The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Up to $64,170,000 is available for hazard mitigation projects and up to $4,830,000 for planning activities. The program supports projects aimed at enhancing resilience, reducing loss of life, and minimizing damages to property. Eligible applicants include local governments, state agencies, and certain non-profits performing government-like functions. Priority is given to projects that benefit frontline and disadvantaged communities and those that align with the Vermont State Hazard Mitigation Plan. Pre-applications are accepted on a continual basis until August 16, 2024. Projects must be proven cost-effective through a Benefit-Cost Analysis (BCA). VEM provides technical assistance throughout the application process. HMGP funding is available statewide and does not need to be related to damages from the July 2023 flood.

This project will develop technical and economic assessments of storing and retrieving hydrogen blends and/or pure hydrogen as well as California-specific decision-making tools, risk mitigation strategies, market and policy recommendations, and community engagement approaches related to those facilities.

The Statewide Health Strategies Grant (SHSG) is designed to enhance the health and well-being of North Dakotans by activating the ND State Health Improvement Plan (SHIP). This grant aims to improve health outcomes across the state through collaborative action, innovation, and evidence-based practices. The grant focuses on addressing North Dakota’s health priorities, such as strengthening the healthcare workforce, expanding access to healthcare services, promoting holistic wellness, and building community resilience. Funded by the North Dakota State Legislature, it offers a competitive application process with projects needing to align with at least one SHIP priority. A total of $3 million is available with a maximum award of $400,000 per project. Applications are due by May 20, 2024, and projects must be completed by June 30, 2025.

The California Climate Crisis Act (AB 1279, 2022) established targets to reduce anthropogenic greenhouse gas (GHG) emissions by 85% below 1990 levels and reach carbon neutrality by 2045. Supporting this legislation, the California Air Resources Board’s (CARB) 2022 Scoping Plan specifies that carbon removal activities such as carbon capture, utilization, and storage (CCUS) are new approaches that will need to be deployed to help achieve these GHG emissions reduction goals. Carbon dioxide (CO2) utilization is a promising approach in facilitating adoption of carbon capture and carbon removal while partially diverting the need for long term transportation and underground storage of CO2. Current CO2 utilization technologies are at an early stage of development and bear technical, economic, and market uncertainty. The carbon footprint associated with the energy consumption required to convert CO2 into value-added products prevents large-scale deployment of these technologies. The purpose of this solicitation is to improve the energy efficiency of innovative approaches and processes for manufacturing commodities using CO2 captured from industrial operations burning fossil gas. The goal is to decarbonize difficult-to-abate industrial fossil gas use via carbon dioxide utilization to create value-added products.

Since 2022, Cal ICH has partnered with California Federally Recognized Tribes and stakeholders to develop the Tribal HHAP Program. In 2024, Cal ICH is continuing and expanding our partnerships with Tribes and stakeholders in strengthening the Tribal HHAP program. Through the integration of feedback from the community’s served, Cal ICH’s goal is to continue culturally responsive programming designed to meet the needs of tribal communities, with funding accessible to all California Federally Recognized Tribes in need.Tribal HHAP is a tribal allocation set-aside from the Homeless Housing Assistance and Prevention (HHAP) program, built specifically for and with California Federally Recognized Tribes.

The Land and Water Conservation Fund offers matching grants to states and local governments for acquiring and developing public outdoor recreation areas and facilities. Aligning with Michigan's 2023-2027 Statewide Comprehensive Outdoor Recreation Plan (SCORP), this grant focuses on assessing current resources and demands, evaluating trends, and setting strategic priorities for outdoor recreation improvements over the next five years. US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) provides funding to Washington state for tribal, state, and local governments to sustain and enhance hazardous materials-related emergency preparedness. The funding is specifically targeted to increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations. The HMEP grant program was established in 1990 by the Hazardous Materials Transportation Uniform Safety Act. In 1993, PHMSA began issuing grants to assist States, Territories, and Native American Tribes to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act of 1986. The HMEP grant program is designed to allow grantees the flexibility to implement training and planning programs that address differing needs for each location based on demographics, emergency response capabilities, commodity flow studies, and hazard analysis. Relevant trainings are found in the National Fire Protection Association (NFPA) 472: Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents publication and the Occupational Safety and Health Administration (OSHA) regulations found in 29 CFR § 1910.120. Governors in each State, or their counterparts within Territories or Tribes, designate an agency to receive the HMEP grant funds. Agencies submit grant applications to PHMSA annually requesting funds for proposed activities. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.

Projects should address one or more of the following Creative Youth Development program goals: Provide social-emotional creative experiences in safe, healthy and appropriate learning environments. Foster creative abilities of youth through culturally and linguistically responsive arts learning. Support arts programs that seek to activate youth voices, narratives, and perspectives. Utilize cultural assets of the local community to support positive self-identification and respect for diverse cultures. Empower youth through the preservation, revitalization, and/or reclamation of cultural practices. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

The core mission of this grant aligns with the broader goal of promoting environmental equity and public health, particularly in areas disproportionately affected by environmental issues. The primary target beneficiaries of this program are residents within Michigan’s Environmental Justice communities. The overarching impact goal is to positively affect these residents by funding place-based and equity-focused projects. This direct focus on communities facing environmental injustice ensures that the grant addresses critical needs where they are most prevalent, aiming for tangible improvements in their living environments and health outcomes. The program prioritizes several key areas for funding. These include community improvement projects aimed at enhancing public health, initiating or expanding monitoring of background pollution levels in air, water, or soil (with air monitoring equipment classified as air quality sensors and not for regulatory use), new or improved equipment or management techniques to improve indoor air quality in schools, and the remediation/redevelopment of contaminated or blighted sites. These priorities reflect a comprehensive approach to environmental justice, addressing both pollution and its direct impacts on community well-being. Expected outcomes include measurable improvements in public health through community projects, enhanced understanding of pollution levels via monitoring, better indoor air quality in schools, and the revitalization of environmentally degraded areas. The program has a total of $20,000,000 available, with a maximum of $500,000 per applicant. This substantial funding allows for significant, impactful projects. Eligible applicants include federally recognized Tribes, community-based non-profit organizations (including grassroots and frontline organizations), schools, institutions of higher education, and local governments, reflecting a strategic approach to engage diverse stakeholders in achieving environmental justice.

This grant provides financial assistance to agricultural producers in 14 Texas counties who have experienced water losses due to Mexico's non-compliance with a water treaty, helping them recover from the impacts on their farming operations.

The Nonhighway and Off-road Vehicle Activities program provides funding to develop and manage recreation opportunities for such activities as cross-country skiing, hiking, horseback riding, mountain bicycling, hunting, fishing, sightseeing, motorcycling, and riding all-terrain and four-wheel drive vehicles. A portion of the funding also is available for education and enforcement programs that encourage environmentally responsible use of the outdoors and for helping to minimize conflict between visitors through positive management techniques. Except for off-road vehicle facilities, activities supported by this program must be accessed via a non-highway road, which is a public road that was not built or maintained with gasoline tax funding. Non-highway roads are found most often in state and national forests and national parks.

This grant provides financial support to Arizona communities and institutions recognized as Tree City USA, Tree Campus USA, or Tree Campus K-12 to enhance urban forestry efforts and improve community tree management and canopy cover.

The State of Arizona, USDA Forest Service and DOI Bureau of Land Management are expected to provide funding assistance to the Arizona Department of Forestry and Fire Management for fire prevention, critical infrastructure protection and forest and watershed restoration through reduction of hazardous vegetation from state, federal, tribal and private lands in Arizona. Total funding of approximately $3 million will be made available through sub-awards (grants) from DFFM on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Multiple awards not exceeding $500,000 are expected. Organizations may submit more than one project application, but total funding may be limited to $500,000. Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Financial Notes: Total funding of approximately $3 million will be made available through sub-awards (grants) from the Arizona Department of Forestry and Fire Management on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Awards will be limited to a minimum of $60,000 and maximum of $500,000 per project. Depending on total available funding, some projects may be offered only partial funding. All projects will require a 10% - 30% match contribution (ie: 90% Grant + 10% Match = 100% Project Total). Match source must be identified in the project application. Larger requests will require larger match contributions.  Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Proposals not meeting minimum match requirements will impact the overall score. Funds will be dispersed to recipients on a reimbursement basis after they incur cost and report accomplishments and expenses to the Arizona Department of Forestry and Fire Management.
