The OVW Violence Against Women Tribal Special Assistant United States Attorney (Tribal SAUSA) Initiative (Assistance Listing # 16.055) is authorized by the Consolidated Appropriations Act, 2024, Pub. L. No. 118-42, 138 Stat. 25, 143. This initiative supports Tribes and United States Attorneys Offices (USAOs) in their investigation and prosecution of domestic violence, sexual assault, dating violence, sex trafficking, and stalking cases in Indian country. Grant funds support salary, fringe benefits, training, travel, and supplies for dedicated tribal prosecutors who are cross-designated as Tribal SAUSAs to work directly with their USAOs. The goals of the initiative are to fill gaps in jurisdictional coverage; increase communication and coordination with Tribal, federal, and state law enforcement agencies; establish consistent relationships between federal prosecutors and the Tribal community(ies); and improve the quality of investigation and prosecution of domestic violence, dating violence, sexual assault, sex trafficking, and stalking cases through training and best practices, such as DOJs recently released framework for prosecutors on strengthening responses to these crimes.

The United States Agency for International Development Mission in the Democratic Republic of the Congo (USAID/DRC) is gathering information to develop health financing, governance, and information systems activities in support of the DRCs strategic plan for 2021-2030 towards universal health coverage (UHC). The purpose of the Health Financing, Governance and Information Systems (HFG/IS) activity is to strengthen national and select provincial governments capacity to identify and act upon key levers for resource mobilization and for reductions in household catastrophic health expenditures, to identify and respond to gaps in equity, quality, and coverage of health services, to strengthen citizens capacity to hold government accountable for health services, and to foster collaborative learning. Targeted systems strengthening include efforts to improve the resilience and capacity of the public health system to prevent, detect, and respond to emerging infectious disease threats with a one health approach. USAID envisions that this activity will strengthen the role of citizens, women, and marginalized groups in the design, delivery, monitoring, and accountability of health services, which in turn fosters trust in the health system and sustainability. Recognizing the interdependence of governance, financing, and information, this activity supports a targeted, synergistic approach to complement the USAID Integrated Health Services Delivery Accelerator and USAID Sant Gouvernance Activities. Provincial-level interventions will focus on the 8 provinces of implementation for these Activities (Kasai Central, Kasai Oriental, Haut-Katanga, Haut- Lomami, Lomani, Lualaba, Tanganyika, and Sud-Kivu), be coordinated to promote synergies and avoid duplication of efforts, and contribute to a broader learning agenda to foster adoption of best practices and national scale-up. USAID envisions a well-planned collaborative learning agenda for this Activity and commitment to gender and social inclusion principles.

It is well documented that many investments in Africa, including in Liberia, fail to meet internationally accepted standards. This trend continues in part because of host countries lack of awareness, capacity, and governance. This project aims to address these weaknesses by bringing together government, civil society, journalists, academics, and other key stakeholders to build Liberias internal capacity to ensure further investments and projects have improved standards and mechanisms in place to monitor and penalize non-compliance. The project will include components that offer stakeholders: investment best global practices; case studies involving how to advance transparency in negotiating large investment deals in Africa; training/advising government officials on developing legal and regulatory investment frameworks; mentoring on public awareness campaigns around investment standards; and seminars in investigating investment-related challenges and successes in the African context. Projects should target: Countering lending and investment projects that fail to adhere to internationally accepted investment practices and as a result put at risk Liberias sovereignty, socio-economic well-being, and biodiversity.

History/Background: Marine Corps Air Station Miramar (MCAS Miramar) has been an active installation since the 1940s, focusing on providing services, material support, and training venues that promote combat readiness. Since, its inception and the establishment of the Sikes Act in 1960, MCAS Miramar has actively been monitoring the effects of military land use on the overall condition of natural resources. In 1994, the Center for Earth Systems Analysis Research, a shared educational and research center located at San Diego State University, established a long term monitoring protocol to provide the mechanism for documenting the effects of military operations and training on vegetation native to MCAS Miramar. This protocol provided a continuous database of which to assist in altering land management actions to ensure long-term availability of natural areas for training and conservation. Brief Description of Anticipated Work: The project is to develop and implement a work plan for the current iteration of this monitoring effort, re-survey 82 permanently established monitoring plots according to MCAS Miramars standardized ecosystem monitoring program that inventories and monitors the condition of training lands and natural resources, identify and describe any ecological trends developing as indicated by the previous and current survey efforts for the monitoring plots, provide detailed site descriptions and information on disturbance and erosion, provide individual summaries of the composition, structure and site characteristics of the 82 plots surveyed in the 2003 LTEM report, provide contrast of summaries of the individual plots that comprise each major vegetation type for the three survey efforts, provide evaluation and discussion of management implications, provide photographic documentation of the plots, and submit draft and final reports along with all associated Geographical Information System (GIS) deliverables and maps for this monitoring effort that integrates all years efforts, results, analyses, evaluates the effectiveness of this effort.
