Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

The Washington Wildlife and Recreation Program provides funding for a broad range of land conservation efforts, from conserving natural areas near big cities to protecting the most pristine and unique collections of plants in the state, including some of last remaining plant species in the world. The Washington Wildlife and Recreation Program was envisioned as a way for the state to accomplish two goals: acquire valuable recreation and habitat lands before they were lost to other uses and develop recreation areas for a growing population. This landmark legislation passed in 1990 and the grant program's continued funding have come about through the support of governors, the Legislature, and groups such as the many organizations comprising the Washington Wildlife and Recreation Coalition.

When oil spills impact our natural, cultural and historic, and publicly owned resources, we work with other federal, state, and local agencies and tribes to restore those resources to pre-spill conditions. The Coastal Protection Fund (CPF) was created as a way to fund restoration and enhancement projects and studies with money collected through oil spill penalties and natural resource damage assessments. Since 1993, over 125 restoration projects have been funded by the Coastal Protection Fund Spills Program sub-accounts. Amount of funding available: Variable. Funding awards depend on revenue from damage assessment claims and oil spill penalties. Maximum available funding is usually between $100,000 and $400,000. Grant award limit: To maximize available funding, the typical grant award ranges from $10,000 to $50,000. Amount of matching funds required: There are no recipient match or cost-share requirements, since Spills CPF grants provide 100 percent of project Total Eligible Cost. Spills CPF grants also can help meet match requirements for other state grants.

Our Water Quality Combined Funding Program is an integrated funding program for projects that improve and protect water quality throughout the state. The program combines grants and loans from state and federal funding sources. We also provide technical assistance to program applicants to help them navigate this process. We have one combined funding cycle, one application, one competitive rating process, and one list of funding offers. Applicants submit just one application for all of the funding sources under the Water Quality Combined Funding Program. Amount of funding available: Varies based on the state budget — ranges from $100 million to $200 million annually. Grant award limit: Varies depending on funding source and project type. See the current funding year guidelines below for more information. Amount of matching funds required: Depends on the funding source you receive, can be up to 25 percent match required.

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. The Public Works Board awarded funding for its most recent construction cycle at its September 8, 2023 meeting. View the full list of awardees and applicants in Box. The Board anticipates opening its next construction funding cycle in Spring 2024. The Public Works Board (Board) is authorized by state statute (RCW 43.155). Its purpose is to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create infrastructure.

The farmland preservation grant program provides funding to buy development rights on farmlands to ensure they remain available for farming in the future. Grant recipients also may use some of the funding to restore natural functions to improve the land's viability for farming. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to buy land for outdoor recreation and wildlife conservation, to keep pace with a growing population. In 2005, the state Legislature expanded the Washington Wildlife and Recreation Program to include preservation of significant farmland.

Forestland preservation grants provide funding to lease or buy voluntary land preservation agreements (also called conservation easements) for forests to ensure they remain available for timber production in the future. Grant recipients also may use some of the funding to restore habitats in forests. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to conserve land for outdoor recreation and wildlife, to keep pace with a growing population. In 2016, the Legislature expanded the Washington Wildlife and Recreation Program to include preservation of forestland with the goal of supporting working forests that also provide habitat for wildlife, environmental benefits, and public access.

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) anticipates soliciting applications for the Family Self-Sufficiency Demonstration Development (FSSDD) Continuation Awards. FSSDD award recipients who participated in the initial awards (HHS-2021-ACF-OPRE-PE-1944) are eligible to apply for the cooperative agreements that are intended to build the capacity of human services organizations to strengthen and evaluate coordinated, client-centered approaches to improving family self-sufficiency.The FSSDD funding has two main purposes. The first purpose is for recipients to contribute to the evidence on interventions serving low-income families with children who are eligible for or at risk of becoming eligible for Temporary Assistance for Needy Families (TANF).The second purpose is for recipients to increase their internal research and evaluation capacity to develop and implement evidence-informed programming that improves participant outcomes.During the initial awards, recipients conducted foundational evaluation capacity-building activities relevant to their interventions. During this continuation, award recipients will move towards formalizing, implementing, and testing the interventions developed during the initial award to determine if the interventions can be implemented with fidelity and demonstrate promise as evidenced through positive participant outcomes. Recipients will be required to work with a federally funded, third-party technical assistance provider.

Summary – In accordance with the Workforce Innovation and Opportunity Act (WIOA), the new four-year NFJP grant cycle went into effect on July 1, 2020. The Employment and Training Administration (ETA) is issuing this TEGL to notify NFJP grantees of PY 2023 grant allotments and to provide instructions for submitting required documents. Grantees must submit required documents, including program plans and budget documents. NFJP grantees approved to serve youth in PY 2022 and who met their youth enrollment goals may also apply for additional youth funding via this TEGL. Please see the summary provided in section 3(c). ETA is using a streamlined application process for these funds and limiting the competition to existing NFJP grantees who were both approved to serve youth in PY 2022 and met 100 percent of their youth enrollment goals. To confirm if a grantee met their youth enrollment targets, ETA will use the rolling four quarters performance report for the cohort period 1/1/2022 – 12/31/2022. These additional funds will enable successful applicants to enhance the delivery of youth workforce investment activities described in the NFJP regulations at 20 CFR 685.310 to eligible MSFW youth, which include the activities described for the WIOA Youth program in WIOA section 129 and 20 CFR 681.460. This funding provides additional resources so that selected NFJP grantees can increase access to education and provide career services and training that result in good quality jobs for MSFW youth, which advances the Department’s youth strategy called Youth Employment Works. The purpose of this Global-X Challenge is to discover, and ultimately provide a catalyst through a research grant, for subsequent development and delivery of revolutionary capability to the U.S. Navy and Marine Corps, the commercial marketplace, and the public. The expected outcomes of this Global-X Challenge are promising, potentially game-changing, concepts whose technology maturity may be accelerated under separate follow-on technology development efforts. ONR Global is interested in promising concepts to achieve revolutionary capability advances with both military and commercial value in the multidisciplinary technology challenge areas described below. Specifically excluded are existing commercial systems or products, technical approaches already funded by existing research programs, or research that provides evolutionary improvements to existing technology. ONR Global recognizes that international scientists and engineers conduct creative and novel research. This Global-X Challenge provides an opportunity for these international researchers to collaborate, generate revolutionary ideas and show proof of concept these ideas will succeed. ONR Global invites outstanding international researchers to form multi-national, multidisciplinary teams to address one or more of these capability challenges. The United States Agency for International Development in Vietnam (USAID/Vietnam) is seeking applications for a Cooperative Agreement from qualified entities to implement the USAID Climate Resilient Agriculture in the Mekong Delta Activity. Eligibility for this award is not restricted. The authority for the NOFO is found in the Foreign Assistance Act of 1961, as amended. In June 2022, USAID/Vietnam and the Vietnamese Ministry for Agriculture and Rural Development (MARD) signed a Limited Scope Grant Agreement, entitled Climate Resilient Agriculture in the Mekong Delta. The Agreement lays out how USAID and MARD intend to collaborate to increase climate resilience, reduce methane emissions from the agriculture sector, increase sequestration of greenhouse gas emissions in the Mekong Delta, and protect biodiversity through four approaches: (1) expand low methane emission agricultural development; (2) build climate resilience for vulnerable communities; (3) promote nature-based solutions; and (4) develop climate-resilient and low-emission development policies. The purpose of the USAID Climate Resilient Agriculture in the Mekong Delta Activity is to support implementation of the Limited Scope Grant Agreement with MARD.
