The Embassy of the United States of America in Paraguays Public Diplomacy (PD) section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to implement the Academy of Women Entrepreneurs (AWE) FY-2024 program in Paraguay. The AWE program is an initiative to support and empower women entrepreneurs around the world. Through a hybrid learning experience, Paraguayan women will have the opportunity to explore the fundamentals of business, such as preparing business plans and raising capital, with the goal of building a better future for themselves, their families, and their communities. The AWE program is supported with the DreamBuilder platform developed by Thunderbird University, an online course that reinforces entrepreneurship components. This year, the AWE Paraguay program seeks to reach all 17 departments of Paraguay, empowering 100 women through the DreamBuilder platform, and virtual meetings.

The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. This solicitation is specific to the Philippines and includes two (2) categories under which applicants may submit SOIs: 1) Workforce Development, and 2) Policy and Regulatory Reform. EPA intends to use this grant opportunity to support the creation of good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and workforce programs. Brownfields Job Training Grants help residents take advantage of jobs across a spectrum of brownfield related activities, including the assessment, cleanup, remediation, and planning/site preparation for the revitalization of brownfields. This can involve the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low impact development activities; planning and site preparation for green infrastructure installation and maintenance; and vulnerability assessment and contamination mitigation planning. Applicants will be evaluated on the extent to which they partner with and secure hiring commitments from local contractors and other stakeholders in communities where EPA-funded projects are located.

This Notice of Funding Opportunity (“NOFO”) solicits applications for the State Digital Equity Capacity Grant Program (“Capacity Grant Program” or “Program”), the second of three digital equity programs authorized by the Infrastructure Investment and Jobs Act of 2021, Division F, Title III, Public Law 117-58, 135 Stat. 429, 1209 (November 15, 2021) (“Infrastructure Act” or “IIJA”) also known as the (“Digital Equity Act” or “DE Act”). The Digital Equity Act appropriated $2.75 billion to be awarded by the Assistant Secretary of Commerce for Communications and Information (“Assistant Secretary”) to promote digital inclusion activities and achieve digital equity. The Digital Equity Act consists of three funding programs: (1) the $60 million State Digital Equity Planning Grant Program; (2) the $1.44 billion State Digital Equity Capacity Grant Program; and (3) the $1.25 billion Competitive Grant Program. NTIA released the Notice of Funding Opportunity for the State Digital Equity Planning Grant Program (“Planning Grant Program”) on May 13, 2022, making funds available to States and Territories to develop State Digital Equity Plans (“Digital Equity Plans”). The Capacity Grant Program will provide funds to States and U.S. Territories to implement the State Digital Equity Plans developed pursuant to the State Digital Equity Planning Grant Program. The Digital Equity Plans identify the barriers to achieving digital equity faced by certain populations defined by the statute (i.e. “Covered Populations”), and include measurable objectives to promote: (1) the availability and affordability of access to broadband technology; (2) online accessibility and inclusivity of public resources and services; (3) digital literacy; (4) awareness of online privacy and cybersecurity; and (5) the availability and affordability of consumer devices and technical support for those devices. In addition, this NOFO establishes a competitive process to make both State Digital Equity Planning Grant Program funds and State Digital Equity Capacity Grant Program funds available to Native Entities to carry out digital equity and inclusion activities consistent with the Digital Equity Act. These proposed projects must include measurable objectives and evaluation criteria as part of their program design and will likewise address barriers to digital equity and promote the availability and affordability of access to broadband technology, online accessibility and inclusivity of public resources and services, digital literacy, awareness of online privacy and cybersecurity, and the availability and affordability of consumer devices and technical support for those devices. Because funding for States and U.S. Territories is based on a statutory allocation formula and funding for Native Entities will be determined through a separate competitive process, this NOFO is divided into sections to help clarify specific requirements applicable to different entities applying for funding. The procedures through which States and U.S. Territories can seek funding are outlined in Section II. Procedures for Native Entities to obtain funding are addressed in Section III. The remaining sections are common to both types of entities. Recognizing that achieving digital equity for all people, including Indigenous peoples of the United States and Territories, is a matter of social and economic justice, this NOFO seeks to enable any entity that is awarded a grant under this Program to better understand, measure, and address systemic barriers to digital equity and, in collaboration with the communities most impacted, co-create the conditions necessary for long-lasting and meaningful change to ensure a sustainable future. Focusing investments on creating these conditions for change will allow entities awarded a grant under this Program to address the causes of socioeconomic disparities and will result in improved outcomes in health, education, economic stability, and quality of life among the Covered Populations.

The Employment and Training Administration is providing Workforce Innovation and Opportunity Act section 166 Indian and Native American Program grantees with Program Year 2024 funding allotments for the Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP).

The U.S. Embassy Libreville of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support Gabonese communities through modest grants that would positively impact communities. Program Objectives: Self-Help projects must foster community self-reliance. Self-Help activities must have community participation and contribution -- volunteer time and labor, donated land, equipment and materials -- and the U.S. contribution must be on a one-time basis only. Self-Help activities should have a significant impact, benefiting the greatest number of people possible. Projects that directly benefit a limited number of people are discouraged. Self-Help activities must help improve basic economic or social conditions at the local community or village level; Self-Help projects must also be viable and sustainable in terms of finance, personnel support (i.e. teachers for schoolrooms), and necessary expertise and services. Self-Help projects must also respect environmental norms for small projects. Self-Help activities must fall within the ability of the local community to implement. Activities that are too complex should be avoided.
