The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to support the Nigerian interagency in designing, revising, and implementing crisis response plans and protocols. Nigeria is Africa’s largest democracy with a population of over 230 million people and the continent’s largest economy. However, Nigeria currently faces a terrorist threat from primarily the Islamic State of Iraq and Syria West Africa Province (ISIS-WA), the largest ISIS affiliate outside Iraq and Syria, that continues to expand throughout the country. Boko Haram, alQa'ida-aligned Ansaru, and a myriad of gangs and bandit organizations also remain persistent threats. Ensuring that Nigeria’s civilian security services are capable of responding to and managing a crisis is critical to ensuring the safety, stability, and prosperity of the country. This program should identify how the Nigerian interagency prepares crisis response plans, who is involved in that process, and how those plans are tested. CT expects the selected implementer to build the Nigerian interagency’s capacity to develop and/or update these crisis response plans through trainings, mentorship, and simulation exercises and assist the Nigerian interagency with developing their own trainings and exercises to maintain those crisis response plans after the program is over. The application should show an emphasis on interagency coordination in the program’s theory of change and an explanation of how interagency coordination will be assessed and measured. CT is also interested in how the implementer will facilitate sustainability through preparing the Nigerian interagency to institutionalize crisis response reviews. CT can also assist the selected implementer in coordinating and deconflicting program activities with previous foreign assistance programs that worked on this topic. Program Goal: Nigeria’s civilian security services are capable of effectively executing crisis response measures using interagency coordination and institutionalizing emergency management procedures, including the allocation of resources for response activities. Program Objective(s): This program seeks to achieve the following objectives: 1. By 2026, Nigeria has assessed its current interagency coordination efforts and crisis response plans. This objective must be met before the period of performance ends as all other objectives will build on it. 2. By 2027, Nigeria has developed or updated crisis response management plans that delineate roles, responsibilities, and authorities among applicable agencies and/or entities depending on where, when, and what type of crisis has occurred. 3. By 2027, Nigeria’s designated civilian security agencies (noted in Participants and Audiences) and interagency coordination capacities are strengthened through training, exercises, and simulations based on the crisis response plans developed with the assistance of the selected implementer. 4. By 2027, Nigeria’s designated civilian security agencies and interagency coordination capacities are assessed through tabletop exercises to determine the sustainability of crisis response planning, development, and validation procedures. Participants and Audiences: The intended target audience includes Nigeria’s Office of the National Security Advisor, the Department of State Security Services, Nigeria Police Force, Nigeria’s Security and Civil Defense Corps, INTERPOL’s Abuja National Central Bureau, Nigeria’s National Counterterrorism Center, Nigeria Immigration Service, and other Nigerian civilian security agencies and relevant ministries.

Please see the full Notice of Funding Opportunity (NFO) for complete opportunity details.The purpose of this NFO is to provide the Department of Defense with an assistance mechanism for the recipient to furnish data and expert analysis on the water security implications of seasonal to decadal weather and climate events in support of DoD operational and strategic planning. In support of strategic planning efforts, the GWS program will have a particular focus on the food and energy implications of water availability and extreme weather events. Key customers for the GWS program support include OUSD(P) sponsored initiatives such as the Defense Operational Resilience International Cooperation (DORIC) program, Combatant Commands, allies and partners, and the interagency in support of DoD initiatives to build cooperation and planning. It is anticipated that the GWS program will become a scientific resource across the US Federal Government with a focus on security and stability implications of water, food, and energy challenges.Reliable access to water for operations and the ability to anticipate and respond to sudden, extreme water-related hazards affects DoD operational capability to execute current mission requirements. In the future, increased water scarcity and extreme hydrological events, exacerbated by climate change, will create greater operational challenges, increase global instability and regional tensions, and potentially inflame existing and/or trigger new intra-state conflicts. Accurate and timely information regarding water-related challenges opens opportunities to anticipate, plan for, and reduce tensions through defense diplomacy.The incorporation of climate and water security considerations into operational, tactical, and strategic planning are currently hindered by lack of resources to provide data and expertise to decision makers and stakeholders in formats that are accessible and actionable with a turnaround time rapid enough to meet planning and funding demands. The GWS program investments in data infrastructure, the hiring of subject matter experts, establishment of the Pathways to Impacts framework, and communication expertise will allow the GWS program to provide analysis products and expert support to a broad range of stakeholders within DoD and the interagency. This NFO specifies the OUSD(P) priority areas for the GWS program, as well as oversight and governance requirements.

The National Earthquake Hazards Reduction Program NEHRP seeks to mitigate earthquake losses in the United States through basic and directed research and implementation activities in the fields of earthquake science and engineering. NEHRP is a multi-agency program consisting of the National Institute of Standards and Technology (NIST), FEMA, the United States Geological Survey (USGS), and the National Science Foundation (NSF). The NEHRP program supports the mission area of the FY20-24 DHS Strategic Plan titled "Strengthen Preparedness and Resilience," as well as the national preparedness goal of mitigation, as provided in the Presidential Policy Directive (PPD-8). NEHRP also supports the FEMA 2022-2026 Strategic Plan, by contributing to the accomplishment of Strategic Goal 3: Promote and Sustain a Ready FEMA and Prepared Nation. The purpose of this Notice of Funding Opportunity is to provide grant funding to non-profit organizations and institutions of higher education who possess the expertise and experience necessary to develop and deliver multi-State and National earthquake mitigation and preparedness products and services (See Appendix A.), on behalf of States participating in the FEMA NEHRP State Assistance program (See Appendix D.). This NOFO funds Multi-State and National activities and is not intended to provide assistance to any one particular State or Territory. The nation relies on emergency management programs and emergency managers to respond to a wide range of threats and hazards. Emergency management programs and emergency managers play an important role in leading state, local, tribal and territorial (SLTT) communities in an effective and unified manner before, during, and after a disaster. Emergency management programs and professionals also play an important role in supporting the National Preparedness Goal of a secure and resilient Nation by coordinating with the whole community to build and sustain the capabilities to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk. The EMBAG program reinforces the FEMA mission of advancing all-hazards preparedness, consistent with the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA) and Presidential Policy Directive 8 (PPD-8), National Preparedness. EMBAG funds the maintenance, validation, and revision of voluntary national-level standards and peer-review assessment processes for SLTT emergency management programs and professionals; peer assessment against these standards for SLTT emergency management program accreditation and professional certification; and outreach and training to increase awareness of national standards and understanding of functions of effective programs and professionals. Over FY 2018-2020, the EMBAG helped 22 SLTT emergency management programs achieve accreditation and 60 SLTT emergency managers achieve certification. The 9/11 Commission Report published in 2004 described efforts led by the American National Standards Institute (ANSI) to come to a consensus regarding a national standard for preparedness for the private sector. As a result of these efforts, ANSI recommended that the 9/11 Commission endorse a voluntary National Preparedness Standard. According to stakeholders noted in the report, the experience of the private sector in the World Trade Center emergency demonstrated the need for these standards. Federal, state, local, tribal, and territorial and whole community partners in the emergency management community worked with each other and the Federal Emergency Management Agency (FEMA) to establish standards for emergency management both before and after 9/11, including for both emergency management programs and emergency managers.
