Federal Community Development Grants

This program provides up to $50 million in grant funding to eligible public bodies, non-profits, and Federally-recognized tribes. Grants may cover up to 75 percent of total project cost. There is no minimum or maximum award amount. Grants will be provided to eligible applicants to repair eligible essential community facilities damaged by Presidentially Declared Disasters that occurred in CY 2022 . Subject to any updates to the Presidentially Declared Disasters, the following states have been identified with areas that have been impacted by qualifying events during CY 2022: Alaska, American Samoa, Arizona, California, Colorado, Florida, Hawaii, Idaho, Illinois, Iowa, Kansas, Kentucky, Maine, Massachusetts, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, U.S. Virgin Islands, Virginia, Washington, and West Virginia. The United States is committed to strengthening global resiliency and democratic renewal, and promoting peaceful, self-reliant nations that become strong economic and security partners capable of addressing shared challenges. The United States Strategy to Prevent Conflict and Promote Stability (SPCPS) seeks to break the costly cycle of fragility and promote peaceful and self-reliant nations. The goal of the ARF is to strengthen the ability of local actors to address cross-border security threats by reinforcing social cohesion, enhancing community engagement capabilities, mitigating education, economic and environmental vulnerabilities in the region and in particular in at risk communities in Benin. Background: The Coastal West African (CWA) region is facing a continuous deterioration of the security situation linked to several factors. In recent years, regions in and surrounding Benin have faced recurring economic and climate shocks and have become fertile ground for violent extremist organizations (VEO) expanding from the Sahel. U.S. Embassy Cotonou, in support of the U.S. Government efforts to prevent conflict and promote stability, calls for suitable proposals addressing poverty and vulnerability in the communities, focusing on entrepreneurship by youth and womens cooperatives, and contributing to building resilience, sustainable livelihoods, and promoting social cohesion. The ARF aims to improve access to livelihoods and economic opportunities, in support of the Beninese governments efforts to address the spread of violent extremism and insecurity in Benin. The program will specifically target youth who constitute the most vulnerable sector of the society, to curb poverty and vulnerability, which are the fundamental weaknesses that VEOs exploit for recruitment.

The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Conference sometime between May-July 2025 to provide emerging Pacific leaders with the skills and knowledge they need to become leaders, pending the availability of funding. The Conference should preferably take part in French Polynesia to coincide with the United Nations Ocean Conference being hosted by France in June 2025, but may be hosted in other Pacific locations pending logistics and costs. The State Department has convened a diverse Young Pacific Leaders (YPL) Conference each year since 2013, taking place in American Samoa, Samoa, New Zealand, Hawaii, Fiji, Papua New Guinea, and Guam. Each conference shared the goal of building leadership capacity and creating ties among emerging leaders from across the Pacific region (see below for a list of participating countries). This year, the conference should bring together a group of emerging leaders, ages 25-40, with the goal of providing them with practical leadership skills and a deeper knowledge of regional issues related to the four pillars of the YPL program: civic engagement, environment/resource management, education, and economic and social development. The conference should also help participants grow their networks and enable them to work with their peers on issues that affect the region. The conference should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. We encourage pre- and post-conference programming that will reinforce the learnings from the conference.

The United States Embassy in Bosnia and Herzegovina (BiH), through the Public Diplomacy Section (PDS), is pleased to announce a Notice of Funding Opportunity to design and implement the BOLD (Balkanski Omladinski Lideri, Young Balkan Leaders) Small Grants Mentoring Program. The BOLD network is a project of PDS that seeks to empower young people, ages 18-35, through leadership opportunities and training, to implement projects for positive change in their communities. This mentoring program is complementary to the BOLD Small Grants Competitions, which will be announced in separate notices of funding opportunities. One Small Grants Competition will be open to all BOLD members, while the other will be open only to BOLD fellowship alumni to compete for funds of up to $15,000 to implement projects in the areas of economic development and civic engagement over the course of a year. Funding will be awarded to grantees of the small grant competition only after they work with the applicant in a mentoring workshop to fine-tune their projects (see no. 1 below). The goal of the mentoring program is to equip awardees of the grant competition with the skills and support needed, throughout the grant year, to effectively implement their projects in their communities, and to become skilled project managers and grant administrators. The applicant will be expected to guide the winning grantees through the administrative process of receiving their award, successfully implementing their program, handling problems as they arise, and regularly reporting on the projects progress to PDS. The most qualified applicants will have a thorough understanding of the U.S. governments grant process and how to be a steward of those funds for the most effective outcome. Applicants should also be willing and available to expertly impart that knowledge and experience to young grantees who are seeking to successfully make a difference in their communities.

The U.S. Public Diplomacy FY24 Palestinian Peacebuilding program is designed to partner with Palestinian, American, and International non-profit/non-governmental organizations to implement activities which advance the applicants goals and the U.S.OPA mission, including but not limited to Advancing a comprehensive and lasting peace through a negotiated two state solution to the Israeli-Palestinian conflict, and the development of a vibrant, representative, and responsive Palestinian civil society, private sector and governing institutions. This must include substantive engagement with American people, institutions, ideas, and ideals in order to improve American-Palestinian relations and create greater opportunities for mutually beneficial partnership and cooperation. Priority Region: Jerusalem, West Bank, and Gaza or a combination of two or three of them. Program Objectives: All proposed projects must aim to advance the U.S.OPA-PD mission goals stated above, contain a substantive American element, and achieve at least one of the following specific objectives: Young Palestinians between the ages of 14-35 increase their knowledge of peacebuilding, nonviolent activism, social change, negotiation, debate skills, conflict resolution, and civic education; Young Palestinians between the ages of 14-35 imagine alternatives to occupation, violence, despair, or apathy; Training and capacity building for civil society leaders to continue working with youth on nonviolent activism and peacebuilding; Creating discussion groups among youth about the two-state solution, its history, and imagining and discussing options for solutions to the Israeli-Palestinian conflict; Training for social media influencers about the two-state solution and identifying and discussing the most common concerns of Palestinian youth when it comes to this topic. Each proposal must have a substantial monitoring and evaluation component that will contribute to research in the field of peacebuilding to make data-based decisions that make an impact on the ground. We will give special consideration to proposals which incorporate the following elements as techniques or tools for meeting the strategic goals identified above: Cooperation in project implementation between two civil society organizations Alumni of U.S. government programs and exchanges, this could include building upon previous programs or launching new initiatives with alumni from past projects Grassroots elements that support underserved communities. This project proposal does not need to have an Israeli element or a component of bringing Israelis and Palestinians together, but it must be building the conditions and laying the groundwork for a negotiated solution to the Israeli-Palestinian conflict. Please describe your theory of change and how you believe your project serves this goal as part of your proposal. The work plan should identify clear problems related to the strategic goals described herein, and propose feasible solutions based on a concrete and coherent methodology to address the problems identified.
