The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nations universities and research institutions to solve problems and generate opportunities in coastal communities. The American lobster (Homarus americanus) and its fishery continue to face significant environmental complexity and socio-economic uncertainty with far-reaching impacts for resource management and community resiliency. In 2022, the American lobster fishery landed approximately 119 million pounds of lobster worth $516 million dollars. This stands in stark contrast to the 2021 commercial harvest that landed 134 million pounds of lobster worth a record setting $924 million dollars. Recent surveys have detected a nearly 40% decline in young lobster recruitment from the important fishing areas of Georges Bank and the Gulf of Maine, signaling concern for the fisherys future and challenges for resource managers and lobster fishermen alike. While there are fluctuations each year that reflect environmental factors such as water temperature and economic conditions such as operational costs, the degree of volatility and uncertainty is without precedent. These impacts are particularly acute in the state of Maine, where approximately eighty percent of American Lobsters are landed each year and the lobster fishery is a major driver of the states marine economy and cultural identity. The Atlantic States Marine Fisheries Commissions 2020 stock assessment indicated record high stock abundance for American Lobster in the Gulf of Maine and Georges Bank and continued declines in southern New England. Additional analyses of landing data from the state of Maine show a downward trend from a high in 2016 of 132 million pounds to an annual average of 102 million pounds between 2019 and 2021. As ecosystem changes persist and the Gulf of Maine continues to warm, it is imperative that research, data, and observations document change, inform gaps, and help communities prepare for the future state of the American Lobster fishery. The American Lobster fisherys sustainability relies not only on the ecological understanding of the species in the face of environmental change but also the economic resiliency of the industry and the communities supported by the fishery. Expanding uses of the marine environment and anticipated management changes will have significant implications for future harvests, alter business models and shift how and where the lobster industry operates. Understanding the economic and social systems impacted by these changes can enhance the industry and communities capacity for resilience to impending environmental and resource management changes by mitigating negative impacts and supporting emerging opportunities. Research approaches that examine social systems and economic implications of regulatory/management changes are needed to fill a critical knowledge gap and inform integrated approaches to these complex issues impacting the lobster fishery. These include economic impact assessments, policy analyses, dimensions of community well-being, workforce diversification, as well as informal and formal governance structures. In FY24, consistent with its mission to enhance practical use and conservation in order to create a sustainable economy and environment, Sea Grants American Lobster Research Program will fund projects that address priority research needs to enhance our understanding of and address impacts to this significant, complex and dynamic fishery. Projects that involve partnerships among industry, State agencies, and/or academia, including but not limited to cooperative research or co-production, are strongly encouraged. Topics suitable for investigation on American lobster and its fishery under this Notice of Funding Opportunity (NOFO) should have a geographic focus on the Gulf of Maine, Georges Bank, and/or southern New England and address one or more of the following funding priorities: Life history parameters under changing climate conditions, including but not limited to temperature, growth, and mortality Species distribution and abundance in response to environmental change, including but not limited to deep water settlement Impacts of environmental change and/or economic uncertainty on social systems, including but not limited to dimensions of community well-being, formal and informal governance structures, and workforce diversification Economic implications of policy and potential regulatory changes and/or other future resource management actions Sea Grant anticipates having up to $2 million dollars to fund a diversity of projects with funding requests up to $600,000 dollars in FY24. Projects may be one or two years in duration with a maximum of two years. All projects must take place within the United States or territories or their respective waterways. Applicant organizations must complete and maintain three registrations to be eligible to apply for or receive an award. These registrations include SAM.gov, Grants.gov, and eRA Commons. All registrations must be completed prior to the application being submitted. The complete registration process for all three systems can take 4 to 6 weeks, so applicants should begin this activity as soon as possible. Prior to registering with eRA Commons, applicant organizations must first obtain a Unique Entity Identifier (UEI) from SAM.gov, if needed (refer to Section IV. Organizations can register with eRA Commons in tandem with completing their full SAM and Grants.gov registrations; however, all registrations must be in place by time of application submission. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application. The purpose of this initiative is to support research to improve health and promote health equity in rural populations. Rural populations experience high rates of many causes of morbidity and disability, and high and increasing rates of premature death. Meaningful and sustained improvements in the health of rural populations require effective solutions to address the underlying causes. Applications responding to this Notice of Funding Opportunity (NOFO) should develop, adapt, or implement intervention strategies addressing social determinants of health (SDOH) to improve health and promote health equity in rural populations. This funding opportunity encourages studies that use a wide range of methodological approaches that enhance access to, and acceptability and effectiveness of, interventions in rural populations, such as community-engaged research approaches that build on the strengths of rural communities.

The purpose of this notice is to solicit applications for the Innovative Finance and Asset Concession Grant Program (IFACGP or the Program). Up to $57.72 million will be awarded on a competitive basis to assist eligible public entities in facilitating and evaluating public-private partnerships and exploring opportunities for innovative financing and delivery for eligible transportation infrastructure projects, including highway, transit, passenger rail, certain freight facilities, certain port projects, rural infrastructure projects, airports, and transit-oriented development projects. This notice will award funding from Fiscal Years 2022, 2023, and 2024. Eligible applicants for this Program are public entities that own, control, or maintain assets that could be developed into enhanced assets. The Indiana Office of Energy Development seeks proposals for Empowering Energy Partnerships in Indiana Communities to address energy needs at a community or regional scale. The program supports comprehensive solutions aligned with the state’s pillars of reliability, resiliency, stability, affordability, and environmental sustainability, and encourages partnerships with measurable public benefits. Eligible project topics include energy efficiency such as building upgrades and energy management technologies, alternative fueling and charging infrastructure that is publicly accessible, energy security and reliability including backup generation, microgrids, and cybersecurity, and clean energy resources such as solar, storage, geothermal, wind, and biomass. Vehicle purchases and certain high speed charging are not allowable under program rules. Projects should also demonstrate connections to state priorities such as economic development, workforce development, education, and public safety. Eligible entities include local units of government, nonprofit organizations, for profit entities, and institutions of higher education that are Indiana based and registered federally and with the state. Approximately 2,500,000 dollars is available, with anticipated awards averaging 300,000 to 500,000 dollars for project periods of up to three years. One proposal per eligible entity is allowed; applicants may coordinate regional submissions but cannot make tiered subawards. Applications are due May 1, 2024 through the state’s process. The United States Department of the Interior (Department), Bureau of Reclamations (Reclamation) Snow Water Supply Forecasting Program (Program) aims to improve the skill of water supply forecasts via enhancing snow monitoring through the deployment of emerging technologies to complement existing monitoring techniques and networks. This new program was authorized in December 2020 by P.L. 116-260, Sec. 1111, Snow Water Supply Forecasting Program Authorization Act. The program was authorized for FY 2022 -FY 2026.Reservoir operations and related water management decisions rely on estimates of current and future water availability. These estimates depend on technologies to observe basin conditions such as snowpack. In many Western basins, snowpack and subsequent snowmelt runoff constitutes a significant portion of the annual water supply. Accordingly, monitoring snowpack is of great interest to water managers and water users alike. Traditionally, basin snowpack information is based on a sparse network of observing stations across large watersheds. These networks provide high quality information at station locations but extrapolating that information to an entire watershed is a challenge. This challenge, in large part, motivates the Program.As such, the NOFO invites proposals from eligible applicants that are invested in and capable of demonstrating emerging or deploying existing snow monitoring technologies and/or use of snow monitoring data to enhance water supply forecast skill. Considering this and the Acts emphasis on partner agency coordination, strong applications will have partnerships with water management and forecasting entities to facilitate transfer of knowledge, foster use of data in forecasts, and evaluate utility of information for informing water management decisions. This supports Department of the Interior priority of addressing the drought crisis by providing water managers the best available information to inform the management of this scarce and critical resource.In Phase I, applicants submit technical proposals in the required format and length as specified in Section D.2.1.4 Project Proposal as well as with the required content. Submission to Phase I is required for Phase II consideration.Reclamations application review committee (ARC) will select a set of highly qualified applications from Phase I to move to Phase II of the application process. Submission to Phase I is required for Phase II consideration. If the selected applicants are not present for Phase II, their proposals are automatically disqualified from proceeding further and will be ineligible for an award. Phase II will entail a 30-minute virtual (web meeting) project/proposal pitch presentation to a review panel, followed by 20 minutes of question and answer with the review panel. With this solicitation, NIJ seeks rigorous, applied evaluative research on: (1) police training; (2) police accountability policies and practices; (3) investigative practices to enhance clearance rates; and (4) police officer health and wellness programs. Successful applicants should propose the most rigorous design to answer their proposed research questions. NIJ will consider research designs that include qualitative, quantitative, and mixed methods designs. Randomized controlled trials (RCTs) and strong quasi-experimental designs are required for proposals to conduct outcome evaluations. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any Page 8 O-NIJ-2024-172011 others must be proposed as subrecipients. The Office of Minority Health announces the anticipated availability of funds for Fiscal Year (FY) 2024 under the authority of 42 U.S.C. 300u-6 (Section 1707 of the Public Health Service Act).This notice solicits applications for projects to demonstrate that community level innovations that reduce barriers related to social determinants of health (SDOH) can increase use of preventive health services and make progress toward Leading Health Indicator (LHI) targets. LHIs are a subset of high priority Healthy People 2030 (HP2030) objectives selected to drive action toward improving health and well-being. SDOH are described in HP2030 as conditions in the environments where people are born, live, learn, work, play, worship, and age that affect a wide range of health, functioning, and quality-of-life outcomes and risks.We anticipate the availability of $8,000,000 for up to 14 awards, ranging from $475,000 to $600,000 annually, for a period of performance of up to 48 months. Recipients will be required to report on progress and milestones as part of an annual noncompeting continuation application. Costs of medical services are unallowable under this funding opportunity. Early in the fourth budget period, we anticipate offering a competing continuation opportunity for an additional 12-month budget period (i.e., a fifth budget period) to support selected successful projects in their transition to sustainability. Funding available for the additional budget period is not guaranteed nor expected to be at the same level of previous budget periods. This NOFO is part of the Consortium Advancing Research on Botanicals and Other Natural Products (CARBON) Program. Other components of this Program include the Botanical Dietary Supplements Translational Research Teams (RM1) and Limited Competition: Research Resource for Natural Product Nuclear Magnetic Resonance Data (R24).

The solicitation for the FY 2024 National Criminal History Improvement Program Supplemental Funding under the Bipartisan Safer Streets Act was released on March 4, 2024.
