional Resource Development Centers (RRDCs) to manage the combined administration of the Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) Medicaid Waivers. This RFA seeks to identify and contract with qualified not-for-profit agencies to serve as Regional Resource Development Centers in one or more of New York's nine geographical regions, or a single statewide center covering all counties. The RRDC will assist the Department in administering these Medicaid Waivers, which provide community-based services for individuals transitioning from nursing homes and individuals with traumatic brain injuries. Applicants can apply to manage any combination of regions, from one up to all nine. The purpose of the RRDC program is to facilitate a smooth transition for eligible individuals under the NHTD and TBI Medicaid Waivers. The program aims to provide effective management, coordination, and support for individuals with long-term care needs, helping them transition from institutional settings into the community with appropriate services and support. A full version of the RFA is available on the DOH website, and applicants are encouraged to review the details of the program, including regional requirements, eligibility, and application guidelines. The deadline for submitting questions regarding this RFA is February 27, 2025, at 4:00 PM, with responses to these questions being posted around March 13, 2025. Applications must be submitted by March 27, 2025, by 4:00 PM. The contract term for the successful grantees will span from February 1, 2026, to January 31, 2031. The contract awards will be made to a single or multiple regional grantees, depending on the applicants' qualifications and the regions they apply to manage.
