This funding opportunity is for alumni of U.S. government-sponsored exchange programs in the Eastern Caribbean to develop projects that address climate change resilience or promote economic prosperity in their communities.

The U.S. Embassy Beirut, Lebanons Public Diplomacy Section (PDS Beirut) of the U.S. Department of State announces an open competition for organizations or individuals to submit a statement of interest (SOI) to carry out a program to advance arts and culture, climate action, human rights and freedom of expression, sports, and experiential learning (learning by doing). Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise three-page statement of interest designed to clearly communicate program idea, objectives, and budget. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision(s) are made. Program Objectives: PDS Beirut seeks proposals that advance partnerships and connections between American and Lebanese organizations and communities. All proposals should include diversity, equity, inclusion, and accessibility components. Thematic priorities for this SOI are: Arts and culture. Climate action. Human rights and freedom of expression. Sports. Experiential learning (learning by doing).

11th Airborne Division (Arctic) and U.S. Army Alaska Land Rehabilitation and Maintenance (LRAM), Richardson Training Area, Alaska - The primary objective of this requirement is to implement the Integrated Natural Resources Management Plan (INRMP) to provide healthy and resilient environments that are sustainable, high-quality settings for military training and to protect and enhance biological diversity and ecological health on all Department of Defense (DoD) lands, and to ensure compliance with all environmental laws and regulations. In 2021, the California state legislature appropriated $3 million in funding to the Department to develop a Wolf-Livestock Compensation Pilot Program to help minimize the impact of gray wolves on livestock producers. The pilot program offers compensation to eligible livestock producers specific to the following primary areas of need (prongs):  Prong 1. Direct Loss - Compensation for verified livestock losses (confirmed/probable wolf) incurred on or after September 23, 2021. Prong 2. Nonlethal Deterrents - Compensation for the use of nonlethal deterrence methods to deter wolf presence near livestock. The Department supports the use of various deterrent tools and techniques as part of a robust, integrated deterrence strategy. Technical assistance may be available through CDFW, County Agricultural Commissions, UC Cooperative Extension, USDA Wildlife Service, and other agency partners. Prong 3. Pay for Presence - Compensation for indirect losses associated with the impacts of wolf presence on livestock in known pack territory. Extenuating circumstances may exist whereby CDFW will consider eligibility for wolf presence outside of known pack territory on a case-by-case basis.
