The U.S. Mission to the UAE announces this Notice of Funding Opportunity (NOFO) for organizations to submit proposals to implement the Academy of Women Entrepreneurs (AWE) in the UAE. The 14-month program will include a 46-month training and mentorship program to support at least 20 UAE-based, women-owned small and medium enterprises (SMEs) build the knowledge, skills, and networks to expand market reach by taking advantage of the UAE entrepreneurship ecosystem and bilateral trade opportunities. Following the training period participants will have the opportunity to showcase successes at trade shows and policy summits AWE in UAE is a business training program (AWE) that provides UAE-based, women-owned SMEs the knowledge, networks, and access they need to build resilience and grow their businesses. AWE UAE will convene private sector networks, U.S. Government resources/alumni, and public and private resources to establish a network Emirati and long-term UAE resident entrepreneurs and business leaders that have the capacity to develop business growth plans and leverage market expansion and media opportunities. AWE UAE supports U.S.-UAE business partnerships, public-private sponsorships, and builds institutional capacity to increase womens access to economic opportunities. Since 2019, AWE has advanced womens businesses by empowering more than 25,000 women entrepreneurs in 120+ countries. Implemented in the UAE since 2020, AWE has helped 41 women-led business, which to date have raised $7 million in funding, generated $45 million in revenues, and created 500+ jobs

The U.S. Mission to the UAE announces the Notice of Funding Opportunity (NOFO) for a cultural residency program that will: (1) strengthen the foundational social and human ties between the people of the United States and the United Arab Emirates (UAE); (2) deepen U.S.-UAE partnerships with established and high-profile UAE cultural institutions and festivals; and, (3) support capacity building for the creative industry in the UAE. This program will consist of at least six in-person residencies for American artists and performers (individuals or groups) lasting from up to three weeks each and organized around one of six major UAE cultural festivals such as: Abu Dhabi Art Festival, Ras Al Khaimah Arts Festival, Sharjah Heritage Days, and Culture Summit Abu Dhabi. Each residency will consist of at least one festival performance, workshops for Emirati youth and emerging artists, and roundtable discussions with local UAE cultural institutions. American artists and performers will be confirmed based on the local partners priority genres or areas of interest, festival dates, prior experience with cultural residencies or similar programs, and artist capacity to conduct educational outreach activities. Eligibility for this NOFO is limited to U.S. not-for-profit/non-governmental organizations (NGOs) subject to section 501 (c) (3) of the U.S. tax code, including public and private educational institutions and public international organizations and governmental institutions. Applicants are also encouraged to seek partnerships with organizations that demonstrate complementary value to accomplish the wide range of proposed projects. The initial period of performance will be for one year. Funding authority rests in the Smith-Mundt. The source of funding is FY2024 Public Diplomacy Funding.. All applicants should be familiar with OMB Circular 2 CFR Part 200. Please read the entire NOFO package before submitting an application and follow the steps in order to submit before the deadline. Having in place a secure and effective system for warning and informing the public of impending natural and man-made disasters is an essential part of America's emergency preparedness. FEMAs Integrated Public Alert Warning System (IPAWS) is the national system for local alerting that provides authenticated emergency and life-saving information to the public. Local radio and TV stations, along with cable, direct broadcast satellite, and wireless service providers disseminate the public safety messages they receive from IPAWS. This grant supports projects that aid in creating and maintaining a resilient public alert and warning system that provides timely and effective warnings, especially including areas that are traditionally underserved by broadcast providers. This public alert and warning system is built on the Common Alerting Protocol standard (CAP) that permits a single CAP compatible message to activate multiple compliant warning systems and a stations ability to maintain continuity of operations during emergencies. The Next Generation Warning System includes all available radio and television technology in the alert and warning ecosystem to expand and enhance emergency information dissemination to the public. The grant is intended to replace aging infrastructure to enhance alerting capabilities, improve resiliency, operational continuity, and security through new technology for qualified rural, tribal, and other stations who support underserved public broadcast audiences. Broadcasters may use funding to replace aging equipment and improve cybersecurity hygiene. This program supports investments that improve resiliency, continuity of broadcast operations, and security of public broadcasting networks and systems. In addition, broadcasters may upgrade to the Advanced Television Systems Committee broadcast standard (ATSC 3.0) or digital radio, allowing broadcasts to reach a greater number of different types of communication devices, incorporating multimedia in alert and warning messaging, and making alerts more accessible. The Department of Transportation (DOT), Federal Aviation Administration (FAA) announces the opportunity to apply for $20 million in FY 2025 Airport Infrastructure Grant funds for the FCT competitive grant program, made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. 117-58, herein referred to as the Bipartisan Infrastructure Law (BIL). The purpose of the FCT competitive grant program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nations airports. The FAA will consider ATCT projects that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate non-approach control towers; or acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment. In addition, FT grants will align with DOTs Strategic Framework FY2022-2026 at https://www.transportation.gov/administrations/office-policy/fy2022-2026-strategic-framework. The FY 2025 FCT will be implemented consistent with law and in alignment with the priorities in Executive Order 14052, Implementation of the Infrastructure Investments and Jobs Act (86 FR 64355), which are to invest efficiently and equitably; promote the competitiveness of the U.S. economy; improve job opportunities by focusing on high labor standards; strengthen infrastructure resilience to all hazards including climate change; and to effectively coordinate with State, local, Tribal, and territorial government partners.

Wastewater Based Epidemiology involves analyzing the chemical and biological components present in wastewater to gather information about the health and behavior of a population. Localities have used it to monitor drug consumption patterns in their communities and understand local drug usage trends. It holds promise for monitoring the emergence and geographic distribution of novel substances often referred to as emerging threats. In FY2023, the United States Government funded pilot WBE drug projects that collected wastewater samples in over 70 United States communities representing tens of millions of Americans. The samples were analyzed for parent drugs, such as fentanyl and methamphetamine, and metabolites. Researchers shared results with participating sampled communities, local and state partners, and to a limited extent, the government sponsors.
