The Notice of Award is posted in late April or early May with a July 1 start date. Project Diabetes funds are distributed through a request for reimbursement process. In partnership with the California Health and Human Services Agency (CHHSA), this program will allow the CDE to allocate $9,647,000 to the Quality Counts California Consortia and Tribal region to increase the support and capacity for family, friend, and neighbor care providers, family child care providers, and home-visiting providers to provide quality care for underserved populations, particularly infants and toddlers and low-income children and families living in rural and isolated communities and/or experiencing trauma stemming from homelessness, disasters, or other sources. Applicants must be a part of a local quality improvement system (QIS)/quality rating and improvement system (QRIS) consortium; Consortia must implement a QIS/QRIS incorporating the Quality Continuum Framework. The application period for this program has passed. PDG-R is authorized under United States Code, Title 42, Section 9858.

This NOFO/RFP solicits applications for 2024-25 regular school year projects to provide supplemental education and support services to eligible migratory children and youth. The MEP offers regular school year programs for migratory children from prekindergarten through high school and out‐of‐school youth. Educational support services fall into the following areas: reading and mathematics; school readiness; high school graduation and services to secondary‐aged youth, including dropouts and out‐of‐school youth; and ancillary and support services. The Illinois Migrant Education Program Service Delivery Plan and the Illinois Every Student Succeeds Act (ESSA) State Plan set the parameters for local projects. The measurable program outcomes and strategies contained in the Service Delivery Plan are listed in Exhibit A on page 15 of this document. The Service Delivery Plan is updated regularly to reflect changes in federal regulations, migratory population needs, and program evaluation results as part of a cycle of continuous improvement. Funded projects must carry out activities that align with the state Service Delivery Plan to address identified needs of migratory children and youth. The Service Delivery Plan includes broad statements of needs, and local projects document the strengths, interests, and need of the migratory children in their areas to tailor services to the population. All services must be culturally and linguistically appropriate for the migratory student population.

The Minnesota Department of Education (MDE) is seeking applications from Minnesota educational cooperative service units with prior experience in statewide leadership and technical assistance to ensure a Free and Appropriate Public Education (FAPE) for students with low incidence disabilities. This grant aims to sustain and increase the capacity of Minnesota's special education workforce, aligning with the MDE's mission to support all students, particularly those with low incidence disabilities who comprise less than 10 percent of all students receiving special education services or require intensive support in specific categorical areas. The grant opportunity estimates $875,000 per year is available, with an initial grant period from October 1, 2024, through September 30, 2025. The primary beneficiaries of this grant are educational professionals who provide education to students with low incidence disabilities in Minnesota, as well as the students themselves. The impact goals include enhancing the skills of educators and other educational professionals, addressing staff shortages, and improving early identification and support for students with low incidence disabilities. This initiative seeks to build a competent workforce capable of delivering high-quality special education services across the state. The program prioritizes providing aligned, requested, and anticipated technical assistance, including purposeful and sustained collaborative opportunities. This will involve a multi-tiered support framework for technical assistance (MTS-TA) to foster skill-building for educators. A key focus is coordination and partnership with local districts, coops, and other educational agencies, as well as collaboration with institutions of higher education to address workforce development and staff shortages. The categorical areas for necessary supports are outlined in the specific program expectations for grant-funded partners. Expected outcomes include a more robust and skilled special education workforce in Minnesota, improved technical assistance for educators, and enhanced educational outcomes for students with low incidence disabilities. Measurable results will likely involve metrics related to the number of professionals trained, the types of technical assistance provided, and improvements in early identification and support practices. The ultimate goal is to ensure that all students, especially those with low incidence disabilities, receive the necessary supports to achieve a free and appropriate public education.
