The purpose of this Centers program is to bring together basic and clinical investigators to enhance communication, multidisciplinary collaboration, and effectiveness of ongoing research in Diabetes Research Center topic areas. By providing shared access to specialized technical resources (research cores) and supporting a Pilot and Feasibility Program (P and F), DRCs are intended to create an environment that provides the capability for accomplishments greater than those that would be possible by individual research project grant support alone. New Center programs that bring in diverse perspectives, propose unique scientific themes, or provide innovative resources are encouraged. Emphasis will be placed on Center programs that propose enhanced synergies with other NIDDK-funded programs as well as providing a rich mentoring environment for future diabetes researchers. This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP), which will be assessed as part of the scientific and technical peer review evaluation. Applications that fail to include a PEDP will be considered incomplete and will be withdrawn. Individuals from backgrounds underrepresented in biomedical research are eligible for support under this award if they have doctoral research degrees (Ph.D. or equivalent) and are in the first 3 years of a faculty tenure track or equivalent position at the time of application. This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary study to a clinical trial. Applicants to this FOA are permitted to propose research experience in a clinical trial led by a mentor or co-mentor.

Types of projects submitted under this FOA include mechanistic studies that are classified as clinical trials. Mechanistic studies are defined as studies with the objective to understand the mechanism(s) of action of an intervention, a biological or behavioral process, or the pathophysiology of a disease/condition. See NOT-AT-20-001 and NOT-MH-19-006 for examples of clinical trials that are/are not considered mechanistic studies. Clinical trials that propose to influence a clinical outcome, test safety or feasibility of an intervention, demonstrate the clinical efficacy or effectiveness of an intervention, or analyze the effect size of an intervention on clinical outcomes are ineligible for this FOA. Types of studies that should submit under this FOA include clinical trials that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind. Researchers proposing basic science experimental studies involving human participants should consider this FOAs companion for basic experimental studies with humans, TEMP-14931, Research on Health, Wellbeing, Illness, and Recovery (R01 Basic Experimental Studies with Humans Required). Applications proposing studies that include, but are not limited to, model animal research or observational studies involving humans should submit under the companion FOA, TEMP-14934, "Research on Biopsychosocial Factors of Social Connectedness and Isolation on Health, Wellbeing, Illness, and Recovery (R01 Clinical Trials Not Allowed).

Adolescence is a critical risk period for substance use initiation and adverse outcomes related to substance use, particularly as drug use has been found to escalate between ages 12 and 19. The goal of substance use prevention efforts is to prevent and/or delay the first use of substances. Research shows that early age of onset is an important predictor for the development of a substance use disorder later in life. Further, research shows that prevention interventions can have positive long-term effects in reducing substance use. Recognizing that preventing or delaying initiation of substance use can confer important health and social benefits, the purpose of the NCI is to serve as the training and technical assistance partner for DFC and non-DFC funded community coalitions across the country by enhancing the capacity of the prevention workforce and others in the prevention community to implement evidence-based interventions.
