State Capacity Building Grants

The 4-H Reimbursement Program is designed to support county 4-H organizations in Pennsylvania by reimbursing a portion of their annual expenses for activities that promote leadership development. The program classifies organizations into four tiers based on membership, offering base funding plus additional per-member reimbursement. Tier 1 organizations with up to 1,000 members receive $1,000 plus $1.50 for each traditional member and $1.00 for each school enrichment/special interest member. Tier 2 covers 1,001 to 2,000 members with $2,500 base funding; Tier 3 includes 2,001 to 3,000 members with $3,000 base funding; and Tier 4 supports over 3,001 members with $3,500 base funding, with a maximum reimbursement of $9,000. The program aims to support the overall activities of the 4-H organizations, including public speaking, judging contests, scholarships, and administrative costs, among others. The Underserved Farmer to Farmer grant program, managed by the Iowa Department of Natural Resources (DNR) with funding from the Environmental Protection Agency’s Gulf of Mexico division, is a $3 million, 5-year initiative. The Tennessee Wildlife Resources Agency has grants available for aquatic stream clean-up projects across the state. The program assists cities, schools, community organizations, civic groups, watershed organizations, and conservation groups with stream clean-up projects. Five grants, at a maximum of $1,000 each, are available for each of TWRA’s four regional Aquatic Habitat Protection regions (a total of $5,000 per region). The grant money could be used to buy supplies such as rakes, work gloves, and garbage bags. Also, it could be used to pay disposal fees for solid waste and tire removal or to provide promotional items like project advertisements or T‑shirts and refreshments for volunteer support. The funds will be obligated as grants, so the grantee must have a nonprofit tax number. Grant proposals should include the applicant organization’s name, tax ID number, address, phone, and name of a contact person authorized to enter into a contractual agreement on behalf of the organization. The proposal should also include the name of the stream, the county or counties involved, and the project area and description.

READY Community Foundations, part of ARC's READY Appalachia initiative, offers no-cost training to community foundations in Appalachia. Participants will build skills in financial management, fundraising, grantmaking, and strategic planning. Eligible foundations can apply for up to $25,000 in funding to implement capacity-building projects post-training. Applications are due by July 5, 2024.

The Defense Economic Adjustment Assistance Grant Program (DEAAG) is an infrastructure grant program aimed at supporting defense communities in Texas affected by changes in Department of Defense activities. Utilizing CMP funds from the federal CMS, facilities will apply to obtain this grant to provide the Head-to-Toe Infection Prevention training in long-term care facilities. In an effort to support the maintenance of cognitive and mobility skills, the Illinois Department of Public Health, Office of Healthcare Regulation (OHCR) announces an opportunity for certified facilities to submit applications to implementation changes to increase the quality of life within their facility. This grant seeks to provide facility staff training in the areas of; (1) wound treatment and care, (2) skin & oral care, (3) urinary care, and (4) adapting care to fit each resident. The grantee will utilize the Head-To-Toe Infection Prevention provided by IDPH which, by addressing each of these topics, the overall quality of life within Long Term Care facilities will increase. Through Civil Monetary Penalty (CMP) funds provided by the Civil Money Penalty Reinvestment Program (CMPRP) through the federal Centers for Medicare & Medicaid Services (CMS), IDPH OHCR is able to fund opportunities such as this and others that benefit residents in long-term care (LTC) facilities. Assistance is tailored to issues which present in multiple facilities throughout Illinois. It seeks to build quality care and experiences in LTC facilities to residents as well as provide staff with training to ensure improved care. Through this funding, the facility would be reimbursed for cost of the materials produced for the training of facility staff. Funds can only be used for the production and distribution of training materials for facility staff. The participating facilities will quarterly of its sessions to the IDPH CMPRP Specialist the aforementioned information to gauge the viability of utilizing a similar program in other LTC facilities. The Illinois Department of Public Health places health equity as a top priority. Health equity is the “basic principle of public health that all people have a right to health”. Health equity exists when all people can achieve comprehensive health and wellness despite their social position or any other social factors/determinants of health. Most health disparities affect groups marginalized because of socioeconomic status, race/ethnicity, sexual orientation, gender, disability status, geographic location, or some combination of these. People in such groups not only experience worse health but also tend to have less access to the social determinants or conditions (e.g., healthy food, good housing, good education, safe neighborhoods, disability access and supports, freedom from racism and other forms of discrimination) that support health…. Health disparities are referred to as health inequities when they are the result of the systematic and unjust distribution of these critical conditions. The department’s efforts are committed to addressing health through an equity lens by empowering communities who have been historically marginalized and developing intervention strategies with the end goal of furthering health equity among all Illinoisans.

The Public Art Forward grant, made possible by the Forward family and administered by the Arts Council of the Valley (ACV), aims to support the creation and installation of new public art in downtown Harrisonburg annually through 2025. The grant period for projects runs from June 17, 2024, to January 31, 2025. Key focuses include supporting emerging and established artists in the creation of new public works and ensuring that the funded projects are in compliance with accessibility standards, as indicated by the explicit exclusion of events whose sponsors are not compliant with the Americans with Disabilities Act. Expected outcomes include a vibrant downtown Harrisonburg with new public art installations each year, increased community engagement with the arts, and opportunities for local artists to showcase their work. Measurable results would involve the number of new public art pieces installed, the reach and visibility of these artworks within the community, and the successful completion of projects within the specified grant period.
