The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Model Pacific Islands Forum (PIF) to provide emerging Pacific leaders with the skills and knowledge they need to become national and international Pacific leaders, pending the availability of funding. The program will include Young Pacific Leaders from all PIF member nations, PIF observers, and select PIF dialogue partners such as the United States (Hawaii). The program will take place at least over a year-long and will consist of 1) Young Pacific Leaders shadowing or interning with a PIF leader or Ministry of Foreign Affairs, Council of Regional Organizations of the Pacific, or similar leading up to and during the PIF leaders meeting 2) Young Pacific Leaders participating in a youth Model PIF leaders meeting and 3) three youth mock parliaments in Micronesia, Polynesia, and Melanesia. Young Pacific Leaders may be placed in their home governments or in a host government. The YPL PIF program should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. PROGRAM DESCRIPTION The U.S. Embassy in Conakry announces an open competition for organizations to submit a Statement of Interest (SOI) to carry out innovative, small-scale, community-focused projects aimed at building social cohesion and resilience among at-risk communities in Guinea. Projects should seek to address underlying drivers of violent conflict and violent extremism, such as lack of equitable access to economic opportunity, competition over scarce resources, and identity-based stigmatization or marginalization. Embassy Conakry invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect these goals. Please carefully follow all instructions below. The Ambassadors Resilience Fund is designed to contribute to the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Coastal West Africa. The SPCPS seeks to promote peace and prevent violent conflict and violent extremism that risks destabilizing Coastal West Africa (including Guinea, Cote dIvoire, Ghana, Togo, and Benin). It aims to implement a new policy approach that addresses the political drivers of fragility and supports locally driven solutions. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one- to three-page statement of interest designed to clearly communicate program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to the required development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. AWE was established in 2019 to provide women with the knowledge, networks and access to launch or scale successful businesses. Cohorts of approximately 30 women meet online and in-person to learn core business skills such as strategic planning, marketing and finance, then discuss the material with local facilitators, business leaders, and U.S. exchange alumni mentors. Through its partnership with Arizona State Universitys Thunderbird School for Global Management and the Freeport-McMoran Foundation, AWE utilizes a no-cost, online learning platform. Used by AWE since 2019, DreamBuilder teaches participants the fundamentals of starting or growing a small business from a U.S. perspective, offering modules on marketing, pricing, and bookkeeping, and includes a built-in business plan generator. It is available only in English and Spanish, though posts may conduct mentoring and facilitation in local languages. This year, implementing partners may also use a new online curriculum, in whole or in part the Najafi 100 Million Learners Global Initiative - alongside or instead of DreamBuilder. 100 Million Learners Global Entrepreneurship and Innovation Bootcamp may be most suitable to implementing partners who are looking for a more challenging business curriculum, or who wish to provide complementary modules on key topics in entrepreneurship and innovation. 100 Million Learners is currently offered in 20 languages and will add up to 20 more in the future. Proposals to establish new AWE cohorts must use either DreamBuilder or 100 Million Learners for their curriculum.

The Speaker Program brings dynamic U.S. citizen experts to North Macedonia to engage professional and student audiences throughout the country on topics of strategic importance to the United States and North Macedonia. All proposed programs must include an American element, either through a connection with American experts, organizations, or institutions, usage of American educational/informational resources, or any other activities that promote increased understanding of U.S. policy and perspectives and/or contribute to increased mutual understanding between the people of the United States and people of Kazakhstan. Background: The U.S. Mission has provided support for USG alumni engagement for five years through the National Alumni Network. Prior programming has included alumni forums, mentoring programs, small grants to regional alumni leaders, and published alumni profiles to build the alumni network. The United States remains a key partner in strengthening Kazakhstan's economy, national security, healthcare, civil society, and other areas of bilateral cooperation. Today, more than ever, Kazakhstan has signaled interest in partnering with the United States in a variety of fields. Since Kazakhstan's independence, over 22,000 Kazakhs have participated in U.S. government-supported exchange programs. Designed for alumni of these programs, this funding opportunity invites proposals for projects that strengthen cultural ties between the United States and Kazakhstan through academic and professional programming that highlights shared values and promotes bilateral cooperation. The Conference should preferably take part in French Polynesia to coincide with the United Nations Ocean Conference being hosted by France in June 2025, but may be hosted in other Pacific locations pending logistics and costs. The State Department has convened a diverse Young Pacific Leaders (YPL) Conference each year since 2013, taking place in American Samoa, Samoa, New Zealand, Hawaii, Fiji, Papua New Guinea, and Guam. Each conference shared the goal of building leadership capacity and creating ties among emerging leaders from across the Pacific region (see below for a list of participating countries). This year, the conference should bring together a group of emerging leaders, ages 25-40, with the goal of providing them with practical leadership skills and a deeper knowledge of regional issues related to the four pillars of the YPL program: civic engagement, environment/resource management, education, and economic and social development. The conference should also help participants grow their networks and enable them to work with their peers on issues that affect the region. The conference should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. We encourage pre- and post-conference programming that will reinforce the learnings from the conference.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the Partnership to Advance Research and Scientific Evidence (PARSE), a project to generate evidence-based research to counter crime, illegal drugs, and instability abroad. Expected results from this project are twofold. First the project should generate the identification of priority research themes, areas, or questions. Second, the project will enable the production of select synthesis reports and novel studies. Both results must fill public knowledge gaps by providing methodologically rigorous, relevant, actionable, and contextually diverse (international) insight on what works best to advance sustainable and effective criminal justice systems, approaches, and practices. Through actionable AND scientifically substantiated knowledge, the project results should be able to inform strategies or approaches to improve civilian security, mitigate internal and transnational threats and risks, and contribute to stable criminal justice institutions amongst U.S. partners abroad.Applicants must be able to generate results that clearly, concretely, and compellingly convey evidence-based findings to non-scholarly audiences within the rule of law community. These audiences include but are not limited to law enforcement and justice sector officials as well as other decision makers and practitioners involved in policy formulation, program design, and strategic/operational/project/tactical implementation. Resulting research should also be framed by the possibility to extrapolate and adapt evidence-based and actionable findings to multiple countries and/or contexts. Additionally, the selected applicant (qualifying organization) should expect to work in close cooperation with INL. To achieve this level of cooperation, INL expects, among other mechanisms, to hold weekly or bi-weekly meetings with the qualifying organization. Finally, contingent upon performance, relevance, and fund availability INL will consider the expansion of the project to develop additional research products and results (refer to Project Expansion Section).
