The Embassy of the United States of America in Paraguays Public Diplomacy (PD) section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to implement the Academy of Women Entrepreneurs (AWE) FY-2024 program in Paraguay. The AWE program is an initiative to support and empower women entrepreneurs around the world. Through a hybrid learning experience, Paraguayan women will have the opportunity to explore the fundamentals of business, such as preparing business plans and raising capital, with the goal of building a better future for themselves, their families, and their communities. The AWE program is supported with the DreamBuilder platform developed by Thunderbird University, an online course that reinforces entrepreneurship components. This year, the AWE Paraguay program seeks to reach all 17 departments of Paraguay, empowering 100 women through the DreamBuilder platform, and virtual meetings.

The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. This solicitation is specific to the Philippines and includes two (2) categories under which applicants may submit SOIs: 1) Workforce Development, and 2) Policy and Regulatory Reform. Training programs funded by the Brownfields Job Training Grant provide program graduates with the opportunity to seek and obtain environmental jobs that contractors may otherwise fill from outside the affected community. EPA intends to use this grant opportunity to support the creation of good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and workforce programs. Brownfields Job Training Grants help residents take advantage of jobs across a spectrum of brownfield related activities, including the assessment, cleanup, remediation, and planning/site preparation for the revitalization of brownfields. This can involve the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low impact development activities; planning and site preparation for green infrastructure installation and maintenance; and vulnerability assessment and contamination mitigation planning. Applicants will be evaluated on the extent to which they partner with and secure hiring commitments from local contractors and other stakeholders in communities where EPA-funded projects are located.
