The Preschool Development Grant is a three-year federal initiative designed to bolster Delaware's early childhood system, ensuring it is inclusive and integrated to support the development and learning of all children and their families from birth through age 5. With an $8 million award for its first year, following a $4.2 million PDG B-5 grant received in December 2018, the grant aims to provide high-quality early learning experiences and facilitate a smooth transition to kindergarten for children. Approximately $4.8 million of the grant is allocated to expand home-visiting services and state-funded preschool seats, while $3.2 million is dedicated to enhancing support for professionals, including technological advancements delayed by the pandemic. Key initiatives funded by the grant include expanding state-funded preschool programs, piloting the Family Connects home visiting model, updating family materials for resource and referral, enhancing workforce support for early childhood professionals, developing a mental health consultation program for home visitors, and updating the state’s strategic plans for a cohesive birth to five strategy.

The Opioid Abatement Fund Council (OAFC) seeks to combat opioid overdoses in Texas by awarding funds to implement a statewide program that will distribute the opioid overdose reversal medication naloxone where it is needed most, and provide related training, including airway clearance techniques. The Texas Legislature created the OAFC in 2021 to ensure funds collected through lawsuits against pharmaceutical companies are used fairly and efficiently to combat the opioid crisis in Texas. The OAFC is made up of 13 appointed experts and the Texas Comptroller of Public Accounts (CPA) as the non-voting presiding officer. Grant Amount: Up to $25 million Up to $25 million is available for this grant opportunity: approximately $18.75 million for the purchase of naloxone and providing related training, with nearly $3.13 million for administrative costs and another $3.13 million for interventions in targeted counties. The expected term of the grant agreement is an initial two years, with three possible two-year renewal periods for a total project length of eight years. The grant recipient will receive funds on a reimbursement basis. Eligibility Texas governmental entities, nonprofit organizations and any entity registered with the Texas Secretary of State and eligible to conduct business in Texas are eligible to apply. Funding will be awarded to one applicant to implement the program statewide, but applicants may use qualified subcontractors or subgrantees. Companies that paid funds or currently are involved in opioid abatement lawsuits are disqualified from applying. Applicants and subcontractors must also not be subject to the general disqualifications, such as being included on the CPA debarred vendor’s list or having a conflict of interest with the OAFC. Grant applicants may submit a written request for CPA’s preliminary review of any potential conflict of interest by March 18, 2024, to OAFC.nofa@cpa.texas.gov. Application and Award Process Applicants must complete an application form, including fully developed and detailed proposals and budgets, through the OAFC’s grant management system by May 7, 2024. The internet browser that works best with the grant management system is Google Chrome. A mobile app is also available. Applications will go through a multi-stage selection process, including a risk review and evaluation by an independent peer review panel. After the review process is complete, the OAFC will vote on the final grant award. The grant recipient will be required to submit timely detailed status reports that cover the grant recipient’s and any subgrantee’s performance, expenditures and any additional information requested by the OAFC. CPA may also conduct site visits during the project and after project completion to monitor progress and assess the effectiveness of the program.

This programs purpose is to support training programs that enhance and expand paraprofessionals knowledge and expertise, and to increase the number of peer support specialists and other behavioral health-related paraprofessionals who work on integrated, interprofessional teams in providing services to families impacted by OUD and other SUD. A special focus is on supporting children and adolescents in high need and high demand areas who have experienced trauma and are at risk for mental health disorders.

This is a special notice to provide information about the upcoming Notice of Funding Opportunity to establish APEX Accelerators in Fiscal Year 2025. The Procurement Technical Assistance Program (PTAP) was established by section 1241 of the Department of Defense (DoD) Authorization Act for Fiscal Year 1985 (Public Law 98-525) to expand the number of businesses capable of participating in government contracts. This funding opportunity provides financial support to water and power authorities, as well as nonprofit conservation organizations in the western U.S., to implement projects that enhance water efficiency, promote renewable energy, and improve sustainability in response to water scarcity and climate challenges.

White-nose syndrome (WNS) is a disease of hibernating bats caused by the invasive fungus Pseudogymnoascus destructans (Pd). WNS is confirmed in 12 bat species in North America, including three that are federally listed as threatened or endangered and one that is proposed to be listed. WNS has led to severe declines in multiple hibernating species of bats, although impacts vary among affected species and locations. Severity of the disease is unclear for multiple recently or not yet exposed species.The U.S. Fish and Wildlife Service (Service) is offering financial assistance to wildlife and natural resource management agencies and departments of states, the District of Columbia, and federally-recognized Native American Tribes for efforts related to the management of WNS. Since 2008, funding through the WNS Grants to States has led to critical information and resources for maximizing the benefits of bat conservation efforts. In 2019, this funding opportunity was extended to Tribes engaged in or seeking to engage in bat management and conservation efforts. The goal of this funding opportunity is to help our State and Tribal partners fulfill information needs, implement management actions for WNS and susceptible bat species, and actively engage in the National Response to WNS. Supported activities will include monitoring bat populations, implementing conservation actions for bats, supporting scientific information gathering, training personnel, managing WNS and the causative fungus, and maintaining expertise in bat conservation and management. With this solicitation, NIJ seeks applications for two categories of investigator-initiated research: (1) studies that examine how observed racial and ethnic disparities in the justice system might be reduced through public policy intervention at any point during the administration of justice and (2) studies that advance knowledge and practice, policy, or both regarding the intersections of race, ethnicity, crime, and justice within the United States. With this solicitation, NIJ seeks applications for investigator-initiated research in two priority areas from two different categories of investigators. The priority areas are: (1) studies that examine how observed racial and ethnic disparities in the justice system might be reduced through public policy intervention at any point during the administration of justice; and (2) studies that advance knowledge and practice, policy, or both regarding the intersections of race, ethnicity, crime, and justice within the United States. The two categories of investigators are: Category 1: W.E.B. Du Bois Scholars — Researchers who are advanced in their careers (awarded an academic or research doctorate terminal degree at least seven years prior to December 31, 2023) may apply for grants for research, evaluation, and mentoring of lessexperienced researchers. Category 2: W.E.B. Du Bois Fellows — Researchers who are early in their careers (awarded an academic or research doctorate terminal degree within seven years of December 31, 2023) may apply for grants for research and evaluation. Both categories of investigators may submit proposals under either priority area. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration Page 8 O-NIJ-2024-172018 will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any others must be proposed as subrecipients. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following technical areas: development of a nano-scale heterogeneous material synthesis on lattice mismatch substrates to realize defect-free multi-layer heterogenous junctions with atomically sharp surface/interface and atomically abrupt compositional transition. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. The Illinois Department of Commerce and Economic Opportunity issues a Notice of Funding Opportunity to establish an incentive grant program to attract new out of state events to Illinois when competing with other destinations. The program supports local development of competitive packages to secure events that generate hotel room nights and economic impact. The Older Americans Act (OAA) provides funding to States and Tribal Organizations to support a broad array of services that enable older adults to remain in their homes and communities and assist family and informal caregivers to care for their loved ones for as long as possible. The Integrated Atmospheric Deposition Network (IADN) was established in 1990 as a binational monitoring network between the U.S. Environmental Protection Agency (EPA) and Environment and Climate Change Canada (ECCC), in response to scientific evidence that demonstrated that input from the atmosphere is a significant source of many persistent toxic chemicals to the Great Lakes. Since 1990, IADN has monitored persistent toxic chemicals in vapor, particulates, and precipitation at both urban and rural sites across the Great Lakes basin. Master stations are in rural areas on four of the Great Lakes (Eagle Harbor, MI; Sleeping Bear Dunes, MI; Sturgeon Point, NY; ECCC Station: Point Petre, ON) to characterize the background basin-wide trends of persistent toxic chemical loadings to the lakes. Satellite stations are also located in two urban areas (Chicago, IL and Cleveland, OH) to better understand the contribution of large urban areas to persistent toxic chemical loadings to the Great Lakes. All stations are operated by EPA, except for Point Petre which is operated by ECCC. Funding for IADN is provided by the Great Lakes Restoration Initiative (GLRI or Initiative). The GLRI builds on the prior efforts of federal, state, and local agencies; Indian Tribes; businesses; public interest groups; interested citizens; and others to develop a collaborative and comprehensive approach to restoring the Great Lakes. With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects that inform policy and practice in the field of youth justice and delinquency prevention. Specifically, this solicitation seeks proposals for studies that advance knowledge and understanding in the following two categories: 1. Youth Justice Reinvestment Studies which evaluate the effectiveness, including cost-effectiveness, of youth justice system reforms and subsequent reinvestments into programs that serve youth in their communities. 2. Prevention and Intervention Program Effectiveness Studies which evaluate the effectiveness of school and community-based prevention and intervention programs.

With this solicitation, BJA seeks to support state, local, and tribal law enforcement and prosecution agencies, working with their partners, to investigate and prosecute unsolved cold case homicides suspected to have been racially motivated or otherwise associated with civil rights violations. This program is part of the Emmett Till Unsolved Civil Rights Crime Act, which seeks to address murder cases suspected to be racially motivated, that were committed before January 1, 1980. The program’s ultimate purpose is to bring closure to the victims’ families and the impacted communities, and to bring those responsible to justice.
