The Public Diplomacy Section (PDS) of the U.S. Mission Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program providing educational advising services to public diplomacy program participants and alumni, and to current undergraduate and high school students in Afghanistan, with the goal of assisting qualified applicants in Afghanistan who are ready to pursue higher education at institutions in the region, and in the U.S. This program aims to provide a range of educational advising services, in group and individualized sessions, to promote awareness of educational opportunities for Afghans, and build Afghan capacity to successfully apply for and participate in international higher education opportunities. This program supports increasing access to higher education and should focus on improving access to education for Afghan particularly the women.

The U.S. and Foreign Commercial Service Pilot (USFCS) Fellowship Program provides an opportunity for Masters degree students in the fields of International Affairs, International Relations, International Studies, Economics, Business, Trade, Public Administration, or Public Policy, to increase their level of knowledge and awareness of the Foreign Commercial Service (FCS) and its vital role in promoting American exports and facilitating trade and commerce around the world. The program also provides a pathway to potential employment with the Department of Commerce, International Trade Administration, Global Markets, and particularly encourages students from underserved communities to apply. Fellowship selections are based on academic excellence, letters of recommendations, a personal statement, relevant experience, skills demonstrated during interviews, and financial need. Applicants must have either 1) a cumulative 3.30 grade point average (GPA) in their graduate program or 2) have earned a cumulative 3.30 grade point average from undergraduate studies to be eligible to apply. Applicants must maintain a minimum cumulative GPA of 3.30 per either semester or quarter for the duration of their Masters degree program. If Fellows engage in fraudulent conduct or fail to comply with any term or condition of the fellowship, funding may be withdrawn, or Fellows may be required to repay monies already received. Additionally, if the selecting official determines that satisfactory progress towards market research and the Fellowship paper is not completed within the timeframe of the award, Fellows may be required to repay any expenses borne by the government for their participation in the U.S. and Foreign Commercial Service Pilot Fellowship Program. The U.S. and Foreign Commercial Service Pilot Fellowship Program may provide, subject to appropriations, up to $35,000 of support per person for up to an eight-week fellowship program in an overseas U.S. diplomatic mission. Recipients of a U.S. and Foreign Commercial Service Pilot Fellowship will be required to participate in a mandatory one-week Office of Global Talent Management Orientation and Training in the spring of 2025. As a recipient of the U.S. and Foreign Commercial Service Pilot Fellowship, you become a recognized member of the U.S. and Foreign Commercial Service community. Global Markets will provide financial resources to help you increase the level of knowledge and awareness of the Foreign Commercial Service (FCS) and how it facilitates the growth of global trade, commerce, and American exports, as well as provide mentorship to assist you with your learning experience. There will be two separate program deliverables required of each Fellow. The first deliverable is the Individual Post Analysis Report (IPAR) which will document the up to eight-week summer enrichment program at an assigned overseas post, summarizing industry sector-focused market research that helps clients understand the opportunities available in selling their specific products and services in a select market as well as any specific tariff or non-tariff regulatory barriers that may impede market access. The IPAR must be submitted by July 31, 2025. During the succeeding Professional Development and Networking phase of the fellowship, which runs from August 2025 through September 2025, the fellows will be assigned their second deliverable, a Capstone Project. Fellows will be provided with the Capstone Project requirements including specific prompts that highlight how they will transfer the knowledge and skills learned through the fellowship into her or his professional career. Mentors will be assigned to enhance the fellows growth and help them understand their own personal career development opportunities. At the culmination of the fellowship, the Fellow will be required in September 2025 to present their project virtually before a diverse panel of ITA/Global Markets senior managers. Fellows must be ready to travel overseas and pass a Security Assurance Check. Placements to an overseas location for the duration of the fellowship are required for every fellow. Federal financial support (grant) for the summer enrichment program may be used toward allowable costs such as: travel to and from the Department of Commerce facility, housing, per diem, books/materials costs. Funds cannot be used toward research costs. Fellows are required to provide their own health insurance coverage during the program collaboration. Specific goals, objectives, and technical requirements for application packages are detailed below. PM/WRA anticipates awarding up to $500,000 under this funding opportunity.

The United States Agency for International Development Mission in the Democratic Republic of the Congo (USAID/DRC) is gathering information to develop health financing, governance, and information systems activities in support of the DRCs strategic plan for 2021-2030 towards universal health coverage (UHC). The purpose of the Health Financing, Governance and Information Systems (HFG/IS) activity is to strengthen national and select provincial governments capacity to identify and act upon key levers for resource mobilization and for reductions in household catastrophic health expenditures, to identify and respond to gaps in equity, quality, and coverage of health services, to strengthen citizens capacity to hold government accountable for health services, and to foster collaborative learning. Targeted systems strengthening include efforts to improve the resilience and capacity of the public health system to prevent, detect, and respond to emerging infectious disease threats with a one health approach. USAID envisions that this activity will strengthen the role of citizens, women, and marginalized groups in the design, delivery, monitoring, and accountability of health services, which in turn fosters trust in the health system and sustainability. Recognizing the interdependence of governance, financing, and information, this activity supports a targeted, synergistic approach to complement the USAID Integrated Health Services Delivery Accelerator and USAID Sant Gouvernance Activities. Provincial-level interventions will focus on the 8 provinces of implementation for these Activities (Kasai Central, Kasai Oriental, Haut-Katanga, Haut- Lomami, Lomani, Lualaba, Tanganyika, and Sud-Kivu), be coordinated to promote synergies and avoid duplication of efforts, and contribute to a broader learning agenda to foster adoption of best practices and national scale-up. USAID envisions a well-planned collaborative learning agenda for this Activity and commitment to gender and social inclusion principles.

The Rural Housing Service (RHS) announces a notice in funding availability under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates. Approximately $2.2 million of FY2024 funding is available for disaster assistance ($50,000 maximum award). Preapplications for disaster assistance grants may be utilized for calendar year 2022 presidentially declared disaster area(s) only (2022 presidentially declared disaster areas can be viewed at https://www.fema.gov/disaster/declarations).

This funding opportunity provides financial support to organizations working to improve international efforts in detecting and disrupting Russia's tactics to evade sanctions across various sectors, including finance, technology, and transportation.

Climate change is driving the devastating intersection of extreme heat, drought, and wildland fire danger across the United States, creating wildfires that move with a speed and intensity previously unseen. This has created conditions in which wildfires overwhelm response capabilities, resulting in billions of dollars in economic losses, damage to natural resources, devastation to communities, and the tragic loss of human life. The Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), enacted in November 2021, is bringing much-needed support to communities across the country to increase the resilience of lands facing the threat of wildland fires and to better support federal wildland firefighters. The BIL provides funding and authorizes the U.S. Department of the Interior (DOI) to develop and implement a pilot program to provide local governments with financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines. The objective of this opportunity is to provide funding for these units that meet the required minimum specifications as outlined in Attachment 1.

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) National Workforce Strategy is part of a joint agency initiative between the U.S. Department of Agricultures (USDA) Food and Nutrition Service and National Institute of Food and Agriculture (NIFA) that is expected to cultivate comprehensive and sustained solutions for WIC workforce development. The Office of Citizen Exchanges at the U.S. Department of States Bureau of Educational and Cultural Affairs (ECA) invites proposals for the FY 2024 Leaders Lead On-Demand program (LLOD). LLOD takes ideas generated across the U.S. Department of State and develops them into uniquely tailored, multi-segmented projects. LLOD supports U.S. foreign policy goals by enabling ECA to quickly respond to emerging foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide a series of multi-segmented exchange projects ranging in size and scope, each involving current or potential government, business, and civil society leaders. It is anticipated that this cooperative agreement will support four to six distinct exchange projects for approximately 75 participants including approximately 55 foreign participants and 20 from the United States.A central component of each project will include a group of foreign participants who will ideally travel to the United States for an intensive, tailored program. Activities could offer a range of program components that may include participation in workshops, meetings, events, mentorships, or working placements in U.S. organizations or businesses. Any U.S.-based program should be complemented by at least one additional segment overseas that should include U.S. participants. Both foreign and U.S. participants should have experience or expertise in the field of the exchange project and U.S. participants should engage with the foreign participants during both the U.S. and foreign program components. The award recipient will work closely with ECA, other Department of State representatives, in-country or regionally-based partner organizations, as appropriate, to recruit, screen, and select the participants and develop program activities that best address the specific project goal(s). This RFI seeks information on domestic pre-production manufacturability challenges that energy storage technology developers face when making design decisions that impact scaling the technology for production. The U.S. Department of Energy's (DOE) Office of Electricity (OE) Energy Storage Division has issued a Request for Information (RFI) to gather input on pre-production design challenges associated with the manufacturability of energy storage technologies. This RFI targets technologies with a Manufacturing Readiness Level (MRL) of 7 or lower, focusing on overcoming barriers to domestic production and scaling. The DOE seeks feedback from various stakeholders to inform its research and development activities aimed at improving the manufacturability of energy storage systems.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to assist in building the capacity and professionalization of the Honduran National Preventive Police (HNP), increasing their ability to function as effective, efficient, and transparent officers, ultimately strengthening their relationships and connections with the communities in which they operate. The program will build trust between the Honduran National Preventive Police (HNP) and the communities they serve by expanding training opportunities, building capacity, and coordinating community events to promote community safety, minimize gang influence, and prevent youth recruitment from gangs.

The US Geological Survey is offering a funding opportunity to a CESU partner for research in the following research area: improving methods to model, map, and analyze predictions of habitat suitability and suitability for abundance of both well-established and emergent invasive plant species under current and future scenarios. The research will be used to develop modeling software, improve model transferability, analyze spatial patterns of model uncertainty, and optimize the development and delivery of model results to practitioners charged with the management of invasive species.

To support Nigeria’s Global Methane Pledge commitments to better monitor, reduce, and harness methane emissions towards its 2031 goal of reducing fugitive methane emissions from the oil and gas sector by 61 percent. Approach. Methane abatement is an emerging field for USAID/Nigeria, and we aim to tap into the expertise of local organizations and private companies already active in this sector to co-design a project that mitigates current and/or projected methane emissions in Nigeria. USAID/Nigeria encourages concepts with innovative or pilot approaches that use or develop tools, methods and/or business models to promote practices. We look for a partner who understands the current landscape of actors and proposes a concept that works within existing systems and government agencies to avoid duplication while engaging regularly with the oil and gas sector to ensure sustainability. A successful concept will focus on methane abatement, but will suggest holistic ways to support the environment that has been negatively impacted due to climate change and the oil and gas sector, specifically the mangrove forests. Geographic Focus. The target region of this activity is the Niger Delta. Methane is a potent greenhouse gas which traps heat and contributes to the overall warming of the planet thereby exacerbating climate change. It is the second largest contributor to global warming after carbon dioxide but is more than 80 times as potent in trapping heat in the atmosphere. Methane emissions must be reduced by 45 percent by 2030 to limit the global temperature increase to 1.5 degrees Celsius. Improved management and utilization of Nigeria’s methane emissions is crucial to mitigating Nigeria’s contribution to climate change. Nigeria is the seventh largest methane emitter in the world and the largest in Africa with 235 million tonnes of CO2 equivalent in 2022. As Africa’s largest oil producer, Nigeria’s methane emissions come primarily from its energy sector, with additional significant contributions from its agriculture and waste sectors. Nigeria was the largest gas flarer in 2022 with 5.3 billion m3 flared amounting to $610 million of unrealized revenue which could be used to generate power for millions of Nigerians. The International Energy Agency methane tracker estimates that about 71 percent of emissions from the oil and gas sector in Nigeria can be abated, half of which can be abated at no net cost. In recent years, Nigeria has committed to better monitor, reduce, and harness methane emissions, in part by joining the Global Methane Pledge in 2021 and enacting a methane guideline for the oil and gas sector in 2022, the first African country to do so. Despite these efforts, major gaps remain in implementing methane abatement activities in the country. The Nigerian government lacks fugitive methane emission estimation capabilities and relies on oil and gas companies’ self reported flare data. Meanwhile, there are not sufficient incentives for oil and gas companies to reduce methane emissions, and the infrastructure for converting flares for captive generation remains absent. The goal of this activity is to reduce current and/or projected methane emissions in Nigeria's oil and gas sector to contribute towards attaining Nigeria’s methane pledge.

The US Geological Survey is offering a funding opportunity to a CESU Partner for a 2-year research project to study overwinter hydrodynamics on Lake Erie cold-water fish spawning reefs. Loss of winter presents a challenge for management of cold-water fishes. Ice cover has declined in recent decades in the Great Lakes, which is expected to continue based on existing climate projections. Ice cover has been linked to reproductive success for cold-water fishes, such as fishes from the genus Coregonus. Several factors have been proposed as potential mechanisms for ice cover-recruitment linkages, including wind-driven currents displacing early life stages from nursery habitats and causing burying of early life stages with fine sediments. The hypothesis is that ice cover protects the water’s surface from wind and creates a more stable hydrodynamic environment. However, the hydrodynamics on spawning reefs have not been measured under conditions of ice cover to estimate the conditions experienced by cold-water fish early life stages.
