The Department of States Office to Monitor and Combat Trafficking in Persons (TIP Office) is pleased to invite organizations to submit proposals to provide global on-demand training and/or technical assistance in support of its global Training and Technical Assistance (T) Program. The Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office) announces an open competition for projects in support of its global Training and Technical Assistance (T&TA) Program. The TIP Office manages foreign assistance programs dedicated to combating human trafficking outside of the United States. The TIP Office awards grants to combat all forms of human trafficking—sex trafficking, child sex trafficking, forced labor, domestic servitude, forced child labor, and the unlawful recruitment and use of child soldiers. The Department of State’s annual Trafficking in Persons Report (TIP Report) provides a diagnostic assessment of the efforts of governments to combat human trafficking and shapes our foreign assistance priorities. The TIP Office’s Training and Technical Assistance (T&TA) program aims to increase government and/or civil society capacity to combat human trafficking. The TIP Office can provide training and/or technical assistance on topics spanning all 4Ps – Prevention, Protection, Prosecution, and Partnership. However, prevention is not often a direct or dominant focus for individual T&TA interventions, it is instead frequently integrated into the T&TA interventions through the lens of Protection, Prosecution, and/or Partnership. T&TA interventions are most often initiated by requests from U.S. Embassies abroad, or sometimes from our T&TA implementing partners. The TIP Office reviews requests for T&TA on a rolling basis throughout the year. Selected T&TA requests are then referred by the TIP Office to the relevant implementer, depending on the type of assistance requested, the implementer’s areas of expertise, and funding availability. The timeline to complete T&TA activities will depend on a variety of factors such as strategic priorities and country contexts. The selected implementer should be able to create an intervention concept note and budget in response to the specific T&TA request before the intervention is approved for implementation. The selected implementer should also expect to work closely with TIP Office staff throughout the development and implementation of interventions and activities. T&TA interventions can be standalone or they can lay the groundwork for or complement other programming, but they do not take the place of longer, multiyear programs. Individual T&TA interventions can sometimes also be structured in phases, with each phase being subject to TIP Office approval. T&TA activities may be conducted in countries across all regions of the world, so the scope of T&TA implementers’ capabilities must be global. The selected applicant should be able to respond to unanticipated requests for assistance in any country and/or region, with few exceptions. Some examples of what past T&TA interventions have looked like include, but are not limited to, the following: • Review of and edits to draft legislation or implementing regulations on a 24-hour turnaround; • Development and adoption of Foreign Government National Action Plan over the course of five months from receipt of request to final adoption; • Targeted technical assistance on the process to accede to United Nations Convention Against Transnational Organized Crime (UNTOC) and the Palermo Protocol; • Rapid diagnostic needs assessment on anti-trafficking capacity gaps of specialized anti-trafficking practitioners conducted within four weeks of initial request, followed by the development and delivery of a tailored training curriculum; • Tailored trainings delivered to law enforcement, prosecutors, and judges on how to build a human trafficking case in a country with limited resources and low capacity; • Tailored trainings delivered to shelter staff to improve identification, screening, and assistance of victims of trafficking, as well as technical assistance to develop necessary tools, such as screening forms and risk assessments; • Creation and implementation of a training series curriculum tailored to psychological and legal service providers to victims of trafficking in urban and rural locations both virtually and in-person, delivered over the course of several months; • Regional training for law enforcement and prosecutors, tailoring the materials for applicability across various participating countries in the region. While some T&TA activities can be conducted remotely, and the ability to provide some programming virtually is an asset to the T&TA Program and to the selected implementers, the majority of T&TA activities are conducted in-person. Because T&TA interventions can take place in settings where utilities, such as internet connectivity, are unreliable, the TIP Office will not be able to consider applications whose model of T&TA delivery is entirely remote.

Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the potential availability of funding for agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration and developing state-and-community-level conservation leadership. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for a project to address the ethnic marginalization across Coastal West Africa. The consolidation of power, poor governance, and rise of violent extremism in some Coastal West African countries have contributed to the exclusion and discrimination of certain ethnic groups in politics and everyday life. While certain ethnic groups are not legally excluded from civic and political participation, their full engagement in decision-making roles remains limited. Certain ethnic groups are particularly marginalized in the government, the civil service, and the armed forces. Some ethnic groups also experience discrimination in employment and access to credit, health care, and education. Hundreds of thousands of individuals, including migrants and rural-based members of society, lack documentation to obtain citizenship or access public resources despite protections under the law. In addition, certain ethnic groups face societal discrimination, including stigmatization, harassment, and attacks. Militant groups have exploited the marginalization of certain ethnic groups by playing on grievances and amplifying 2 feelings of distrust in government to recruit members. For example, the targeting of Fulbe communities—based on the belief that they all support jihadi insurgents—has perpetuated conflict, facilitated jihadi recruitment, and risks spreading the violence into new areas. The property and land rights systems across Coastal West Africa has disenfranchised certain ethnic groups historically, causing violence to erupt at times. For example, pastoralist communities who have lived in certain areas for decades have faced the encroachment of agriculturalists on land that they typically use for grazing. In addition, governments across the region have introduced new laws and policies that limit pastoralists’ way of life. Further problematic is that the agencies in charge of developing new land rights policies and programs do not include members of the ethnic groups that would be heavily impacted by the changes. To respond to these challenges, DRL is seeking proposals with the goal of supporting members of marginalized communities in Coastal West Africa—specifically Ghana, Cote d’Ivoire, Benin, and /or Togo—to improve respect for their political rights and civil liberties. Proposals may focus on individual countries or multiple countries, but approaches must be led by, or have strong support from and participation by, groups and individuals representing marginalized ethnic groups. Proposals may include but do not need to support members of pastoralist communities. DRL recognizes that there are numerous other ethnic groups in the region that do not fully enjoy the rights enumerated by law. Applicants are encouraged to complement and deconflict with existing programs that address ethnic marginalization in the region. DRL seeks proposals for programming that are ambitious but also targeted and achievable. DRL will consider proposals that address the goal reflected above but include different, though similar and related, objectives. While proposals may include additional objectives, inclusion of additional objectives will not make a proposal more competitive.

The Integrated Atmospheric Deposition Network (IADN) was established in 1990 as a binational monitoring network between the U.S. Environmental Protection Agency (EPA) and Environment and Climate Change Canada (ECCC), in response to scientific evidence that demonstrated that input from the atmosphere is a significant source of many persistent toxic chemicals to the Great Lakes. Since 1990, IADN has monitored persistent toxic chemicals in vapor, particulates, and precipitation at both urban and rural sites across the Great Lakes basin. Master stations are in rural areas on four of the Great Lakes (Eagle Harbor, MI; Sleeping Bear Dunes, MI; Sturgeon Point, NY; ECCC Station: Point Petre, ON) to characterize the background basin-wide trends of persistent toxic chemical loadings to the lakes. Satellite stations are also located in two urban areas (Chicago, IL and Cleveland, OH) to better understand the contribution of large urban areas to persistent toxic chemical loadings to the Great Lakes. All stations are operated by EPA, except for Point Petre which is operated by ECCC. Funding for IADN is provided by the Great Lakes Restoration Initiative (GLRI or Initiative). The GLRI builds on the prior efforts of federal, state, and local agencies; Indian Tribes; businesses; public interest groups; interested citizens; and others to develop a collaborative and comprehensive approach to restoring the Great Lakes. Information about the Initiative can be found at GLRI.us. The statutory authority of the GLRI to award cooperative agreements is contained in the Clean Water Act, Section 118(c)(7), as amended by Public Law 114-322. The EPA has authority to award grants and cooperative agreements for planning, research, monitoring, outreach, and implementation projects in furtherance of the GLRI and the Great Lakes Water Quality Agreement (GLWQA).This Request for Applications (RFA) solicits applications from eligible entities for a cooperative agreement to be awarded pursuant to the statutory authority referenced above and the GLRI Action Plan III.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications in response to the following solicitation. DRL anticipates funding one proposal from this solicitation, pending availability of funding. The Kyrgyz Republic has long had a reputation of having the most vibrant, active civil society and independent media in Central Asia. In recent years however, concerning trends have put that reputation at risk. Harassment of activists, independent media and CSOs has intensified, with peaceful rallies limited to specific places, with authorities extending restrictions every few months. Kyrgyz CSOs now face systematic attacks including arbitrary criminal and administrative prosecutions, deportations, and anonymous offline and online threats. They routinely endure unannounced tax inspections and smear campaigns on social media. Additionally, draft anti-democratic legislation currently for consideration in the Kyrgyz parliament threatens to seriously undermine freedom of association and further restrict CSO operating space. In this challenging environment, DRL aims to maintain civil space and build civil society resiliency. This project’s primary objective is ensuring Kyrgyz CSOs have the tools, training, resources, and support to remain safely and effectively engaged in their work amid increasing repressions. Elements of useful programming could include digital and physical security trainings, financial audits, flexible small-grants, legal support, advocacy strategy development, cyber bullying response tactics, or building solidarity networks domestically and internationally. The focus should be holistic, addressing security, legal, financial, operational, and psychosocial needs given the multilayered pressures civil society faces. Program outcomes could include one or more of the following but are not limited to: Civil society and community actors operate and coordinate safely to navigate the new/emerging legal operating environment in Kyrgyz Republic. Kyrgyz civil society organizations have the tools, resources, and support to safely and more effectively remain engaged in their work amid increasing restrictions and repressions that challenge the civic space. Kyrgyz civil society engages in advocacy on human rights issues. All programs should aim to have impact that leads to reforms and have the potential for sustainability beyond DRL resources. DRL’s preference is to avoid duplicating past efforts by supporting new and creative approaches. This does not exclude from consideration projects that improve upon or expand existing successful projects in a new and complementary way. DRL is committed to advancing equity and support for underserved and underrepresented communities. In accordance with the Executive Order on Advancing Racial Equity and Underserved Communities, programs should implement strategies for integration and inclusion of individuals/organizations/beneficiaries that can bring perspectives based on their religion, sex, disability, race, ethnicity, sexual orientation, gender identity, gender expression, sex characteristics, national origin, age, genetic information, marital status, parental status, pregnancy, political affiliation, or veteran’s status. Programs should be demand-driven and locally led to the extent possible. CHIRRP projects are expected to advance understanding, forecasting and/or prediction of future Earth system hazards and risks, engage communities in development of research questions and approaches, and produce actionable, science-based solution pathways for adaptation methodologies, products, and services. CHIRRP projects may evaluate a single or system of cascading hazards, impacts, and risks at a local, regional, or global scale through the lens of transformative earth system science research. Competitive projects will engage community partners at all stages of a project from development to implementation. CHIRRP currently supports planning, conference, RCNs, EAGER, and RAISE proposals that support development of community partnerships, provide training for effective community engagement, catalyze ideas, and/or support the initial conceptualization, planning and collaboration activities aimed at formulating new and sound plans for future large-scale projects. CHIRRP Elements CHIRRP projects will demonstrate convergence of three essential elements: (1) Equitable Community Partnerships; (2) an Earth System Science approach to advance knowledge of hazards, impacts, and risks and (3) Actionable Solutions that increase resilience. The initiative seeks solutions to existing as well as next-generation Earth system hazards1. Build Equitable Community Partnerships: CHIRRP projects will serve a community and equitably co-produce project research questions and solutions. CHIRRP teams will bring together community members with direct knowledge of hazard impacts and community priorities and researchers with expertise in the natural and human dimensions of the Earth system. Partners may include, but are not limited to, local governments, Tribal Nations, civil society organizations, youth groups, and non-government organizations (NGOs). Robust partnerships are responsive to community priorities, may involve a social science component, and lead to actionable solutions that increase community resilience. Advance Earth System Science: Generating practical and foundational knowledge on many of the nation's most urgent challenges requires a systems approach to understand the highly interdependent and complex natural and human components of the Earth system. CHIRRP projects will innovate and advance Earth System Science approaches that explore dynamic interactions and couplings among natural and social processes that affect Earths capacity to sustain the well-being of communities, infrastructure, and national security.Evaluate Actionable Science-Based Solutions: CHIRRP deliverables include co-produced innovative, science-based actionable solution pathways that mitigate future hazards, impacts, and risks. Multiple solutions may exist, and new solutions may emerge in the future. CHIRRP projects will inform pathways to resilience through evaluation of different solutions informed by the advancement of earth systems knowledge delivered from the project. An understanding of risk, vulnerability and resilience necessarily entails an understanding of relevant social dynamics including methods and analysis to identify how the impacts of hazards may disproportionately affect specific segments of a community or region. The Global Leaders Division, Office of Citizen Exchanges, Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions for one cooperative agreement to design, administer, and implement the J. Christopher Stevens Virtual Exchange Initiative (JCSVEI) Program. The JCSVEI will strengthen engagement between young people in the Middle East and North Africa (NEA) region and in the United States as a lasting tribute to the legacy of Ambassador J. Christopher Stevens. The JCSVEI will use various virtual exchange formats, technology, and online tools to facilitate exchange programs that address the themes of: Civic Engagement; Empowering Women and Girls; Climate Change and Sustainability; Language Learning and Practice; and Digital Literacy Skill Development. By using a wide range of virtual exchange formats, the program should reach approximately 10,000 participants each year. The JCSVEI will also include an Alumni Leadership Academy, and other follow-on alumni engagement activities. Organizations applying for this federal award are required to identify up to 12 subawards to implement virtual exchange programs as part of the JCSVEI. The award recipient must demonstrate capacity to manage up to 12 subawards and will be responsible for all subaward oversight. Only one proposal will be considered by ECA from each applicant organization. The Study of the U.S. Branch (ECA/A/E/USS), Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions from U.S. public and private academic and cultural institutions, exchange-of-persons, and other not-for-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) (see section C. Eligibility Information) for the design and implementation of four (4) Institutes for the Study of the U.S., Madeleine K. Albright Young Women Leaders Program (Albright Young Women Leaders Program). Four Institutes will take place over five weeks in summer 2025. Each Institute will focus on a theme that reflects U.S. foreign policy priorities. The themes selected for these Institutes are: Civic Engagement, Economic Empowerment, Environmental Issues, and Public Policy. See details in section A.3. The Albright Young Women Leaders Program will provide multinational groups of undergraduate female students with a deeper understanding of U.S. society, culture, values, and institutions while simultaneously developing their leadership skills. Each Institute will be organized for a group of 20 foreign undergraduate women for a total of 80 participants in four concurrent Institutes. Institutes will be approximately five weeks in duration and will include an approximately four-week academic residency at a U.S. academic institution and an approximately one-week integrated study tour that will expose the foreign undergraduate students to a community (or multiple communities) representing a culture and/or region distinct from that of their academic residency. The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nations universities and research institutions to solve problems and generate opportunities in coastal communities. The American lobster (Homarus americanus) and its fishery continue to face significant environmental complexity and socio-economic uncertainty with far-reaching impacts for resource management and community resiliency. In 2022, the American lobster fishery landed approximately 119 million pounds of lobster worth $516 million dollars. This stands in stark contrast to the 2021 commercial harvest that landed 134 million pounds of lobster worth a record setting $924 million dollars. Recent surveys have detected a nearly 40% decline in young lobster recruitment from the important fishing areas of Georges Bank and the Gulf of Maine, signaling concern for the fisherys future and challenges for resource managers and lobster fishermen alike. While there are fluctuations each year that reflect environmental factors such as water temperature and economic conditions such as operational costs, the degree of volatility and uncertainty is without precedent. These impacts are particularly acute in the state of Maine, where approximately eighty percent of American Lobsters are landed each year and the lobster fishery is a major driver of the states marine economy and cultural identity. The Atlantic States Marine Fisheries Commissions 2020 stock assessment indicated record high stock abundance for American Lobster in the Gulf of Maine and Georges Bank and continued declines in southern New England. Additional analyses of landing data from the state of Maine show a downward trend from a high in 2016 of 132 million pounds to an annual average of 102 million pounds between 2019 and 2021. As ecosystem changes persist and the Gulf of Maine continues to warm, it is imperative that research, data, and observations document change, inform gaps, and help communities prepare for the future state of the American Lobster fishery. The American Lobster fisherys sustainability relies not only on the ecological understanding of the species in the face of environmental change but also the economic resiliency of the industry and the communities supported by the fishery. Expanding uses of the marine environment and anticipated management changes will have significant implications for future harvests, alter business models and shift how and where the lobster industry operates. Understanding the economic and social systems impacted by these changes can enhance the industry and communities capacity for resilience to impending environmental and resource management changes by mitigating negative impacts and supporting emerging opportunities. Research approaches that examine social systems and economic implications of regulatory/management changes are needed to fill a critical knowledge gap and inform integrated approaches to these complex issues impacting the lobster fishery. These include economic impact assessments, policy analyses, dimensions of community well-being, workforce diversification, as well as informal and formal governance structures. In FY24, consistent with its mission to enhance practical use and conservation in order to create a sustainable economy and environment, Sea Grants American Lobster Research Program will fund projects that address priority research needs to enhance our understanding of and address impacts to this significant, complex and dynamic fishery. Projects that involve partnerships among industry, State agencies, and/or academia, including but not limited to cooperative research or co-production, are strongly encouraged. Topics suitable for investigation on American lobster and its fishery under this Notice of Funding Opportunity (NOFO) should have a geographic focus on the Gulf of Maine, Georges Bank, and/or southern New England and address one or more of the following funding priorities: Life history parameters under changing climate conditions, including but not limited to temperature, growth, and mortality Species distribution and abundance in response to environmental change, including but not limited to deep water settlement Impacts of environmental change and/or economic uncertainty on social systems, including but not limited to dimensions of community well-being, formal and informal governance structures, and workforce diversification Economic implications of policy and potential regulatory changes and/or other future resource management actions Sea Grant anticipates having up to $2 million dollars to fund a diversity of projects with funding requests up to $600,000 dollars in FY24. Projects may be one or two years in duration with a maximum of two years. All projects must take place within the United States or territories or their respective waterways. Applicant organizations must complete and maintain three registrations to be eligible to apply for or receive an award. These registrations include SAM.gov, Grants.gov, and eRA Commons. All registrations must be completed prior to the application being submitted. The complete registration process for all three systems can take 4 to 6 weeks, so applicants should begin this activity as soon as possible. The Global Leaders Division, Office of Citizen Exchanges, Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions for one cooperative agreement to design, administer, and implement the Young Southeast Asian Leaders Initiative (YSEALI) Professional Fellows Program. The YSEALI Professional Fellows Program will bring a minimum of 320 emerging leaders, ages 25-35, from Southeast Asia to the United States to participate in leadership and professional development activities under the themes of Civic Engagement; Innovation, Entrepreneurship, and Economic Empowerment; Society and Governance; and Sustainability and the Environment. The U.S.-based exchange component will be five to six weeks in duration and consist of: 1) Professional Fellowship Institutes (Institute) related to each of the program themes which feature individually tailored fellowship placements at relevant U.S. non-profit, public, or private sector organizations; and 2) a program closing conference called the YSEALI Fellows Forum in Washington, DC. Upon the conclusion of the U.S.-based exchange program, a minimum of 80 American participants will travel overseas for minimum one-week reciprocal exchanges to assist the Southeast Asian Fellows in implementing action plans in their local communities. The YSEALI Professional Fellows Program will also include follow-on alumni engagement activities. The award recipient will be responsible for program planning and implementation, including the oversight and coordination of the eight Institutes under the YSEALI themes. One Institute under each of the four themes (a total of four) will take place in the Spring of 2025, with the remaining four Institutes occurring in the Fall of 2025. The recipient must also be committed to collaborating with ECA to support the Fellow;apos;s participation in broader YSEALI activities/events during the program lifecycle, including joint activities with ECAs YSEALI Academic Fellows Program (which is advertised under a separate NOFO). Applicants can administer the program fully or may propose to directly implement a minimum of two Institutes under a single theme (one in the Spring, one in the Fall) and administer sub-awards for the remaining six Institutes. No sub-recipient will be allowed to directly implement more than two Institutes (one in the Spring/one in the Fall). ECA welcomes applications from U.S. public and private non-profit organizations, consortium of organizations, and accredited post-secondary U.S. educational institutions meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3). Applicants may submit only one proposal under this competition. If multiple proposals are received from the same applicant, all submissions will be declared ineligible and receive no further consideration in the review process. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct a professional development program for film and television content creators from participating countries to enhance their skills and to support local creative economies. This program, like other ECA film program models, seeks to elevate influential voices that are building resilient civil societies by using film and television content to address critical local issues including, but not limited to, the climate crisis, democratic governance, freedom of expression, pluralism, tolerance, womens and youth empowerment.The FY 2024 GMM program will connect up to 50 mid-career film and television professionals ("Fellows) with professionals (Mentors) from the U.S. entertainment industry who will facilitate behind-the-scenes access, bolster Fellows technical skills and creative content development, and build the foundations for lasting professional networks. The Indiana Office of Energy Development seeks proposals for Empowering Energy Partnerships in Indiana Communities to address energy needs at a community or regional scale. The program supports comprehensive solutions aligned with the state’s pillars of reliability, resiliency, stability, affordability, and environmental sustainability, and encourages partnerships with measurable public benefits. Eligible project topics include energy efficiency such as building upgrades and energy management technologies, alternative fueling and charging infrastructure that is publicly accessible, energy security and reliability including backup generation, microgrids, and cybersecurity, and clean energy resources such as solar, storage, geothermal, wind, and biomass. Vehicle purchases and certain high speed charging are not allowable under program rules. Projects should also demonstrate connections to state priorities such as economic development, workforce development, education, and public safety. Eligible entities include local units of government, nonprofit organizations, for profit entities, and institutions of higher education that are Indiana based and registered federally and with the state. Approximately 2,500,000 dollars is available, with anticipated awards averaging 300,000 to 500,000 dollars for project periods of up to three years. One proposal per eligible entity is allowed; applicants may coordinate regional submissions but cannot make tiered subawards. Applications are due May 1, 2024 through the state’s process.
