Enrollment in the program will not impact the retirement benefits of retired federal employees.Partnering with a qualified nonprofit organization(s) is a cost-effective human capital tool designed to obtain the services of experience workers aged 55 and older on a temporary basis through a cooperative agreement to assist the BOEM in reaching its priorities and strategic goals. This allows the BOEM to focus on identifying its need(s) for specific expertise while not having to dedicate time and resources to recruit, hire and directly administer those resources.ESP participants will provide technical engineering, information technology, administrative, regulatory, and other support to BOEM to develop and execute projects that benefit the general public and provide support to BOEM employees. These projects will enable the BOEM to carry out its mission to manage development of U.S. Outer Continental Shelf energy and mineral resources in an environmentally and economically responsible way.
