This RFA implements program activities set forth in the Texas General Appropriations Act (GAA), Article VII-49, Rider 50, 88th Texas Legislature, Regular Session (2023). The GAA includes the following requirements: 1) the number of persons served by a qualifying entity in the program year must be no fewer than seven hundred (700) unique individuals; 2) the number of persons served by a qualifying entity who have obtained Regular Employment at or above one hundred and twenty-five percent (125%) of federal poverty income guidelines must be no less than fifty percent (50%) of the total number of individuals returned to the workforce; and 3) the number of employers who will commit to hiring individuals upon exit of the program must be no fewer than one hundred (100) employers.

This program provides funding to support research hubs that enhance the academic and professional success of low-income students pursuing careers in STEM fields across the United States.

The purpose of this solicitation is to fund applied research to increase California’s hydropower generation through precipitation enhancement (cloud seeding). Research funded by this solicitation will foster cost-effective, robust approaches to manage anticipated needs for zero-carbon, fast-ramping resources in the context of a rapidly evolving energy system and climate change.; The proposed research contributes to implementation of the Electric Program Investment Charge (EPIC) 2021-2025 Investment Plan and responds to the strategic objective: “Inform California's Transition to an Equitable, Zero-Carbon Energy System that is Climate-Resilient and Meets Environmental Goals” (Chapter 7). Specifically, this solicitation supports the topic 44 within the Climate Resilience Initiative: “Integrating Climate Resilience in Electricity System Planning.” Hydroelectric power is an important source of zero-carbon, dispatchable power in California. It is a critical element of the state’s electricity system and in-state generation, providing peaking reserve, spinning reserve, and load following capacity, as well as transmission line support (Somani, et al., 2021). The percentage of the state’s electricity supplied by hydropower varies, as hydropower resources are strongly dependent on magnitude and timing of snowmelt runoff and rainfall. Between 2012 and 2021, hydropower (including in-state generation and imports) provided an average of 9 percent of California’s total energy mix (California Energy Commission 2022). As the state continues to contend with drought and other climate-driven impacts on water and hydropower resource availability, as well as develop more sustainable water management practices (California Water Action Plan, 2014), the proposed research will support opportunities for increasing and sustaining hydropower generation. Specifically, the research will contribute to more effective precipitation enhancement (cloud seeding) strategies.

This grant provides funding for researchers exploring the fundamental properties of living systems at the molecular and cellular levels, encouraging innovative projects that integrate various scientific disciplines and methodologies.

The Wisconsin Forest Landowner Grant Program (WFLGP) WFLGP program [PDF] is a cost share program offered by the Wisconsin Department of Natural Resources (DNR). It is designed to assist woodland owners in protecting and enhancing their woodlands. This program reimburses woodland owners up to 50% of the cost of eligible practices. Grant amounts are based on the type of project and number of acres to be completed.

The goal of the Landowner Incentive Program (LIP) is to help private landowners create and manage habitat for species that are rare or declining. The program provides management advice, assistance with management plans and cost share funding to individuals and organizations on private lands — with a focus on the Driftless Area of Wisconsin. The LIP is a cost-share program, and the DNR can reimburse a landowner for up to 75% of the cost for the on-the-ground practices that are involved in the management of the project

Expenditures of the Multi-Use Roadway Safety Account may be used only for: (a) counties to perform safety engineering analysis of mixed vehicle use on any road within a county; (b) local governments to provide funding to install signs providing notice to the motoring public that (i) wheeled all-terrain vehicles (WATV) are present or (ii) wheeled all-terrain vehicles may be crossing; (c) the state patrol or local law enforcement for purposes of defraying the costs of enforcement of this act; (d) law enforcement to investigate accidents involving wheeled all-terrain vehicles. Funds may be used on any road owned by local, state and federal government agencies provided that the agency has authorized use of the road for wheeled all-terrain vehicles. The commission is accepting applications to fund projects that will eliminate or mitigate public safety hazards at railroad crossings and along railroad rights-of-way in Washington. The commission administers the Grade Crossing Protective Fund (GCPF) to provide grants to railroad companies, local governments, and other entities that propose to make safety improvements at a railroad crossing or along a railroad right-of-way. Funding is also available for safety improvements at passive (no lights and gates) public railroad crossings and for implementing other safety projects. The commission will consider and select projects for funding based on: The relative severity of the hazard being addressed. The safety benefits resulting from a project. The costs of implementing a project. Geographic diversity. Public equity. Available funds. Railroad companies regulated by the commission must be in compliance with all state laws and rules in order to be considered for grant funding.

The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. Programs include: The Individual Assistance Program (IA): IA is the Federal Emergency Management Agency (FEMA) program to support individual and business recovery and is authorized through a Presidential Major Disaster Declaration. The IA program has multiple components including cash assistance and crisis counseling, a detailed declaration process and benefits that vary depending on several factors. The Small Business Administration (SBA) Disaster Loan Program: SBA disaster loans are available even without a Presidential Disaster Declaration and are a great tool to provide low-interest loans to individuals, families, businesses and organizations that suffer physical or economic loss due to a disaster or other disruption. Limited English Proficiency Program: The LEP program supports language accessibility for individuals, families and businesses by working with state and local governments and community organizations to promote preparedness activities in communities around the state. The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

This federal grant program provides funding to develop and renovate boating facilities targeting guest recreational boats 26 feet and larger. Grants also may be used for boater education. Funding comes through the U.S. Fish and Wildlife Service from federal gas taxes deposited in the federal Aquatic Resources Trust Fund.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

When oil spills impact our natural, cultural and historic, and publicly owned resources, we work with other federal, state, and local agencies and tribes to restore those resources to pre-spill conditions. The Coastal Protection Fund (CPF) was created as a way to fund restoration and enhancement projects and studies with money collected through oil spill penalties and natural resource damage assessments. Since 1993, over 125 restoration projects have been funded by the Coastal Protection Fund Spills Program sub-accounts. Amount of funding available: Variable. Funding awards depend on revenue from damage assessment claims and oil spill penalties. Maximum available funding is usually between $100,000 and $400,000. Grant award limit: To maximize available funding, the typical grant award ranges from $10,000 to $50,000. Amount of matching funds required: There are no recipient match or cost-share requirements, since Spills CPF grants provide 100 percent of project Total Eligible Cost. Spills CPF grants also can help meet match requirements for other state grants.

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. The Board anticipates opening its next construction funding cycle in Spring 2024. The Public Works Board (Board) is authorized by state statute (RCW 43.155). Its purpose is to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create infrastructure.

This grant provides funding for researchers to create and strengthen international collaborations that enhance scientific research and develop a diverse workforce skilled in leading multi-team projects across various disciplines.

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) anticipates soliciting applications for the Family Self-Sufficiency Demonstration Development (FSSDD) Continuation Awards. FSSDD award recipients who participated in the initial awards (HHS-2021-ACF-OPRE-PE-1944) are eligible to apply for the cooperative agreements that are intended to build the capacity of human services organizations to strengthen and evaluate coordinated, client-centered approaches to improving family self-sufficiency.The FSSDD funding has two main purposes. The first purpose is for recipients to contribute to the evidence on interventions serving low-income families with children who are eligible for or at risk of becoming eligible for Temporary Assistance for Needy Families (TANF).The second purpose is for recipients to increase their internal research and evaluation capacity to develop and implement evidence-informed programming that improves participant outcomes.During the initial awards, recipients conducted foundational evaluation capacity-building activities relevant to their interventions. During this continuation, award recipients will move towards formalizing, implementing, and testing the interventions developed during the initial award to determine if the interventions can be implemented with fidelity and demonstrate promise as evidenced through positive participant outcomes. Recipients will be required to work with a federally funded, third-party technical assistance provider.
