The Oregon Department of Energy's Energy Efficiency and Conservation Block Grant (EECBG) Program aims to reduce fossil fuel emissions, decrease overall community energy use, and improve energy efficiency across various sectors including transportation and buildings. This initiative is aligned with a broader mission to build a clean and equitable energy economy, specifically prioritizing disadvantaged communities and promoting equity and inclusion in workforce development and deployment activities. The program seeks to solicit subgrant applications from eligible local governments not already receiving direct EECBG formula grants from the U.S. Department of Energy, through a rolling selection process. The primary beneficiaries of this grant program are Oregon units of local government and the communities they serve. The impact goals are centered on environmental sustainability and maximizing benefits to communities. Key objectives include reducing fossil fuel emissions in an environmentally sustainable manner, reducing a community's total energy use, and improving energy efficiency in transportation, buildings, and other sectors. A significant focus is placed on the Justice40 Initiative, ensuring that disadvantaged communities are prioritized in the transition to a clean energy economy. The program prioritizes projects related to energy efficiency, renewable energy, and transportation. The Oregon Department of Energy has approximately $1.2 million available for these grants, with individual grant amounts ranging from a minimum of $50,000 to a maximum of $100,000 for qualifying communities. The strategic priorities are clearly outlined through the objectives, emphasizing a holistic approach to energy conservation and equitable distribution of benefits. Expected outcomes include a measurable reduction in fossil fuel emissions and total energy consumption within participating communities. Improved energy efficiency in various sectors and the creation of equitable workforce opportunities in the clean energy sector are also anticipated. The grant duration for projects is generally 24 months from the date of the Performance Agreement, allowing sufficient time for implementation and completion of the energy-saving initiatives.

The Town of St. Johnsbury's 2024-25 Rental Housing Improvement Program is a reimbursement grant designed to encourage landlords to enhance rental housing within St. Johnsbury. The program aims to create more livable, sustainable, and marketable rental units for all residents. It strongly encourages improvements related to Universal Design, energy efficiency, and Fire Life and Safety, aligning with a broader mission to improve the quality of life and housing standards in the town. The primary beneficiaries of this program are landlords who own existing residential rental housing units or who will establish new rental-ready units in St. Johnsbury. Indirectly, the program benefits all tenants within St. Johnsbury by providing improved, safer, and more sustainable housing options. The impact goals are to increase the overall quality and marketability of rental units, address housing deficiencies, and promote responsible property ownership and maintenance. The program prioritizes capital improvement projects. Specifically, it encourages Universal Design modifications, energy efficiency upgrades, and improvements that enhance fire life and safety. These areas of focus are intended to maximize the positive impact on residents' well-being and to contribute to the long-term sustainability of the housing stock. A 1:1 cash match is required from the property owner for all grants, ensuring a shared investment in property improvement. Expected outcomes include a significant increase in the number of improved rental units that meet higher standards of livability, sustainability, and marketability. Measurable results will include the completion of approved capital improvement projects, with each unit eligible for a maximum grant of $6,000, and a single property owner able to receive up to three awards per year. The program ensures accountability through a detailed application process requiring budget estimates, inspections by the Town Code Compliance Officer, and adherence to various property and tax requirements before funds are released.

When oil spills impact our natural, cultural and historic, and publicly owned resources, we work with other federal, state, and local agencies and tribes to restore those resources to pre-spill conditions. The Coastal Protection Fund (CPF) was created as a way to fund restoration and enhancement projects and studies with money collected through oil spill penalties and natural resource damage assessments. Since 1993, over 125 restoration projects have been funded by the Coastal Protection Fund Spills Program sub-accounts. Amount of funding available: Variable. Funding awards depend on revenue from damage assessment claims and oil spill penalties. Maximum available funding is usually between $100,000 and $400,000. Grant award limit: To maximize available funding, the typical grant award ranges from $10,000 to $50,000. Amount of matching funds required: There are no recipient match or cost-share requirements, since Spills CPF grants provide 100 percent of project Total Eligible Cost. Spills CPF grants also can help meet match requirements for other state grants.
