To partner with a qualified nonprofit organization to supply BOEM with qualified candidates 55 years and older that will support the BOEM on projects related to renewable energy, decommissioning, well intervention, and others.The Experienced Services Program provides a cost-effective recruitment opportunity to obtain the services of non-federal, experienced workers aged 55 and older. Through agreements with eligible nonprofit organizations, the BOEM will be able to recruit and utilize the services of these workers on a project-specific basis to enhance its capacity to achieve its mission, goals, and objectives. The program will benefit the general public by supporting projects related to renewable energy, decommissioning, well intervention, and others. Skilled and experienced older Americans, including veterans, will have the opportunity to put their talents and experience to use on a part-time to full-time basis. Enrollment in the program will not impact the retirement benefits of retired federal employees.Partnering with a qualified nonprofit organization(s) is a cost-effective human capital tool designed to obtain the services of experience workers aged 55 and older on a temporary basis through a cooperative agreement to assist the BOEM in reaching its priorities and strategic goals. This allows the BOEM to focus on identifying its need(s) for specific expertise while not having to dedicate time and resources to recruit, hire and directly administer those resources.ESP participants will provide technical engineering, information technology, administrative, regulatory, and other support to BOEM to develop and execute projects that benefit the general public and provide support to BOEM employees. Womens inclusion in cybersecurity addresses two challenges in the Middle East and North Africa (MENA) region: 1) greater capacity for the private sector to combat cyber threats, and 2) increased job opportunities for women in Science, Technology, Engineering, and Mathematics (STEM) who face logistical and societal constraints to employment. Enhancing the MENA regions private sector cybersecurity capacity supports the U.S. governments goal to foster inclusive economic growth and increase womens participation in STEM-related fields.

The Bureau of lnternational Labor Affairs (ILAB), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $4,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in the United Republic of Tanzania to improve implementation of laws, policies, and action plans to combat child labor (CL) and promote Acceptable Conditions of Work (ACW) in artisanal and small-scale gold mining (ASGM). Summary – In accordance with the Workforce Innovation and Opportunity Act (WIOA), the new four-year NFJP grant cycle went into effect on July 1, 2020. The Employment and Training Administration (ETA) is issuing this TEGL to notify NFJP grantees of PY 2023 grant allotments and to provide instructions for submitting required documents. Grantees must submit required documents, including program plans and budget documents. NFJP grantees approved to serve youth in PY 2022 and who met their youth enrollment goals may also apply for additional youth funding via this TEGL. Please see the summary provided in section 3(c). ETA is using a streamlined application process for these funds and limiting the competition to existing NFJP grantees who were both approved to serve youth in PY 2022 and met 100 percent of their youth enrollment goals. To confirm if a grantee met their youth enrollment targets, ETA will use the rolling four quarters performance report for the cohort period 1/1/2022 – 12/31/2022. These additional funds will enable successful applicants to enhance the delivery of youth workforce investment activities described in the NFJP regulations at 20 CFR 685.310 to eligible MSFW youth, which include the activities described for the WIOA Youth program in WIOA section 129 and 20 CFR 681.460. This funding provides additional resources so that selected NFJP grantees can increase access to education and provide career services and training that result in good quality jobs for MSFW youth, which advances the Department’s youth strategy called Youth Employment Works. Under this Funding Opportunity Announcement (FOA), DOL will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. The YouthBuild program model prepares participants for quality jobs in a variety of careers, in diverse industry sectors, particularly in infrastructure sectors, and includes wrap-around services such as mentoring, trauma-informed care, personal counseling, transportation supports, and employment preparation - all key strategies for addressing violence in communities. YouthBuild applicants must include construction skills training and may include occupational skills training in other in-demand industries. This expansion into additional in-demand industries is the Construction Plus component. Eligible applicants for these grants are public or private non-profit agencies or organizations, including consortia of such agencies or organizations. These organizations include rural, urban, or Native American/Tribal entities that have previously served opportunity youth in a YouthBuild or other similar program. DOL will fund approximately 75 projects across the country. Individual grants will range from $700,000 to $1.5 million and require a 25 percent match from applicants, using sources other than federal funding. This FOA features a matching waiver for Tribal entities and U.S. insular areas which allows these entities to not include a match commitment in their applications. The grant period of performance for this FOA is 40 months, including a four-month planning period and a twelve-month follow-up period.

The "Unemployment Insurance Integrity Center of Excellence Operations" grant is intended to provide $9,000,000 to the Center for Employment Security Education and Research (CESER) to continue offering training, technical assistance, and fraud prevention resources to states, aiming to improve the integrity of the Unemployment Insurance program and prevent improper payments.

The OIA Technical Assistance Program 2025 provides funding for short-term projects that address immediate needs in U.S. insular areas, focusing on priorities like disaster response, climate change adaptation, and economic development, with awards ranging from $0 to $400,000.
