The Virginia Department of Criminal Justice Services (DCJS) is seeking applications for its Victim Witness Grant Program (VWGP). This program provides financial support to local victim witness and statewide victim assistance programs. Its core mission is to offer direct services, information, and assistance as mandated by the Virginia Crime Victim and Witness Rights Act. The primary purpose of this funding, derived from the federal Victims of Crime Act (VOCA) Rule, is to support the delivery of essential services to crime victims. The program aims to address the emotional, psychological, or physical needs of crime victims, help them stabilize their lives after victimization, assist them in understanding and participating in the criminal justice system, and restore a measure of security and safety. The target beneficiaries of the VWGP are victims of crime across all counties in Virginia. The program's impact goals center on providing comprehensive direct services across various categories. These include information and referrals (e.g., about the criminal justice process, victims' rights, and other services), personal advocacy and accompaniment services (e.g., to medical care, forensic examinations, and criminal justice events), emotional support and safety services (e.g., crisis intervention, safety planning, counseling, and support groups), shelter and safe housing options (e.g., emergency shelter, transitional housing, and relocation assistance), and criminal and civil justice system assistance (e.g., notification of events and accompaniment to court hearings). The VWGP prioritizes projects that directly serve victims of crime and utilize the Victims Services Data Collection System (VSDCS) to document these services. Furthermore, eligible projects must promote community collaboration, assist victims in seeking crime victim compensation benefits through the Virginia Victims Fund (VVF), and actively involve volunteers in grant-funded activities. Recipients are also required to provide program information to other victim assistance agencies, maintain statutorily required civil rights statistics, offer services free of charge, maintain confidentiality, and serve victims of federal crimes on the same basis as state/local crimes. The expected outcomes and measurable results revolve around the effective delivery of the aforementioned direct services to victims. Through the VSDCS, the program will document the reach and types of services provided by grant-funded staff and volunteers. Success will be measured by the program's ability to respond to victims' needs, assist in their stabilization, facilitate their participation in the justice system, and enhance their safety and security. The grant period for these subawards is for state fiscal year 2025, from July 1, 2024, through June 30, 2025, with applicants submitting one budget for the 12-month period. This framework ensures a focused and accountable approach to supporting crime victims throughout Virginia.

Support for presenting touring performing artists and groups for events and festivals in communities across the state, including in rural counties. This grant category supports Tennessee presenters by providing grant funds up to $5,000 to offset the costs of professional artist fees for performing artists and groups that present to the public and offer an educational component with their engagement. Applications may be considered under one or both of the following project priorities. Project Type - Transition from Provisional License to Annual License: To transition to an annual license, provisional licensees must meet all regulatory requirements in Title 3 of the California Code of Regulations, sections 8102, 8105, and 8106. Eligible activities under this project type include, but are not limited to: cleanup, remediation, and restoration, professional services, consulting, and infrastructure related to cleanup, remediation, and restoration. Eligible costs include but are not limited to: compliance costs (except the ineligible costs described above); meeting the avoidance, minimization, or mitigation requirements approved in the project’s CEQA document; or county permitting requirements. If the applicant is representing a provisional license cultivator, actions outlined must lead to the issuance of an annual license or lead to on-the-ground implementation that will result in the issuance of an annual license from the licensing authority. Project Type - Sustainable Cannabis Cultivation Practices: Sustainable cannabis cultivation practices should alleviate direct and indirect environmental impacts of cannabis cultivation and enhance environmental stewardship. Activities that may be eligible include but are not limited to: sustainable water consumption, sustainable waste management, integrated pest and disease management, erosion control, and/or riparian protection. Qualified Cultivator - The following qualified cultivator may be represented by an eligible applicant. The qualified cultivator being represented by the eligible applicant must at a minimum have a valid and active provisional license or annual license issued by the California Department of Food and Agriculture (CDFA; now the Department of Cannabis Control). Bus. & Prof. Code, § 26050.2 et seq.). Priority will be given to qualified cultivators with ownership and/or financial interest in no more than 10,000 square feet of total canopy. However, cultivators with ownership and/or financial interest accumulating between 10,000-20,000 square feet of total canopy may still qualify. All proposed projects must benefit qualified cultivators as defined below. Qualified cultivation license types are: Specialty cottage:-“Specialty Cottage Outdoor” is an outdoor cultivation site with up to 25 mature plants.-“Specialty Cottage Mixed-Light Tier 1” only, is a mixed-light cultivation site with 2,500 square feet or less of total canopy Specialty:-“Specialty Outdoor” is an outdoor cultivation site with less than or equal to 5,000 square feet of total canopy, or up to 50 mature plants.-“Specialty Mixed-Light Tier 1” only, is a mixed-light cultivation site between 2,501 and 5,000 square feet of total canopy. Small:- “Small Outdoor” is an outdoor cultivation site between 5,001 and 10,000 square feet of total canopy.- “Small Mixed-Light Tier 1” only, is a mixed-light cultivation site between 5,001 and 10,000 square feet of total canopy. “Mixed-light Tier 1” is without the use of artificial light or the use of artificial light at a rate above zero, but no more than six watts per square foot.

The Energy Transition Navigators Program will provide outreach and recruitment for the Climate and Equitable Jobs Act (CEJA) workforce and contractor programs. The Department seeks to contract with the community-based provider(s) (“Navigator Teams”) to connect people to the CEJA workforce and contractor programs. Navigator Teams will provide outreach and recruitment services to eligible populations to ensure they are aware of and engaged in the statewide and local workforce and contractor development programs.

Restricted to California nonprofit organizations that are described under Section 501(c)(3) of the Internal Revenue Code of 1986 (IRC) and exempt from tax under Section 501(a) of such code. The Internal Revenue Service (IRS) does not require certain organizations such as churches, mosques, and synagogues to apply for and receive recognition of exemption under Section 501(c)(3) of the IRC. Such organizations are automatically exempt if they meet the requirements of Section 501(c)(3).
