YSEALI (yseali.state.gov) is the U.S. governments signature initiative to engage emerging leaders in Southeast Asia. The program aims to create a network of young Southeast Asian leaders who work across national borders to solve common problems. Through a variety of programs and engagements, YSEALI seeks to build the leadership capabilities of youth in the region, strengthen ties between the United States and Southeast Asia, and nurture a community of leaders who work across borders to solve shared issues. YSEALI is open to young leaders ages 18 to 35 who are both citizens and residents of the Association of Southeast Asian Nations (ASEAN) member countries (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam) or Timor-Leste. Responding to priorities from youth in the ASEAN region, YSEALI programs focus on four themes (i.e., Civic Engagement, Economic Empowerment and Social Entrepreneurship, Education and Environmental Issues). The 2025 YSEALI WLA: InnovateHER will advance all of the YSEALI themes and the U.S. Mission to ASEANs strategic goals: Sub-objective 3.2.1. ASEAN recognizes the contribution of women in the economic recovery of the region and strives to promote DEIA principles across its economic community pillar. Sub-objective 3.2.2. The United States creates a program to promote the role of women across ASEAN in contributing to peace and security across the region. The 2025 YSEALI WLA: InnovatHER will be designed for 50 to 60 female participants who have professional experience working in the tech industry. Possible fields include artificial intelligence technology, clean energy, cybersecurity, software development, medical technology research, and tech start-up incubators. The participants, age 20 to 35, must represent all 10 of the Association of Southeast Asian Nations (ASEAN) member states and Timor-Leste. The Academy will have pre-workshop virtual activities and an in-person four-day or five-day workshop located in Southeast Asia. The purpose of the pre-workshop and workshop activities will be to: (1) create a network of Southeast Asian women making advances in technology who will design future activities and workshops for women in the YSEALI network; (2) explore how technological advancements, including artificial intelligence, could improve the daily lives of women; (3) discuss political and governmental policies that are affecting womens access to the digital economy and technological advancements; (4) develop general leadership skills, including self-awareness of personal professional strengths. U.S. Embassy Cotonou is pleased to announce an open competition for non-governmental organizations to apply for a Local Governance and Accountability Project in Borgou Department under the Prevention and Stabilization Fund (PSF). This project seeks to improve civic participation and government engagement in marginalized communities in northern Benin, fostering transparency, accountability, and collaboration by providing tools, knowledge, and resources for marginalized communities and their associated civil society groups to actively engage in local governance and the political sphere to achieve representation and receive improved service delivery. Detailed description of the grant and guidelines are below. Please read carefully to see if your project is eligible. A grant of $250,000 U.S. Dollars (USD) in FY 2023-FY 2025 Economic Support Fund (ESF) resources will be awarded (pending availability of funds) for work that will support program objectives below. Priority Region: Borgou Department with special emphasis on the communes of Bembereke, Kalale, Perere, and Sinende. Additional departments and communes may be considered at a later stage. Background: In Benin, the practice of decentralization since 2013 has gradually strengthened citizen participation in local governments by bringing citizens closer to local governments. However, marginalized communities at the local level in rural communities are not always integrated into the decision-making processes in central and local governments (communes). This compromises their ability to influence policies creating the impression central authorities are not prioritizing their needs. Of particular concern are the 6,000 internally displaced persons (IDPs) in Benin displaced by violence and insecurity in northern departments. Encouraging greater participation in party politics, voting, and civic engagement equates to empowering these groups politically as majority political parties continue to exercise significant influence over the management of communes. Civil society organizations acknowledge the need to include the local public, including marginalized communities and underrepresented groups in decision-making so that local governments ensure that all citizens needs are met through the principles of good governance. Promoting greater engagement and a more inclusive and responsive political system ensure that citizens needs and aspirations are met, which prevents violent conflicts caused by social resentment. In support of the stated goal, project objectives may include, but are not limited to, the following: Objective 1: Build capacity of women, minority ethnic groups, LGBTQI+ persons, religious minorities, and in particular internally displaced persons (IDPs) to actively participate in policy dialogue, political processes, and upcoming local and national elections. Objective 2: Promote greater civic awareness, citizen engagement and ultimately a more inclusive and responsive political system that better serves the need and aspirations of targeted groups. Objective 3: Protect and promote human rights and equal protection under the law of targeted groups and other community at risk. B. In the face of growing security, trade, financial, and environmental instability in the Indo-Pacific region, the trilateral relationship between the United States, Japan, and the Republic of Korea has never been more important. This program will build upon the inaugural 2024 Trilateral Global Leadership Youth Summit held in Busan, Republic of Korea. This series of programs aims to build the expertise in strategic issues of youth from the United States and their peers from two of our closest allies and to provide them with a platform through which to regularly meet and engage on global issues. Priority Region(s): Japan, Republic of Korea Program Objectives: The Summit will focus on developing the leadership skills and global outlook of a cohort of approximately 50 youth leaders. Participants should have demonstrated leadership abilities, a track record of engagement in their communities, and the capacity to collaborate with peers from other nations. We will also leverage the expertise of youth leaders from similar USG-sponsored youth leadership initiatives such as the Young Southeast Asian Leaders Initiative (YSEALI) and the Young Pacific Leaders (YPL) Program to ensure young people in East Asia understand broader regional issues and how youth have successfully worked together in other areas of the Indo-Pacific. This Youth Summit is a key pillar of the Young Trilateral Leaders (YTL) network, a regional youth initiative that creates space for young leaders to make meaningful contributions to trilateral policy discussions. YTL fosters a tight-knit network of young leaders who understand the issues facing the trilateral partnership while working together to identify innovative solutions to future global challenges. Program Structure: Proposals should incorporate four primary elements (1) Pre-program promotion and selection process: The recipient will design and implement a program promotion and online application process for prospective participants, including a dedicated program website. Proposals should include a plan to incorporate U.S. Consulate/U.S. Embassy promotional channels, U.S. Consulate/U.S. Embassy concurrence on the selection process, and U.S. Consulate/U.S. Embassy participation in applicant selection itself. (2) Four-week period (minimum) of virtual engagement: The recipient will organize a series of preparatory virtual engagements with the participants to generate excitement for the summit, prepare summit objectives and structure, and allow participants to build rapport. These events should also include subject-matter experts (academic, civil society, government, etc.) from all three countries who can speak about the trilateral relationship, youth civic engagement, and other issues relevant to the theme of global youth leadership. These engagements should also lay out logistics and expectations for the in-person summit. (3) Three-day (minimum) summit in the Kansai region of Japan: The recipient will organize a summit to include lectures, exercises, facilitated workshops, and training sessions that cover topics such as organizing, advocacy, civic engagement, and briefings on international issues (on topics such as climate change, regional security, trade, science and technology, and other relevant themes). The sessions should be led by expert trainers and subject-matter experts representing the United States, Japan, and the Republic of Korea. Participants may also lead sessions about youth initiatives in their own countries. The final output of this summit should be an actionable implementation plan leading to follow-on activities for program alumni and, potentially, future Summit participants. The recipient may also organize limited visits to relevant cultural and/or political sites and community service/social engagement activities to connect with the host community. The recipient will be responsible for arranging all logistics, including travel, transportation, food, and other items as necessary. The U.S. Embassy LIBREVILLE of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support the persons with disabilities in Gabon to participate in the 2025 presidential elections and participate actively in educational settings. Disability rights is a nascent aspect of Gabonese civil society; this project will encourage inclusivity in Gabonese society, improve the participation of marginalized communities in the electoral process, and promote open dialogue between governmental actors and persons with disabilities. Currently, there is very limited public funding for accessibility projects and public advocacy for the rights of persons with disabilities. Limited opportunities exist for persons with disabilities in Gabon. Most struggle to access basic education or gainful employment due to discrimination, lack of access, or lack of targeted outreach. Project activities aim to increase participation of persons with disabilities in the next national elections (expected August 2025), as well as create a cohort of Gabonese able to carry on this work in the future. Proposed project activities will include training on advocacy best practices, coordinating meetings with government officials to propose building code changes and equal access laws, advocating for changes to pensions for persons with disabilities, and developing language requiring government buildings to be accessible to persons with physical disabilities. Other projects will focus on training educators, legislators, and government officials on inclusive habits in classroom, business, and government environments. The Rural Housing Service (RHS) announces a notice in funding availability under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The Public Affairs Section of the U.S. Embassy in Kuala Lumpur announces an open competition for a cooperative agreement to develop, organize, and oversee the 2025 Young Southeast Asian Leaders Initiative (YSEALI) Summit, pending the availability of funds. The four-day Summit (exclusive of arrival and departure dates) in 2025 will gather over 150 YSEALI exchange program alumni from across ASEAN countries and Timor-Leste. The award recipient is expected to design a youth-focused, high-energy, and dynamic Summit that will provide the next generation of Southeast Asian leaders the opportunity to build networks, discuss ideas, and develop solutions to contemporary challenges. The YSEALI Summit in Malaysia will be conducted in English. The content of the program should touch on each of the four pillars of YSEALI and include leadership, mentorship, and teamwork training. The Summit will enable participants to see how YSEALI members have become leaders in Southeast Asian communities through community service, entrepreneurship, civic engagement, and education. The Summit should feature panels and presentations by prior YSEALI participants from each country who have become changemakers in their fields. The Summit should feature sessions giving participants the opportunity to work together to develop possible solutions to current environmental, social, political, and economic challenges in the region. Participants should learn innovative approaches to promote relations among ASEAN countries and with the United States through presentation, case studies and simulations. The Summit will also provide leadership and other soft skills training on topics such as advocacy, negotiation, and personal branding, which are core soft skills YSEALI alumni need to become successful leaders. Participants will also have a chance to join cultural activities, and other site visits that support the Summits theme. The Summit will include a mix of informational sessions, discussions and challenges, and break-out sessions on different topics and group presentations, as well as site and cultural visits.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to assist in building the capacity and professionalization of the Honduran National Preventive Police (HNP), increasing their ability to function as effective, efficient, and transparent officers, ultimately strengthening their relationships and connections with the communities in which they operate.
