This program will allow award recipients to undertake projects to assist marginalized and underserved women workers who have been impacted by gender-based violence and harassment (GBVH) in the world of work, which includes activities that occur in the course of, linked with, or arising out of work. Grant recipients will undertake projects to prevent and respond to GBVH, which is pervasive across industries and deeply impacts the safety and economic security of women workers and survivors. Survivors of GBVH often suffer the loss of other employment rights and benefits. Grant recipients will address GBVH in the world of work by building awareness, connecting women to federal and state workplace rights and benefits, and implementing worker and survivor-driven strategies to shift workplace norms. Selected awardees will work to reach women workers and survivors with a particular focus on underserved and marginalized women workers who are disproportionately impacted by GBVH, including but not limited to women of color, women with disabilities, justice system-impacted women, individuals who identify as LGBTQI+, marginalized workers in women-dominated sectors, ethnic minorities, immigrants, workers with limited English proficiency and workers experiencing substance abuse issues, homelessness, or chronic poverty. The grants will support organizations in their efforts to address GBVH in the world of work, which must include activities that:Build awareness through the dissemination of information and educational materials that are worker and survivor-centered;Implement worker and survivor-driven strategies that mitigate workplace risks and prevent workplace GBVH;Connect women workers to services, benefits, and/or legal assistance as needed, reasonable, and/or available; andFacilitate and encourage women workers and survivors to become focal points in their own communities through train-the-trainer, guided conversations, leadership circles or other activities.Questions regarding this Funding Opportunity Announcement (FOA) Forecast may be emailed to Porter.Sharon.D@dol.gov; however, please note there is limited information that may be shared with the public during the forecast period until the FOA is open for applications. Increase the resume page limit in FOA Section V.D.iii. ---------------------------------------------------------------------------------------------------------------- Inflation Reduction Act (IRA) of 2022: State-Based Home Energy Efficiency Contractor Training Competitive Grant Program: The State-Based Home Energy Efficiency Contractor Training Grants, also known as the Training for Residential Energy Contractors (TREC) Program, seeks to accomplish three goals: (1) reduce the cost of training contractor employees by providing workforce development tools for contractors, their employees, and individuals including, but not limited to, subsidizing available training, testing certifications, and licenses for high-quality jobs; (2) provide testing and certifications of contractors trained and educated to install home energy efficiency and electrification technologies and deliver residential energy efficiency and electrification improvements; and (3) fund states to partner with nonprofit organizations to develop and implement a State sponsored workforce program that attracts and trains a diverse set of local workers to deliver the influx of new federally-funded energy efficiency and electrification programsincluding the IRA-funded Home Efficiency Rebates Program, Home Electrification and Appliance Rebates Program (Home Energy Rebates Programs); and Energy Efficiency Home Improvement Credit. This program was established by Section 50123 of the Inflation Reduction Act. For this competitive program, DOE is making up to $40 million in TREC funds available to states, territories, and the District of Columbia to complement the previously announced TREC formula funding. Topic Area Description Topic Area 1: Training Small Contractor Firms State Energy Offices may use topic area one funding to train and certify small contractor firms and their employees to deliver energy efficiency and electrification improvements. DOE will fund States to support existing small contractor firms through training and certifications so that the contractor firm employees can deliver energy efficiency and electrification improvements eligible for rebates under the Home Efficiency Rebates Program or the Home Electrification and Appliance Rebates Program. Topic Area 2: Innovative, Effective, and Equitable Workforce Development Programs State Energy Offices may use topic area two funding to implement innovative, effective, and equitable workforce development program models that deliver contractor training program curriculum. States can collaborate with nonprofit organizations to design/enhance and implement workforce development, training, certification, and employment programs that train, test, and certify underrepresented populations, new entrants to the workforce, youth ages 17-25, incumbent workers, displaced workers, and contractors to conduct home energy efficiency and electrification improvements under the Home Energy Rebates Programs. The objective of the proposed inaugural Academy for Women Entrepreneurs program in Jordan is to drive inclusive economic growth and build the capacity of 24 women-led and owned experiential tourism businesses. The program will focus on growing participants business offerings and expanding their ability to promote sustainable and community-led experiential tourism (particularly in the eco-tourism and adventure tourism). It aims to achieve this by incubating 12 existing experiential tourism small businesses and 12 emerging experiential tourism small businesses through a tailored six-month program that targets a total of 24 women entrepreneurs from 12 governorates and utilizes a Training of Trainers (TOT) capacity building model.

The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. This solicitation is specific to Vietnam and includes two (2) categories under which applicants may submit SOIs: 1) Workforce Development, and 2) Policy and Regulatory Reform.
