The "Ending the HIV Epidemic in the U.S. Ryan White HIV/AIDS Program Parts A and B" grant aims to reduce new HIV infections in the U.S. by focusing resources on the most affected areas and implementing strategies for early diagnosis, effective treatment, prevention, and rapid response to outbreaks, while also improving access to care and support services for those diagnosed with HIV.

Dear Prospective Applicants: The United States Agency for International Development (USAID or the Agency) is seeking applications for a Leader with Associate Award (LWA) from qualified entities to implement the above-mentioned program outlined in the subject NOFO. The Activity will conserve biodiversity and advance climate adaptation and mitigation at the national and subnational levels. To enable the sustainability of activity outcomes and capture the diversity of potential conservation and climate actions at different scales, this activity will support actions at three levels: (a) the national level to support policy development, institutional capacity and replication; (b) the sub-national level to support strategic programming and implementation of conservation actions at the provincial level; and, (c ) the sub-national level in selected geographies to demonstrate innovative conservation and climate actions in landscapes and seascapes.The Activity is expected to work with national government agencies such as but not limited to, Department of Environment and Natural Resources (DENR), Climate Change Commission (CCC), Department of Finance (DoF), Securities and Exchange Commission (SEC), Department of Agriculture (DA), Department of Interior and Local Government (DILG), Department of Trade and Industry (DTI), Department of Justice (DoJ), in areas of developing policies, plans, incentive mechanisms, livelihood support, knowledge management, capacity building, implementing and monitoring national and sub-national level nature-based solutions.

This grant provides funding for researchers and organizations to develop and validate mathematical methods for assessing the performance of artificial intelligence systems, focusing on both theoretical foundations and practical applications using open-source models.

The Civil Society Resilience (CSR) Activity aims to improve Cambodias civil society and grassroots organizers to be more effective while maintaining civil societys ability to function within the countrys closing civic space. The Activity will address the needs, opportunities, and challenges identified by the civic actors, across relevant sectors, to foster engagement and respond to civic space challenges. The CSR activity will strengthen the agency, resiliency, and efficacy of civil society to advance agendas that are in the public interest and advance inclusive development. This CSR Activity contains the following three objectives: Objective 1: Provide flexible financial and technical support available to bolster the agency and resilience of civil society and grassroots organizers, across sectors. Objective 2: Promote practices that strengthen strategic decision-making, resource mobilization, coordination, communication, and long-term planning to advance reforms. Objective 3: Strengthen access to learning, networking, and exchange opportunities that civil society identifies as central to the success of their work.

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA), using the framework provided by the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act and the 2022 National Strategy to Support Family Caregivers (the Strategy). Specifically, this project seeks to: 1) better understand the extent to which caregiver/care navigator services are used in the programs and entities funded under Title III-E of the OAA; 2) design and test new materials and methods for delivering these services; and 3) evaluate the effectiveness and opportunities for scaling and replicating them. ACL will award one cooperative agreement to a single entity to undertake activities of a national scope and reach. The project will last for a duration of 36 months, with three, 12-month budget periods. The amount of federal funds available will be up to approximately $882,000 per year, pending availability of federal funds.The intended recipients of the technical assistance developed in this project are those entities typically involved with implementing and operating programs funded by the OAA, including state units on aging (SUAs); area agencies on aging (AAAs); local aging services and family caregiver support providers; kinship, grandparent and grandfamily services providers; tribes and tribal entities, and other entities that may be part of the aging and/or tribal services networks. Additionally, given the NFCSPs inclusion of family caregivers of individuals with early onset-dementia and older relative caregivers supporting adults with disabilities, ACL desires that proposals identify how these populations will also be included in the work.

This funding opportunity provides financial support to locally-led Nigerian organizations to implement projects that address key development priorities in health, education, economic growth, governance, and conflict mitigation.

The Afghanistan Integrated Activity (AIYA) aims to empower Afghan youth, particularly girls and young women, by equipping them with market-relevant technical and soft skills. This initiative seeks to enhance income, food security, and economic resilience among participants. The overarching goal of AIYA is to improve learning outcomes and livelihood opportunities for young women and men. Expected outcomes include: 1) Improved post-secondary technical and vocational education or learning opportunities for youth, with a focus on market-relevant, skills-based learning within the agricultural sector and its related value chains. 2) Youth, particularly girls and young women, acquire market-relevant skills to improve livelihood opportunities and engage in climate resilient agricultural value chains in their home, community, or other settings. The "Solar Technologies Rapid Integration and Validation for Energy Systems (STRIVES)" grant aims to provide up to $31 million for projects that enhance power systems simulation software and develop new business models to better integrate and optimize various distributed energy resources like solar and wind generation, energy storage, and electric vehicles, thereby improving the operation and planning of a digitally controlled, decentralized electric grid.

The purpose of the new RLG activity is to support LEGI in improving its planning and responsiveness to the concerns and public and private service delivery needs of their communities, making sure no group is excluded. With the new LG activity, USAID will support an inclusive and localized approach to ensure citizen accountability. Activity Goal: More effective and responsive local governance and practices. Activity Objective: To develop LEGIs as an effective, responsive, inclusive, and accountable institution to address social issues and provide quality basic services to the most marginalized. Intermediate Result-1: Strengthened LEGI capacity to be more transparent and accountable to the community and to monitor the quality of public and private services: Under this IR, the RLG activity will develop tools and practices that enable local systems to become more accountable, gender-sensitive, effective, and responsive institutions. For sustainability, RLG will work closely with the National Institution of Local Government (NILG) to incorporate successful training interventions in their curriculum (more will be explored in the LG Assessment for sustainability). Under this IR, the activity will support policy advocacy by LEGIs to encourage the national government to adopt legal and policy reforms to expand roles, authorities, and resource allocations for local governments so that they can improve service delivery by the cognizant offices. RLG will make efforts to promote e-governance practices within the LEGI and also to make them instrumental for overall e-governance practices at the community level. Through this IR, USAID intends to work with relevant local government actors to refine and institutionalize participatory practices in annual planning and budgeting for their areas. Intermediate Result-2: Improved civil society, community-based organization, and citizen participation in local decision-making and in monitoring public service delivery, including those contracted out to the private sector: This IR will work on citizen participation in local decision-making by developing Citizens Forums, including training and technical assistance to enhance the forums ability to play an effective and active role in public management oversight. The training will include immediate and ongoing opportunities over an extended period of time for participants to practice and apply their new knowledge, skills, and tools to their participation in local governance, with accompanying coaching by the RLG activity. The LG Assessment will explore existing Citizen Forums at the community level and recommend if those can be included in the RLG activity. Through the existing forums or new forums, the activity will prepare the community to participate in the annual planning and budget session and at the same time strengthen their advocacy capacity for better services. Illustrative interventions: Intermediate Result-3: Strengthened LEGI-private-sector-civil society organization (CSO) coordination to improve the quality of public and private services: Coordination among central government (both field administration and service delivery offices), CSOs and the LEGIs are crucial to ensure optimal governance at the local level. Recent studies[1] indicate that NGOs have crucial roles in improving local governance, especially during the post-pandemic era. Both LEGIs and CSOs/CBOs work very closely with citizens and, with support, can form a tight alliance to advocate for better services for the community. In doing so, this activity will strongly encourage civil society and LEGI to partner with the private sector for improving service delivery.

The objective of the STEP-UP activity is to empower local organizations, businesses, and communities to participate in and guide their own development in conflict affected areas of Mozambique. USAID/Mozambique seeks to provide funding and capacity support to local businesses and CSOs through a partner managed grant-making mechanism. By providing businesses and CSOs with funds to implement economic, peace, and social development initiatives, the Activity will foster increased engagement and empowerment in terms of communities driving their own local development.

This award mechanism focuses on increasing implementation of evidence-based strategies to ensure that all Texans benefit from the cancer prevention knowledge that we currently have. CPRIT seeks to fund multilevel interventions to reduce cancer risk, disease burden, and cancer disparities. Modifiable risk behaviors include tobacco use, obesity, physical inactivity, unhealthy eating, alcohol use, sun exposure, HPV vaccination, Hepatitis B vaccination, and environmental/ occupational cancer exposures. Applications should also assess and address social determinants that contribute to cancer burden and disparities (e.g., cultural factors, unmet needs, access barriers). Interventions and communications should be structured to address the unique circumstances of the population to be served.

The Opioid Abatement Fund Council (OAFC) seeks to combat opioid overdoses in Texas by awarding funds to implement a statewide program that will distribute the opioid overdose reversal medication naloxone where it is needed most, and provide related training, including airway clearance techniques. The Texas Legislature created the OAFC in 2021 to ensure funds collected through lawsuits against pharmaceutical companies are used fairly and efficiently to combat the opioid crisis in Texas. The OAFC is made up of 13 appointed experts and the Texas Comptroller of Public Accounts (CPA) as the non-voting presiding officer.

This grant provides funding to organizations working in Ecuador to promote sustainable land use practices that reduce greenhouse gas emissions and support local livelihoods in areas affected by deforestation and land degradation.
