The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The Office of Community Oriented Policing Services is pleased to announce that it is seeking applications for funding for the FY24 Promoting Access to Crisis Teams (PACT) Community Policing Development program. The PACT-CPD program funding is used to provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community.

The National Institute of Neurological Disorders and Stroke (NINDS), in collaboration with the National Institute of Mental Health (NIMH), intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications that propose the development and early stage validation of novel humanized small animal models and/or human cellular microphysiological systems for NeuroHIV preclinical research. The goal of this initiative is to promote a significant improvement in the translational relevance of NeuroHIV models, specifically in the context of chronic HIV infection of the central nervous system (CNS) in the modern antiretroviral therapy (ART) era under conditions of viral suppression. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. The NOFO is expected to be published in Summer 2024 with an expected application due date in Fall 2024. This NOFO will utilize the R61/R33 activity code. Details of the planned NOFO are provided below.

CPD Microgrants funding will provide grants to local, state, tribal, and territorial law enforcement agencies to implement demonstration or pilot projects that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing.

The Eunice Kennedy Shriver National Institute of Child Health and Human Development intends to publish a Notice of Funding Opportunity (NOFO) to invite applications to establish integrated and collaborative Stillbirth Research Centers, as part of a new Stillbirth Research Consortium. The Centers will support cutting-edge basic, translational, clinical, and/or data sciences research and generate knowledge to fuel advancement of stillbirth-relevant research in the United States, with a particular emphasis on approaches that utilize an equity lens to identify ways to decrease the incidence of stillbirth in vulnerable populations. A Data Coordinating Center (described in the companion announcement NOT-HD-24-010) will support the work of the research projects funded under the Stillbirth Research Consortium. This Notice is being provided to allow potential applicants additional time to develop meaningful collaborations, interdisciplinary teams, and responsive applications. International collaboration is encouraged and allowable. The NOFO is expected to be published in Summer 2024 with an expected application due date in Winter 2024. The purpose of this Notice of Funding Opportunity (NOFO) is to support the development of clinical research platforms that will enable future clinical trials to determine whether combinations of HIV cure strategies can be effective when optimally tailored to the participants. The ultimate goal is for the results of such proof-of-concept clinical studies to inform the development and prioritization of more broad-based curative strategies that will be effective in all people living with HIV. This NOFO will support multidisciplinary teams to conduct coordinated basic and pre-clinical research to profile participants intact, rebound-competent HIV reservoirs and immunologic backgrounds and use that information to develop and test combinations of HIV curative approaches that are specifically tailored to those participants.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART Office) seeks applications for funding under the SMART FY 2024 Support for Adam Walsh Act Implementation Grant Program. This program furthers DOJs mission by assisting states, the District of Columbia, principal U.S. territories and certain federally recognized Indian Tribes with implementation and ongoing maintenance of requirements under the Adam Walsh Child Protection and Safety Act of 2006, specifically Subtitle A of Title I of the Sex Offender Registration and Notification Act (SORNA). OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, the SMART Office seeks to assist jurisdictions with developing and enhancing programs designed to implement SORNA requirements. SORNA requires all states, the District of Columbia, the principal U.S. territories and participating federally recognized Indian Tribes to maintain a sex offender registry; and sex offenders to register and maintain a current registration in each jurisdiction where the individual lives, works or goes to school. SORNA also sets forth requirements regarding what jurisdictions must include in their sex offender registries, and what information sex offenders and sex offender registries must provide. With this solicitation, OJJDP seeks to build the capacity of state courts, local courts, units of local government, and federally recognized Tribal governments to establish new family treatment courts, enhance existing family treatment courts, or expand family treatment courts at the larger state and county levels. This program furthers the Department;apos;s mission to expand access to evidence-based prevention and treatment by supporting states and communities as they develop and implement effective and coordinated substance use intervention programs.

This program will constitute a national CBA Provider Network (CPN) to deliver CBA services to an interdisciplinary HIV prevention workforce (e.g., professional, technical, clinical, and managerial staff) within CDC-funded state and local health departments and CBOs. In the United States, an estimated 1.2 million people are living with HIV. In recent years, the number of people with HIV (PWH) has increased while deaths have declined. Of PWH, about 87% were aware of their HIV status. In 2021, among people with diagnosed HIV, an estimated 75% received HIV medical care and 66% were virally suppressed. Promising progress has been made in HIV prevention as the estimated annual new HIV infections were 12% lower in 2021 (32,100 infections) compared to 2017 (36,500 infections). This decline was largely driven by a substantial decrease (34%) in new infections among 13- to 24-year-olds, mostly among gay and bisexual males. However, HIV prevention efforts must go further, and progress must be faster, for gains to equitably reach all populations and end the HIV epidemic. The National HIV/AIDS Strategy (NHAS) for the United States focuses on four goals: preventing new HIV infections, improving HIV-related health outcomes of people with HIV, reducing HIV-related disparities and health inequities, and achieving integrated, coordinated efforts that address the HIV epidemic among all partners. Successful HIV programs must recognize the syndemics that affect the people and places disproportionately affected by HIV. A syndemic is population-level clustering of social and health problems. In the context of HIV, a syndemic is when HIV clusters with one or more other diseases or health conditions within a specific population, driven by the contextual, structural and social factors that increase the adverse effects on the health of people and communities. Syndemics may include HIV, STIs, TB, viral hepatitis, overdose, and substance use, and other existing and emerging conditions or factors that may be related to or impact HIV. The Ending the HIV Epidemic in the US (EHE) initiative focuses on scaling up four sciencebased strategies in communities most affected by HIV across the country. The strategies are to diagnose all people with HIV as early as possible; treat people with HIV rapidly and effectively to result in sustained viral suppression; prevent new HIV transmissions by using proven interventions, including condom distribution, pre-exposure prophylaxis (PrEP), postexposure prophylaxis (PEP), and syringe services programs (SSP); and respond quickly to potential HIV outbreaks to get vital prevention and treatment services to people who need them. Toward achieving national HIV prevention goals, the Centers for Disease Control and Prevention (CDC) funds state and local health departments and community-based organizations (CBOs) to plan, integrate, implement, evaluate, and sustain HIV prevention and surveillance programs, prioritizing people disproportionately affected by HIV including gay, bisexual, and other men who have sex with men, in particular Black, Latino, and American Indian/Alaska Native men, Black women, transgender women, youth aged 13-24, and people who inject drugs. Racism, HIV stigma, discrimination, homophobia, poverty, and barriers to health care continue to drive disparities in HIV prevention. Building individual competencies and technical expertise among staff, strengthening organizational capacities, and enabling supportive structural environments are critical strategies Page 5 of 81 in addressing operational challenges for more effective HIV prevention and surveillance programs. Reflecting CDC’s continued investment in improving the performance of the nation’s HIV workforce, this NOFO will support the provision of capacity building assistance (CBA) services, including training and technical assistance (TA).

This funding initiative provides financial support to regional partnerships of economic development organizations in Pennsylvania to enhance collaboration and deliver effective services that promote business growth and strengthen local economies.

The NIH Directors Pioneer Award Program supports individual scientists of exceptional creativity who propose bold and highly innovative research projects with the potential to produce a major impact on broad, important areas relevant to the mission of NIH. The program is designed to support the compilation and refinement of educational materials that will be incorporated into a new cutting-edge online resource that aims to promote awareness, understanding, and practice of fundamental principles of rigorous biomedical research for scientists in various career stages and learning environments. Awardees will collaborate with the established coordinating center, which is funded by the companionRFA-NS-21-009 Creating an Educational Nexus for Training in Experimental Rigor (CENTER). This coordinating center (CENTER) is responsible for organizing the initiative, building the final web-based platform, harmonizing the educational units, and producing digital elements (e.g., videos, graphics, interactive components) that are beyond the technical capabilities of METER awardees. This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2024. The program project grant is designed to support research in which the funding of several interdependent highly meritorious projects as a group offers significant scientific advantages over support of these same projects as individual research grants.. This funding opportunity supports researchers in developing and testing innovative devices for diagnosing and treating disorders of the nervous system through small clinical studies and safety assessments.

The National Institute on Drug Abuse (NIDA) Cutting-Edge Basic Research Award (CEBRA) is designed to foster highly innovative or conceptually creative research related to the etiology, pathophysiology, prevention, or treatment of substance use disorders (SUDs). It supports high-risk and potentially high-impact research that is underrepresented or not included in NIDA's current portfolio that has the potential to transform SUD research. The proposed research should: 1. develop, and/or adapt, revolutionary techniques or methods for addiction research or that show promising future applicability to SUD research; and /or 2. test an innovative and significant hypothesis for which there are scant precedent or preliminary data and which, if confirmed, would transform current thinking.

This Notice of Funding Opportunity (NOFO) invites applications to participate in a research program cooperative agreement to support theOptimizing Health of Children and Adolescents with Perinatal HIV Exposure Initiative. The objective of this NOFO is to generate information needed to develop and to test interventions for the early detection and reduction of long-term effects of in utero/perinatal exposure toantiretroviral therapy (ART) and/or HIV among individuals who are HIV exposed but uninfected (IHEU).Investigators with innovative thinking and new approaches to address the public health issues facing IHEUs are encouraged to apply.

Environmental assessments on offshore renewable energy development require accurate modeling and effective monitoring. Traditional sound propagation modeling for noise effect analysis often uses historical environmental variables that may not reflect oceanographic regime shifts due to climate change. Existing acoustic monitoring only evaluates species calls and signal/noise characteristics collected at the recording sites without incorporating oceanographic variables, and is thus unable to address broader issues such as ecological dynamics and oceanographic processes related to offshore wind development.The proposed study will deploy acoustic sensors in the vicinity of the National Science Foundations (NSFs) Pioneer Array ocean observation platform to collect active and passive acoustic datasets and to conduct sound propagation measurements. Acoustic data analyses will incorporate physical oceanographic time series collected in situ to understand mesoscale and sub-mesoscale oceanographic dynamics and ecosystem level effects from offshore wind development.The outcome of the study will assist to understand the sub-mesoscale and mesoscale oceanographic processes and changes in relation to offshore wind planning and development at the mid-Atlantic shelfbreak region. The outcome will also provide validation to regional sound propagation models. Additionally, the outcome will include information on diurnal, seasonal, and annual occurrence and abundance of planktons, fishes, and marine mammals near offshore wind farm areas.
