The United States Agency for International Development in Vietnam (USAID/Vietnam) is seeking applications for a Cooperative Agreement from qualified entities to implement the USAID Climate Resilient Agriculture in the Mekong Delta Activity. Eligibility for this award is not restricted. The authority for the NOFO is found in the Foreign Assistance Act of 1961, as amended. In June 2022, USAID/Vietnam and the Vietnamese Ministry for Agriculture and Rural Development (MARD) signed a Limited Scope Grant Agreement, entitled Climate Resilient Agriculture in the Mekong Delta. The Agreement lays out how USAID and MARD intend to collaborate to increase climate resilience, reduce methane emissions from the agriculture sector, increase sequestration of greenhouse gas emissions in the Mekong Delta, and protect biodiversity through four approaches: (1) expand low methane emission agricultural development; (2) build climate resilience for vulnerable communities; (3) promote nature-based solutions; and (4) develop climate-resilient and low-emission development policies. The purpose of the USAID Climate Resilient Agriculture in the Mekong Delta Activity is to support implementation of the Limited Scope Grant Agreement with MARD. The goal of the Activity is to advance low-emissions, climate-resilient agricultural livelihoods combined with biodiversity conservation to support carbon sequestration, healthy ecosystems, and resilience of vulnerable communities in the Mekong Delta. This Activity will build capacity of and develop tools for the related stakeholders at national and subnational level to help the most vulnerable communities in the Mekong Delta adapt to climate change impacts, protect and restore natural ecosystems, and reduce methane emission from agriculture practices. When oil spills impact our natural, cultural and historic, and publicly owned resources, we work with other federal, state, and local agencies and tribes to restore those resources to pre-spill conditions. The Coastal Protection Fund (CPF) was created as a way to fund restoration and enhancement projects and studies with money collected through oil spill penalties and natural resource damage assessments. Since 1993, over 125 restoration projects have been funded by the Coastal Protection Fund Spills Program sub-accounts. Amount of funding available: Variable. Funding awards depend on revenue from damage assessment claims and oil spill penalties. Maximum available funding is usually between $100,000 and $400,000. Grant award limit: To maximize available funding, the typical grant award ranges from $10,000 to $50,000. Amount of matching funds required: There are no recipient match or cost-share requirements, since Spills CPF grants provide 100 percent of project Total Eligible Cost. Spills CPF grants also can help meet match requirements for other state grants.

The Arizona Water Protection Fund (AWPF) is a competitive state grant program that provides funding to interested parties for the development and implementation of measures to protect water of sufficient quality and quantity to maintain, enhance, and restore river and riparian resources throughout Arizona (including projects that benefit fish and wildlife that are dependent on these important resources), and measures to increase water availability and supply. Financial Notes: Matching funds are not required to be eligible for AWPF funding; however, projects that do include matching funds typically receive higher consideration.   Administrative costs must be limited to a maximum of 5% of the total AWPF project funds requested.  Subcontractors or consultants working on your project must also conform to the 5% administrative cost limit if you are paying them out of AWPF funds.   Payments are made on a cost reimbursement basis.  Appropriate documentation (e.g., receipts, invoices, reports, data, and photographs) will be required in order to receive reimbursement.   Adequate accounting practices and record keeping will be required.

The purpose of this Request for Information (RFI) is to 1) solicit feedback on the attached draft concept and 2) identify qualified organizations capable of implementing the activity. This RFI intends to offer the opportunity for interested individuals and organizations (private or non-profit) to provide comments and recommendations to help promote the recovery and resilience of marine biodiversity and coastal communities in the Western Indian Ocean. The level of funding anticipated to be allocated for this activity is anticipated to be between $5 and $20 million over a 5-year implementation period.This RFI is an attempt to reach out to the market in an effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses (comments, suggestions and enhancements) to this notice are not considered as applications and cannot be accepted by the Government to form a binding agreement. This is not a Request for Proposals (RFP) or a Request for Applications (RFA) and therefore should not be construed as a commitment by the U.S. Government or USAID to issue any solicitation or Notice of Funding opportunity, or ultimately award a contract or assistance agreement on the basis of this RFI. The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production in the United States and its territories. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to agricultural producers, into government technical manuals and guides, or to the private sector. CIG generally funds pilot projects, field demonstrations, and on-farm conservation research. On-farm conservation research is defined as an investigation conducted to answer a specific applied conservation question using a statistically valid design while employing farm-scale equipment on farms, ranches or private forest lands. The CIG program is not a NRCS producer financial assistance program. Project outcomes should benefit a region of a state or the entire state and not just benefit one farm. NRCS will prioritize projects that will implement climate-smart agriculture conservation activities which are targeted to assist agricultural producers and nonindustrial private forestland owners in directly improving soil carbon, reducing nitrogen losses, or reducing, capturing, avoiding, or sequestering carbon dioxide, methane, or nitrous oxide emissions, associated with agricultural production. All CIG projects must involve EQIP-eligible producers that meet EQIPs eligibility requirements listed in 7 CFR 1466.6(b)(1) through (3).
