PROGRAM DESCRIPTION The U.S. Embassy Budapest Public Diplomacy Section (PDS Budapest) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Please carefully follow all instructions below. Purpose of Small Grants: PDS Budapest invites proposals for programs that strengthen ties between the U.S. and Hungary through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Examples of PDS Small Grants Program programs include, but are not limited to:Academic and professional lectures, seminars and speaker programs;Artistic and cultural workshops, joint performances and exhibitions;Cultural heritage conservation and preservation programs;Professional and academic exchanges and programs; Priority Program Areas in 2024:a) Promoting rule of law and democratic governance by supporting legal and institutional changes which strengthen the rule of law and expose and combat corruptionb) Strengthen respect for international human rights and those democratic values, support marginalized groupsc) Strengthening independent media and journalism and helping to foster critical thinkingd) Promoting unity among NATO allies and a united response to the Russian war on Ukrainee) Supporting Hungarys Transatlantic commitment by addressing transnational threats, including disinformationf) Increasing awareness of Americas role as an economic partner to Hungary Participants and Audiences:We seek proposals for geographically and demographically diverse audiences within Hungary. As noted above, all projects must include an American component in order to be eligible for funding. An American component can mean any of the following: An American citizen who is an expert, speaker, artist, athlete, or other visitor to Hungary who will lead or present some key component of the project. In rare cases, the project could involve an extraordinarily highly accomplished person who is not an American citizen, but who has strong ties to an American institution of major importance.The use of an American cultural product as a major touchstone for key elements of the program. Cultural products could include books, music, curricula, films, dance, other art forms, or technology created entirely or primarily by American artists and innovators and clearly associated with American culture.Engaging audiences in learning about or practicing a major American topic, such as U.S. policy, U.S. history, American values (such as civil rights, freedom of expression, or shared society), or American social models (such as democracy or the rule of law) as a significant focus of the program. The following types of programs are not eligible for funding:Programs relating to partisan political activity;Charitable or development activities;Construction programs;Programs that support specific religious activities;Fund-raising campaigns;Lobbying for specific legislation or programs;Scientific research;Programs intended primarily for the growth of an individual;Programs intended primarily for the growth or institutional development ofthe organization; orPrograms that duplicate existing programs.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) seeks applications for funding. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJA seeks to make payments under the statutorily required State Criminal Alien Assistance Program (SCAAP) to eligible states and units of local government that incur certain types of costs due to incarceration of undocumented criminal aliens during the July 1, 2022, through June 30, 2023, reporting period. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

To aid BOEMs ongoing modeling efforts, this study aims to develop a near real-time (NRT) modeling system for the endangered North Atlantic right whale population and a survey segment database of cetacean and other marine wildlife observations. The modeling system will predict whale density across the eastern seaboard using real-time visual and acoustic observations, coupled with environmental covariates.The study objectives are to integrate various survey datasets, including aerial and ship surveys, into a segment database and develop NRT models that can respond more quickly and flexibly to shifts in species space use and phenology. BOEM and the National Marine Fisheries Service will fund this study jointly.Initially, the system will serve as a research and development testbed, allowing a collaborative team of developers to address statistical challenges and refine software workflow. After the effectiveness of the density models has been established, daily predictions will be made operational and disseminated to the public. The system's capabilities could be expanded to issue short-term forecasts and encompass additional species, contingent on data availability and the development of suitable methods.

With this solicitation, OJJDP seeks to operate and expand the OJJDP National Mentoring Resource Center, which will provide comprehensive mentoring resources, references, tools, and training materials and advance the implementation of evidence and research-based mentoring practices. The goal of the National Mentoring Resource Center is to enhance the capacity of mentoring organizations to develop, implement, and expand effective mentoring practices. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

With this solicitation, OJJDP seeks to provide training and technical assistance to Second Chance Act Youth Reentry grantees and practitioners to improve community supervision practices, produce better outcomes for youth and communities, reduce recidivism, improve public safety, and enhance jurisdictions access to the tools and training to adequately identify, as well as effectively serve, these youths needs. A multidisciplinary team of experts in implementation science, community supervision, adolescent development, trauma-informed care, data analysis, and performance measurement will help the selected jurisdictions improve their community supervision and reentry programs, policies, and practices.

Should an expert be identified by the U.S. Mission Brazil, the recipient will not be responsible for recruitment services but will offer logistical and administrative support necessary for the expert's travel to Brazil or their virtual involvement in an event. Below outlines the roles and responsibilities of the Recipient and the U.S. Government (USG) through the Brasilia Public Affairs Section for the Notice of Funding Opportunity (NOFO). Effective collaboration between both parties is essential for the successful selection, travel coordination, and program participation of U.S. experts invited to Brazil. 1) Recipient’s Role: Conduct research: The recipient will conduct research based on specific topics provided by Brasilia Public Affairs Section and suggest suitable U.S. experts for potential travel to Brazil. apinclude sourcing experts, evaluating their credentials, and submitting resumes for USG vetting and Mission approval. Coordinate speaker interest and availability: Reach out to identified speakers and coordinate their interest and availability for travel to Brazil, including for virtual programs. Logistics such as providing virtual platforms, interpretation services, surveys, and event recordings will be handled by the recipient. Manage travel logistics: Manage all logistical arrangements for speakers' travel according to instructions from Brasilia Public Affairs Section, including ticketing, visas, accommodations, per diem, and other travel essentials. Flexibility for last-minute itinerary changes may be required. Collect post-program reports: Collect post-program reports from speakers and submit them to Brasilia Public Affairs Section without edits. Organize additional activities: Organize additional activities as directed, such as web chats, speaker engagements, press events, and other related activities. Administrative support: Offer administrative support to speakers per requests from Brasilia Public Affairs Section. Budget for program support: Budget for interpretation, closed captioning, event landing page design, and online streaming platforms for both in-person and virtual programs. 2) U.S. Government Role (through Public Affairs Section, Brasilia): Program goals and speaker profiles: Brasilia Public Affairs Section outlines program goals and desired speaker profiles, approves speaker selections and may identify specific experts for consideration. Vetting speaker selections: The USG reserves the right to vet all potential speakers, including those identified by the Recipient. This vetting process will ensure speakers meet program objectives and USG qualifications. Travel and program details: Determines travel details, program schedule, and provides necessary support for experts traveling to Brazil. Speaker-audience matching: Explains program objectives, confirms event types and locations, and matches speakers with appropriate audiences and institutions. Final decisions: Makes the final decisions to ensure alignment between audiences and speaker qualifications. Section III. Award Information: Length of performance period: 12 to 24 months Number of awards anticipated: 01 awards (dependent on amounts) Award amounts: awards may range from a minimum of US$80,000.00 to a maximum of US$100,000.00. The OVW Grants to Tribal Domestic Violence and Sexual Assault Coalitions Program (Tribal Coalitions Program (CFDA 16.557) is authorized by 34 U.S.C. 10441(d) and 34 U.S.C. 12511(d). This grant program supports the development and operation of nonprofit, nongovernmental Tribal domestic violence and sexual assault coalitions. Each recognized coalition will receive the same amount of base funding. Sexual assault coalitions and dual domestic violence/sexual assault coalitions will receive an additional amount for sexual assault-focused activities.

Project Objectives: SH funds are meant for activities that are community driven and serve the community at large where they are being funded. The most successful project proposals will target health, education, and development challenges and will: Demonstrate a clear, ongoing benefit to the local community; Include a significant contribution from the community in the form of labor, land, materials, or money; Be within the local communitys ability to manage and maintain on a sustainable basis; Have a net-positive impact on the local environment; Respect human rights, including disability rights and gender equality. Below is a sample list of the types of projects the Department will consider funding: Small construction projects (less than 10,000 sq. ft.) school rooms, community centers, health facilities, foot bridges, housing for a government or community-paid nurse or teacher, workshops, community abattoir, grain storage, rural airstrip for a hospital, and school dormitory for distant students. Water-related projects wells, latrines, pumps, bore holes, shower stalls and sinks and fishponds. School equipment and supplies desks, chairs, laboratory equipment and library items. Communal construction equipment such as a brick-making machine. Income generating equipment weaving looms, tools for furniture making, rice-milling machine. (Must be maintainable by local community). Funds may not be used for: Operating or recurring costs (salaries, rent, administrative or maintenance costs, fuel); Individual travel expenses (lodging, transportation, food, fuel); Religious, police, law enforcement, prison, or military activities; Projects that are inherently political in nature or that contain the appearance of partisanship or support to an individual or party in electoral campaigns; The purchase, operation, or maintenance of vehicles; Activities with negative environmental consequences; Activities which benefit any US government employee.

This grant provides financial support to individual translators in the U.S. for translating underrepresented literary works from other languages into English, promoting diversity and accessibility in global literature.

With this solicitation, OJJDP seeks to provide training and technical assistance (TTA) to enhance the national AMBER Alert network; increase and improve law enforcement response to missing, endangered, and abducted children; increase the recovery rate of abducted children; enhance public participation in the recovery of missing, endangered, and abducted children; and continue support of this work in Indian country while implementing the Ashlynne Mike AMBER Alert in Indian Country Act of 2018.

This funding opportunity is designed to support the International Labor Organization in addressing child labor, forced labor, and improving working conditions in key supply chains across Brazil and other Latin American and Caribbean countries.

The U.S. Consulate General Hong Kong and Macaus Public Affairs Section (PAS) of the U.S.Department of State announces an open competition for one cooperative agreement to carry out the U.S. Consulates 2025 Education Summer Scholarship Program in Hong Kong SAR and Macau SAR, China. PAS Hong Kong and Macau invites U.S., Macau, and Hong Kong organizations skilled in facilitating and managing academic exchange programs to strengthen cultural ties between the United States and Hong Kong and Macau to submit proposals for a Cooperative Agreement to implement administrative and logistical aspects of this program. All proposals must address the following elements:1) Administration: Carrying out all administrative, logistical, and reporting responsibilities, as established by the assistance award, and following all relevant federal guidelines and circulars. Planning, organizing, and administering the program to include:a. Enroll students in the participating U.S. universities.b. Collect passports, forms, and other materials for visa processing.c. Work with students to sign all necessary documents, including waivers, consent forms, bank account statements, school documents, etc.d. Organize pre-departure orientation(s) for the group, to be held at the Consulate, with light refreshments.e. Organize debriefing upon the groups return to Hong Kong and Macau, to be held at the Consulate, with light refreshments.f. Liaise with parents and teachers regarding the students participation in this program.g. Determining any reasonable accommodation requirements of the students and relaying that to the Consulate for procuring appropriate services, if needed.h. Other required administrative and logistical tasks.2) Travel support for students in Hong Kong and Macau:a. Abiding by the Fly America Act, work with the U.S. university/ies to purchase roundtrip air tickets for travel between Hong Kong and the U.S. university location.b. Organize local travel for students in Hong Kong, and between Hong Kong and Macau (for Macau participants) for orientation, visa appointments, and debriefing.3) Management/disbursement/payment of expenses. These expenses must be included in the proposal:a. Phone cards.a. Round-trip air tickets (mentioned above).b. Local travel, visa fees and miscellaneous expenses.c. Tuition costs for each participant (based on $5,500 per person).Awardee must maintain accounting control over the funds provided by this award with proper documentation, including invoices, receipts, etc. that adequately substantiates all payments charged to this award.4) Creating and distributing pre- and post-program surveys in order to assess the impact of the program.5) Awardee organization will work closely with the Education Advisor at the U.S. Consulate in Hong Kong and Macau on the project. Along with the Grants Officer, the Education Specialist exercises final authority to approve the project design, pace, itinerary, and budget expenditures within the parameters of current guidelines.
