The Public Education, Participation, and Outreach (PEPO) Grant Program, established in 2022, provides funding for statewide education and outreach initiatives and supports individual coordinators for each of Colorado's basin roundtables. The program aims to enhance public awareness of water issues in line with the Colorado Water Plan and respective Basin Implementation Plans. Grants are available in two categories: funding up to $25,000 for Basin Coordinators to manage education and outreach within their basin, and Statewide Initiatives grants for broader educational projects. Applications require approval from one of the nine basin roundtables and must be submitted through the CWCB Portal. The Idaho Water Resource Board (IWRB) was allocated $75,000,000 by the Idaho legislature in 2022 for grants to address water sustainability, improve aging water infrastructure, or support flood management. These grants are for new projects or phases aimed at repairing, maintaining, replacing, or improving infrastructure that supports irrigation water delivery, storage, drainage, treatment, and use of water for irrigation. Municipal drinking or wastewater systems are excluded. The process includes proposal submission, review, and IWRB approval. Applications are due by August 2, 2024. Grant renewed every year.

This funding provides financial and technical support to organizations and partners working to remove barriers in waterways, helping to restore fish passage and improve aquatic ecosystems across the United States.

The Washington Department of Fish and Wildlife (WDFW) is seeking grant proposals from applicants interested in conducting projects that will benefit some of Washington’s most imperiled wildlife. The Wildlife Diversity Grant Program aims to support recovery actions for a suite of Species of Greatest Conservation Need (SGCN) that are state-listed or candidates for listing. Grant funding can also be awarded for projects aimed at collecting data and information on species abundance, distribution, and habitat associations with priority for those whose habitats are under significant threat of incompatible development, land use, or resource management. Funding for the Wildlife Diversity Grant program comes from a significant investment by the state legislature to restore and protect biodiversity in Washington, and the Department expects this funding to be available in future biennia to continue this grant program. Priority Activities for Funding Priority activities include: Implementing recovery and conservation actions for eligible Washington endangered, threatened, sensitive, and candidate species that directly and measurably benefit species populations. These projects contribute to increased species abundance, distribution, population health, or clear abatement of direct threats. Collecting data and information on the abundance, distribution, habitat associations, or natural history of eligible state endangered, threatened, sensitive, and candidate species, with additional priority given toward species whose habitat is under significant pressure from development, land use, or resource management (i.e., shrubsteppe, eastside forest, prairies, and oak woodlands). Completing direct actionable steps toward achieving increased populations of eligible species (e.g., conservation translocation feasibility studies) or baseline data collection (e.g., developing survey protocols or assessing habitat use) for eligible species. Ineligible activities include habitat restoration, conservation easements, land acquisition, outreach and education, and projects that primarily target benefits for species outside the WDFW Wildlife Diversity Division’s scope of responsibility, including fish, aquatic invertebrates, wolves, and harvested wildlife. This funding opportunity provides financial support to legal services nonprofits and small law firms working to combat social, economic, and environmental injustices through impactful litigation across the U.S. and Canada.

Environmental assessments on offshore renewable energy development require accurate modeling and effective monitoring. Traditional sound propagation modeling for noise effect analysis often uses historical environmental variables that may not reflect oceanographic regime shifts due to climate change. Existing acoustic monitoring only evaluates species calls and signal/noise characteristics collected at the recording sites without incorporating oceanographic variables, and is thus unable to address broader issues such as ecological dynamics and oceanographic processes related to offshore wind development.The proposed study will deploy acoustic sensors in the vicinity of the National Science Foundations (NSFs) Pioneer Array ocean observation platform to collect active and passive acoustic datasets and to conduct sound propagation measurements. Acoustic data analyses will incorporate physical oceanographic time series collected in situ to understand mesoscale and sub-mesoscale oceanographic dynamics and ecosystem level effects from offshore wind development.The outcome of the study will assist to understand the sub-mesoscale and mesoscale oceanographic processes and changes in relation to offshore wind planning and development at the mid-Atlantic shelfbreak region. The outcome will also provide validation to regional sound propagation models. Additionally, the outcome will include information on diurnal, seasonal, and annual occurrence and abundance of planktons, fishes, and marine mammals near offshore wind farm areas.

The Town of St. Johnsbury's 2024-25 Rental Housing Improvement Program is a reimbursement grant designed to encourage landlords to enhance rental housing within St. Johnsbury. The program aims to create more livable, sustainable, and marketable rental units for all residents. It strongly encourages improvements related to Universal Design, energy efficiency, and Fire Life and Safety, aligning with a broader mission to improve the quality of life and housing standards in the town. The primary beneficiaries of this program are landlords who own existing residential rental housing units or who will establish new rental-ready units in St. Johnsbury. Indirectly, the program benefits all tenants within St. Johnsbury by providing improved, safer, and more sustainable housing options. A 1:1 cash match is required from the property owner for all grants, ensuring a shared investment in property improvement. Measurable results will include the completion of approved capital improvement projects, with each unit eligible for a maximum grant of $6,000, and a single property owner able to receive up to three awards per year. The program ensures accountability through a detailed application process requiring budget estimates, inspections by the Town Code Compliance Officer, and adherence to various property and tax requirements before funds are released.

The Illinois Energy Transition Navigators Program, funded by the state's Department of Commerce and Economic Opportunity, aims to establish a network of community-based providers throughout Illinois to facilitate community education, outreach, and recruitment. These providers will connect individuals to clean energy workforce and contractor development programs, with a focus on equity investment eligible communities and individuals. The program has a budget of $6 million and expects to award 13 grants ranging from $250,000 to $600,000. It targets specific hub regions and operates on a rolling, first-come, first-served basis.

The U.S. Environmental Protection Agency, Region 10 (EPA), is issuing a Request for Applications (RFA) from eligible entities to improve the understanding of toxics and their effects on water quality in the Columbia River Basin by increasing the number, type, and scientific rigor of toxics monitoring projects in the Columbia River Basin through specific actions in three program priority areas: 1) characterization and spatiotemporal trend analysis; 2) pathway identification; and/or 3) novel methods and approaches. The Columbia River Basin Restoration Program (CRBRP) will assist Tribal, state, and local governments; nongovernmental entities, and others as they implement the 2010 Columbia River Basin Toxics Reduction Action Plan and the Lower Columbia River Estuary Plan - Comprehensive Conservation and Management Plan and conduct activities to support EPA national goals for the Columbia River Basin.

Organizational capacity and record on previous grants 20 points: The organization has expertise in its stated field and PAS is confident of its ability to undertake the program. This includes a financial management system and a bank account. Quality and Feasibility of the Program Idea 20 points The program idea is well developed, with detail about how program activities will be carried out. The proposal includes a reasonable implementation timeline. Goals and objectives 15 points: Goals and objectives are clearly stated and program approach is likely to provide maximum impact in achieving the proposed results. Embassy priorities 10 points: Applicant has clearly described how stated goals are related to and support U.S. Embassy Kuwaits priority areas or target audiences. Budget 10 points: The budget justification is detailed. Costs are reasonable in relation to the proposed activities and anticipated results. The budget is realistic, accounting for all necessary expenses to achieve proposed activities. Monitoring and evaluation plan 15 points: Applicant demonstrates it is able to measure program success against key indicators and provide milestones to indicate progress toward goals outlined in the proposal. The program includes output and outcome indicators, and shows how and when those will be measured. Sustainability 10 points: Program activities will continue to have positive impact after the end of the program. 2. Priority program areas include: • Climate, Environment, and Energy o For example, addressing the climate crisis, responding to natural disasters, conserving nature, water security, sustainable agriculture, reducing harmful pollutants, energy resilience, and renewable energy. • Combating Financial Scamming and Other Criminal Activity o For example, addressing corruption and money laundering, improving police-public relations, appreciation of the law, teaching digital literacy, detecting financial scamming, and promoting behaviors that increase community safety. • Programs for At-Risk Youth o For example, diversion programs to prevent youth violence, educational programs for critical life skills, and parent/family interventions. • Economic Prosperity o For example, business development, closing skills gaps in local communities, human resources, infrastructure, cybersecurity, resource development, and trade. • Global Health o For example, managing contagious and infectious diseases, public health workforce development, and public health policy and management. • Gender Issues o For example, women’s empowerment, improving outcomes for marginalized male youth, addressing gender-based violence, and LGBTQIA+ issues. • Human Rights and Democracy o For example, addressing fundamental human rights, human trafficking, immigration, refugees, governance, the role of civil society, and freedom of the press/media.
