The Administration for Children and Families (ACF) is funding a cooperative agreement to sponsor the Child Development Research Fellowship that gives child development professionals from across the national academic research community the opportunity to experience policy research relevant to programs serving low-income children and families. This award is for an organization to lead the Child Development Research Fellowship Program. The organization must be a Professional Membership Organization for researchers who can support the Child Development Research Fellowship Program. A Professional Membership Organization aims to support individuals professionally and aid them in progressing within their career/profession. The goal of the fellowship program is to expose researchers to policy environments, particularly at the federal level, whereby they gain skills and expertise for policy-relevant research. The program is intended to stimulate the fellows knowledge of child development research and evaluation, particularly regarding services for low-income children and families, and to inform their process of developing long-term, policy-relevant research and evaluation agendas. The public will benefit from the increased availability of researchers highly skilled and experienced in policy and program relevant research and evaluation. Fellows will engage on a full-time basis for a period of 1 year (with a possible second or third year at the discretion of the award recipient and depending on funding availability). Fellows will be exposed to the broader child development policy environment, particularly at the federal level, and to the policy research community through activities organized and conducted by the award recipient. The U.S. Environmental Protection Agencys (EPA) Office of Research and Development (ORD) seeks to support a Research Training Program for college and university students. The objective of this Request for Applications (RFA) is to support the training of undergraduate and graduate students on site at EPAs research facility located in Ada, Oklahoma. ORD conducts timely, mission-relevant, solution-oriented research based on the principles of integrity, sustainability, and responsiveness to the needs of the Nation. The Environmental Research Apprenticeship Program (ERAP) for College and University Students is designed to increase both the effectiveness and number of future environmental scientists and technicians by allowing trainees to collaborate with senior EPA-ORD scientists. The overall goal is to train the next generation of science, technology, engineering, and mathematics (STEM) scientists and engineers to further the Agencys mission to reduce greenhouse gas emissions, manage chemical risks, protect, and restore land, and protect America;apos;s water. The training will be conducted at EPAs facilities in Ada, Oklahoma. The Coastal Wetlands Planning, Protection, and Restoration Act (Title III, Section 301, Public Law 101646, 16 U.S.C. 3951-3956) (Act) established the National Coastal Wetlands Conservation Grant (NCWCG) Program to acquire, restore, and enhance wetlands in coastal areas through competitive matching grants to eligible State agencies. The NCWCG Program is funded by revenues collected from excise taxes on sport fishing equipment, electric motors and sonar, import duties on fishing tackle, yachts and pleasure craft, and a portion of the gasoline tax attributable to motorboats and small engines. Revenues are deposited into and appropriated from the Sport Fish Restoration and Boating Trust Fund. The primary goal of the NCWCG Program is the longterm conservation of coastal wetland ecosystems. The Infrastructure Investment and Jobs Act of 2021 (Public Law 117-58) authorizes funding for the NCWCG Program through Fiscal Year 2026.

In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. FY24 Bureau of Land Management New Mexico (NM) Cooperative Inspection Agreements with States and Tribes. Employment of Native Americans which will stimulate the Nations economy.Satisfying the BLM requirement for Oil & Gas Inspection and Enforcement requirements per FOGRMA.Training of Native American Inspectors per the National Certification Program for Oil & Gas I & E Personn. The BLM manages approximately 40,000 Federal onshore leases and well inventory of more than 94,000 across 32 States. These leases have generated in excess of $2 billion annually in bonus bids, royalties and rents in recent years of which nearly half is distributed to States in accordance with revenue sharing provisions of the Mineral Leasing Act and FOGRMA. In addition, the BLM manages operations on roughly 4,500 oil and gas leases on behalf of Native Tribes and individual Native mineral owners. The BLM seeks to ensure that the public’s oil and gas resources are developed in an environmentally responsible manner that maximizes recovery, while minimizing waste and providing a fair return for the taxpayer through accurate revenue collection. . This is accomplished through expediting leasing, streamlining well permitting, reservoir management, and the administration of operations, which includes prioritizing inspections based on risk and providing oversight of ongoing operations, as well as monitoring reclamation and abandonment activities. Another important component is the BLM’s Fiduciary Trust Responsibility to Indian Tribes, which is an obligation on the part of the United States to protect tribal treaty rights, lands, assets, and resources, as well as a duty to carry out the mandates of Federal law with respect to American Indian and Alaska Native tribes and villages.
