The Office of Mental Health (OMH) is announcing the availability of funding to support the development of a Community Residence - Single Room Occupancy (CR-SRO) program along with a Forensic Assertive Community Treatment (FACT) team in the New York City Region. This initiative is designed for individuals with a serious mental illness (SMI) who have current involvement with the justice system and require intensive support services. The funding opportunity is open to non-profit organizations with experience in providing mental health services to this population, including the operation of housing programs or Assertive Community Treatment (ACT) teams. The CR-SRO component of the program will consist of a 25-unit residential program offering structured support to residents with SMI and justice involvement. It will be integrated with a FACT team that has a capacity for 68 participants, ensuring both individualized case management and crisis intervention services. The model is expected to be evidence-based, incorporating best practices for clinical interventions and participant support. The CR-SRO will provide residence-based programming that meets ongoing needs, while also coordinating with higher levels of care when necessary. The FACT team will offer individualized case support, consultative services, and crisis de-escalation assistance for residential staff. The total funding available for this opportunity is $30,021,763, and a single non-profit organization will be awarded the contract. The anticipated initial contract length is 60 months. Applications are due by May 1, 2025, at 2:00 PM (ET). There is no bidder’s conference or application workshop for this grant. Questions regarding the application process must be submitted by March 20, 2025, and responses will be posted online by April 10, 2025. Eligible applicants must be non-profit organizations with a demonstrated history of providing mental health services to individuals with SMI and justice involvement. The program falls under the categories of Government Supports, Housing and Shelter Services, and Justice Services. The full announcement and application details can be accessed at OMH RFP Page. For additional information, applicants may contact Amanda Szczepkowski at OMHLocalProcurement@omh.ny.gov.
