The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Model Pacific Islands Forum (PIF) to provide emerging Pacific leaders with the skills and knowledge they need to become national and international Pacific leaders, pending the availability of funding. The program will include Young Pacific Leaders from all PIF member nations, PIF observers, and select PIF dialogue partners such as the United States (Hawaii). The program will take place at least over a year-long and will consist of 1) Young Pacific Leaders shadowing or interning with a PIF leader or Ministry of Foreign Affairs, Council of Regional Organizations of the Pacific, or similar leading up to and during the PIF leaders meeting 2) Young Pacific Leaders participating in a youth Model PIF leaders meeting and 3) three youth mock parliaments in Micronesia, Polynesia, and Melanesia. Young Pacific Leaders may be placed in their home governments or in a host government. The YPL PIF program should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. The EPA is seeking additional applications from eligible public and private nonprofit entities (see eligibility described in Section III.A of the Notice of Funding Opportunity) to assist current or prospective EPA grant recipients more effectively address their grant progress and performance requirements oftheir EPA-funded grant agreements. Executive Summary: The Ambassadors Resilience Fund aims to build resilience to violent conflict and violent extremism in Guinea by strengthening social cohesion in at-risk communities. A total of $100,000 U.S. Dollars (USD) in FY 2023 Regional Peace and Security Funds will be awarded through this RSOI (pending availability of funds), with individual grants expected to be awarded in the range of $10,000 - $25,000 U.S. Dollars (USD) for work that will support program objectives. A. PROGRAM DESCRIPTION The U.S. Embassy in Conakry announces an open competition for organizations to submit a Statement of Interest (SOI) to carry out innovative, small-scale, community-focused projects aimed at building social cohesion and resilience among at-risk communities in Guinea. Projects should seek to address underlying drivers of violent conflict and violent extremism, such as lack of equitable access to economic opportunity, competition over scarce resources, and identity-based stigmatization or marginalization. Embassy Conakry invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect these goals. Please carefully follow all instructions below. The Ambassadors Resilience Fund is designed to contribute to the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Coastal West Africa. The SPCPS seeks to promote peace and prevent violent conflict and violent extremism that risks destabilizing Coastal West Africa (including Guinea, Cote dIvoire, Ghana, Togo, and Benin). It aims to implement a new policy approach that addresses the political drivers of fragility and supports locally driven solutions. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one- to three-page statement of interest designed to clearly communicate program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to the required development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision(s) are made.

The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the Academy for Women Entrepreneurs (AWE) to promote womens social and economic empowerment, pending the availability of funds. The cohort should take place sometime between 2025-2026. Each AWE cohort should include about 30 women meeting either online or in person. AWE cohorts may take place in any, all, or the following select countries: New Zealand, Niue, the Cook Islands, Tokelau, French Polynesia, New Caledonia, Wallis and Futuna, the Solomon Islands, Vanuatu, Samoa, Palau, the Republic of the Marshall Islands, or the Federated States of Micronesia. About the Academy for Women Entrepreneurs By ensuring that women have the skills, capabilities, and resources to fully participate in the economy, AWE directly supports the U.S. National Strategy on Gender, Equity, and Equality. AWE was established in 2019 to provide women with the knowledge, networks and access to launch or scale successful businesses. Cohorts of approximately 30 women meet online and in-person to learn core business skills such as strategic planning, marketing and finance, then discuss the material with local facilitators, business leaders, and U.S. exchange alumni mentors. Through its partnership with Arizona State Universitys Thunderbird School for Global Management and the Freeport-McMoran Foundation, AWE utilizes a no-cost, online learning platform. Used by AWE since 2019, DreamBuilder teaches participants the fundamentals of starting or growing a small business from a U.S. perspective, offering modules on marketing, pricing, and bookkeeping, and includes a built-in business plan generator. It is available only in English and Spanish, though posts may conduct mentoring and facilitation in local languages. This year, implementing partners may also use a new online curriculum, in whole or in part the Najafi 100 Million Learners Global Initiative - alongside or instead of DreamBuilder. 100 Million Learners Global Entrepreneurship and Innovation Bootcamp may be most suitable to implementing partners who are looking for a more challenging business curriculum, or who wish to provide complementary modules on key topics in entrepreneurship and innovation. 100 Million Learners is currently offered in 20 languages and will add up to 20 more in the future. Proposals to establish new AWE cohorts must use either DreamBuilder or 100 Million Learners for their curriculum.

The U.S. Embassy in North Macedonia of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to carry out its U.S. Speaker Program. The Speaker Program brings dynamic U.S. citizen experts to North Macedonia to engage professional and student audiences throughout the country on topics of strategic importance to the United States and North Macedonia. Specifically, the program seeks to engage local audiences on rule of law reforms; judicial independence; government accountability and transparency; professional journalism practices; combating foreign malign influence; cybersecurity; climate and security issues; diversity, equity, and inclusion; encouraging civic action at the local and community level; culture, arts, and advancing womens economic empowerment through the shared knowledge, expertise, and know-how of U.S. experts. The program also seeks to establish concrete networking and contact-building opportunities among U.S. experts and local audiences. Programs may take place in person or virtually. We highly recommend potential applicants collaborate and coordinate with project partners in North Macedonia in order to implement the requested programs successfully. We expect to select one or more program implementers for grant awards of up to $50,000. U.S. Speakers address strategic policy priorities identified by the U.S. Embassy in North Macedonia. The U.S. Speaker Program promotes an understanding of U.S. policies and institutions as well as the political, economic, and social context from which they arise. Speakers can be programmed with a variety of professional audiences in a wide range of disciplines. In this regard, the U.S. Speaker Program intends to support the overall PAS outreach strategy, which focuses on two defined audiences: established leaders and emerging voices. Kenya is already the regional financial hub for East Africa and the home to the Silicon Savannah, a vibrant technology community that makes Kenya the premier destination for tech sector investments and innovation in Africa, with many leading U.S. companies such as Google, Microsoft, IBM, and Cisco already here. As modern Kenya is trying to grow an Information and Communications Technology (ICT) marketplace for the future, the U.S. Embassys Public Diplomacy Section seeks to partner with U.S. higher education institutions through targeted grants to facilitate academic, research, and private sector-growth partnerships with Kenyan universities. This is an opportune moment to increase U.S. engagement in Kenyas ICT space for rising engineers and entrepreneurs to prioritize and benefit from U.S. partnership in expanding Kenyas promising economic prospects, especially in ICT. University partnerships are intended to directly and demonstrably enhance U.S.-Kenya collaboration in science, engineering, mathematics, and tech-driven job growth.The basic parameters for this proposed program are:1. The workshop should preferably take part in a Pacific nation in 2025-2026. The proposed workshop will focus on building local capacity within Pacific nations to help participants develop storytelling as a tool for advocacy and a means to preserve cultural heritage leveraging digital tools and technologies like AI to support these endeavors. Workshop sessions should be designed to introduce and operationalize best practices in this space to elevate Pacific cultural heritage and sovereignty. This workshop will bring together practitioners from all levels of society and administration including government, civil society, and experts to discuss challenges, develop action plans, and leverage opportunities for regional collaboration to foster the implementation of security practices.

Executive Summary: The U.S. Mission Kazakhstan announces an open competition to implement an Alumni Engagement and Outreach Program to recognize longstanding U.S. support for Kazakhstan and the many contributions of USG exchange alumni to Kazakhstan. Additionally, the U.S. Mission would like to support alumni as established opinion leaders in their communities in activities that highlight U.S. culture, efforts on diversity and inclusion, and alumni expertise and experience to local audiences. All proposed programs must include an American element, either through a connection with American experts, organizations, or institutions, usage of American educational/informational resources, or any other activities that promote increased understanding of U.S. policy and perspectives and/or contribute to increased mutual understanding between the people of the United States and people of Kazakhstan. Background: The U.S. Mission has provided support for USG alumni engagement for five years through the National Alumni Network. Prior programming has included alumni forums, mentoring programs, small grants to regional alumni leaders, and published alumni profiles to build the alumni network. The United States remains a key partner in strengthening Kazakhstan's economy, national security, healthcare, civil society, and other areas of bilateral cooperation. Today, more than ever, Kazakhstan has signaled interest in partnering with the United States in a variety of fields. Since Kazakhstan's independence, over 22,000 Kazakhs have participated in U.S. government-supported exchange programs. Designed for alumni of these programs, this funding opportunity invites proposals for projects that strengthen cultural ties between the United States and Kazakhstan through academic and professional programming that highlights shared values and promotes bilateral cooperation. The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Conference sometime between May-July 2025 to provide emerging Pacific leaders with the skills and knowledge they need to become leaders, pending the availability of funding. The Conference should preferably take part in French Polynesia to coincide with the United Nations Ocean Conference being hosted by France in June 2025, but may be hosted in other Pacific locations pending logistics and costs. The State Department has convened a diverse Young Pacific Leaders (YPL) Conference each year since 2013, taking place in American Samoa, Samoa, New Zealand, Hawaii, Fiji, Papua New Guinea, and Guam. Each conference shared the goal of building leadership capacity and creating ties among emerging leaders from across the Pacific region (see below for a list of participating countries). This year, the conference should bring together a group of emerging leaders, ages 25-40, with the goal of providing them with practical leadership skills and a deeper knowledge of regional issues related to the four pillars of the YPL program: civic engagement, environment/resource management, education, and economic and social development. The conference should also help participants grow their networks and enable them to work with their peers on issues that affect the region. The conference should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. We encourage pre- and post-conference programming that will reinforce the learnings from the conference.

Project is to increase the capacity of partner countries to develop, adopt, and implement legal frameworks that protect individual data privacy while educating key stakeholders and enabling trusted cross-border data flows and digital trade.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the Partnership to Advance Research and Scientific Evidence (PARSE), a project to generate evidence-based research to counter crime, illegal drugs, and instability abroad. Expected results from this project are twofold. First the project should generate the identification of priority research themes, areas, or questions. Second, the project will enable the production of select synthesis reports and novel studies. Both results must fill public knowledge gaps by providing methodologically rigorous, relevant, actionable, and contextually diverse (international) insight on what works best to advance sustainable and effective criminal justice systems, approaches, and practices. Through actionable AND scientifically substantiated knowledge, the project results should be able to inform strategies or approaches to improve civilian security, mitigate internal and transnational threats and risks, and contribute to stable criminal justice institutions amongst U.S. partners abroad.Applicants must be able to generate results that clearly, concretely, and compellingly convey evidence-based findings to non-scholarly audiences within the rule of law community. These audiences include but are not limited to law enforcement and justice sector officials as well as other decision makers and practitioners involved in policy formulation, program design, and strategic/operational/project/tactical implementation. Resulting research should also be framed by the possibility to extrapolate and adapt evidence-based and actionable findings to multiple countries and/or contexts. Additionally, the selected applicant (qualifying organization) should expect to work in close cooperation with INL. To achieve this level of cooperation, INL expects, among other mechanisms, to hold weekly or bi-weekly meetings with the qualifying organization. Finally, contingent upon performance, relevance, and fund availability INL will consider the expansion of the project to develop additional research products and results (refer to Project Expansion Section).

The Toxics Use Reduction Institute (TURI) is offering a grant program to academic faculty focused on identifying, evaluating, and developing safer alternatives to per- and polyfluoroalkyl substances (PFAS). This initiative aligns with TURI's mission to reduce the use of toxic chemicals and promote safer practices. The program seeks to foster research that directly addresses the environmental and health concerns associated with PFAS by finding viable replacements in various manufacturing and product applications. The primary beneficiaries of this grant are academic faculty and their graduate students located at institutions within Massachusetts. The program aims to support these researchers in conducting innovative studies that contribute to a cleaner environment and safer products for the general public. The impact goals are to reduce reliance on PFAS, mitigate their toxic effects, and encourage the adoption of less harmful alternatives across industries. The grant prioritizes research that focuses on specific applications where PFAS are commonly used, such as water and stain-resistant coated fabrics, textiles, apparel, footwear, surfactant applications (including fume suppressants), refrigerants and coolants, fire suppressants, fluoropolymers, manufacturing processing aids, coated food packaging, and other non-stick coated materials and products. Proposals should directly address these areas to develop practical and implementable solutions. Expected outcomes include the identification of novel, safer alternatives to PFAS, comprehensive evaluations of existing alternatives, and the development of new processes or materials that eliminate the need for PFAS. Measurable results would involve the number of alternatives identified and evaluated, the success rate of developed alternatives in specific applications, and the potential for widespread adoption by industries. TURI's strategic priority is to drive toxics use reduction through research and education, and this grant program embodies a key part of their theory of change by funding scientific inquiry into tangible solutions for harmful chemicals.

The Open Data Framework program will build a framework needed to create a neutral and secure data repository and cooperative where producers, universities and nonprofit entities can store and share data in ways that will foster agricultural innovation and will support technological progress, production efciencies, and environmental stewardship.
