The U.S. Embassy Tashkent Public Diplomacy Section (PD) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the English Access Scholarship Program. The goal of the Access Program is to equip talented students who possess a minimal knowledge of English with effective communication and critical thinking skills through meaningful interaction, cooperative learning strategies, and real-life contexts. Additionally, Access seeks to prepare students for conversational English language skills with native and non-native speakers of English through a variety of experiential learning activities. Selected participants must be bright, economically disadvantaged students with a beginning level of English. Participants should commit to enroll in classes during the full two-year program. Students are expected to graduate with certificates of completion from the U.S. Embassy in Uzbekistan at the end of their two-year program. Applicants may submit proposals to manage one Access location, however, preference will be given to organizations willing to manage and implement several existing Access and Access Satellite Center locations across Uzbekistan. The selected implementer(s) must be willing to work with the existing Access and Access Satellite Center location(s) and venue(s) with the understanding that they would be responsible for recruiting participants and for ensuring those locations and venues meet the standards of the program. Organizations with previous experience and a capacity of working with educational institutions on a national level will be given priority. This experience should be documented in the organizations proposal.

The research and development (R) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will fund innovative solar photovoltaics (PV) R that reduces the cost of PV modules, reduces carbon and energy intensity of PV manufacturing processes, and optimizes PV technology for new, specialized markets. SETOs PVRD program works to accelerate the deployment of solar energy technologies by funding innovative R in PV cell and module technologies, balance-of-system components, reliability tracing and tracking, metrology, and other key research questions in PV. To accelerate toward these deployment targets and augment SETOs ongoing PV research portfolio,12 this FOA will fund R on innovative cell- and minimodule-level technologies focused on three major goals: Enable cost reduction on an LCOE basis through development of durable, high-efficiency cell and module PV technology Identify pathways to reduce the carbon intensity and energy intensity of industrial processes required to fabricate PV cells and modules Increase technical viability of PV cells and modules tailored for emerging integrated PV sectors, such as building-integrated PV (BIPV) and vehicle-integrated PV. This FOA will fund innovative R projects that aim to advance the state of the art in various cell and module technologies to accomplish these goals of cost reduction, lower carbon intensity, and viability of dual-use markets. This FOA is separated into two topic areas: Photovoltaic Advances in Cell Efficiency, Reliability, and Supply Chain (PACERS): Applications in four PV supply chain, cell, and module technology spaces are of particular interest: low-carbon synthesis of metallurgical-grade silicon (MGS, here defined as silicon that is 98% pure as defined by the 5/5/3 standard)13 production, crystalline silicon (c-Si) PV, III-V PV, and organic PV (OPV). However, proposals for any industrial process, cell, or minimodule-level research that enables the goals of this FOA will be considered, excluding areas specified as not of interest in Section I.C., such as perovskite technology, which is addressed in other funding programs, and CdTe technology, which is addressed in Topic Area 2. Building Academic Capabilities in Cadmium Telluride: Applications describing advanced R projects requiring the procurement or upgrade of CdTe equipment are of interest. Proposals should detail work that will enhance fabrication, characterization, or analytical capabilities while also benefiting the larger CdTe PV research community.

The National Cancer Institute (NCI) intends to issue a notice of funding opportunity (NOFO) for the Research Specialist Award (R50) specifically for clinician scientists supporting NCI-funded clinical trials research. The Research Specialists Award is designed to encourage the development of stable research career opportunities for exceptional clinician scientists who want to continue to participate in the NCI clinical trials networks through leadership in the 1) development of clinical trials, 2) implementation of NCI clinical trials in their institutions, and 3) national service to the NCI clinical trials networks through participation in the scientific review committees, monitoring committees and other activities, but not serve as principal investigator of research project grants. This Notice of Intent to Publish is being provided to allow sufficient time for applicants to develop strong applications. The U.S. Department of State, U.S. Embassy in Kinshasa - Democratic Republic of Congo through the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR) Coordination Office (PCO) is pleased to announce an open Notification of Funding Opportunity (NOFO) for organizations to submit applications that support Community - led Monitoring (CLM) activities, to be implemented in close collaboration with local Community-based organizations and other civil society groups, networks of key populations (KP), people living with HIV (PLHIV), youth and adolescents including children and other HIV-affected groups. The CLM program will be implemented in the three PEPFAR provinces including Kinshasa, Haut-Katanga and Lualaba. Community-led monitoring or CLM is a routinized process initiated and implemented by local HIV-positive and HIV-affected communities, community-based organizations and other civil society groups that identifies HIV service delivery successes, diagnoses problems, uses quantitative and qualitative data to overcome barriers and ensure that HIV service beneficiaries receive optimal client-centered services. The intention of CLM is for local community leadership to get inputs from recipients and providers of HIV services, including key populations and underserved groups, in a routine and systematic manner and translate their findings into action and change in collaboration with host governments and health systems. CLM is a tool within the community engagement process, a strategic collaboration of multiple partnerships within a designated geographic location. CLM leverages community engagement to empower community members to identify successes, diagnose problems, use data-driven approaches to overcome barriers, and ensure beneficiaries receive optimal client-centered services in a productive, collaborative, respectful, and solutions-oriented manner. This community-driven approach to addressing health challenges often evolves into advocacy, whether driven by the individual, community, organizations, or institutions. The CLM program is funded through the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR). The goal of PEPFAR in DRC is to support efforts to achieve HIV epidemic control through implementation of evidence-based interventions to drive progress in HIV prevention, care and treatment and ultimately, save lives. Through the PEPFAR Coordination Office, the U.S. Embassy in Kinshasa administers this Community grants program and is seeking proposals from registered local Community-based organizations and other civil society groups, networks of key populations (KP), people living with HIV (PLHIV), youth and adolescents including children and other HIV-affected groups, or community entities that gather quantitative and qualitative data about HIV services and whose mission and activities focuses on HIV programming. CLM plays key role to ensuring availability, accessibility, affordability, acceptability, and delivery of timely and quality HIV care and services. CLM will raise public awareness on the rights of PLHIV, KP groups, youth and adolescents and other affected communities, will empower beneficiaries and affected communities to speak out, to increase health literacy, to expand engagement with health service providers, to support demand creation, on one hand; and on the other hand, CLM will hold decisions makers accountable for executing changes to improve HIV service delivery. CLM data will be collected using standardized tools and synthesized through a variety of methods that reveal insights from communities about problems and solutions to health and HIV service delivery at: the facility, community, sub-national and national levels. Thus, CLM data builds evidence on what works well, what is not working and what needs to be improved, with suggestions for targeted action to improve outcomes. Monitoring data should reflect an added value and not duplicate collection of routine data already available to PEPFAR, through its standard reporting. Added value monitoring data includes, but not limited to information from beneficiaries about their experience with the health facility, information about barriers and enablers to access and retention in services etc. CLM mechanisms must be routine to ensure follow up and continuous improvement for sustainability. Results from CLM will be shared with all the stakeholders including host governments, health systems, PEPFAR implementing partners and the PEPFAR team on a regular and systematic basis (monthly, quarterly, and annually), for informing decisions, to improve time and quality service delivery.

The Speaker Program brings dynamic U.S. citizen experts to North Macedonia to engage professional and student audiences throughout the country on topics of strategic importance to the United States and North Macedonia. Specifically, the program seeks to engage local audiences on rule of law reforms; judicial independence; government accountability and transparency; professional journalism practices; combating foreign malign influence; cybersecurity; climate and security issues; diversity, equity, and inclusion; encouraging civic action at the local and community level; culture, arts, and advancing womens economic empowerment through the shared knowledge, expertise, and know-how of U.S. experts. The program also seeks to establish concrete networking and contact-building opportunities among U.S. experts and local audiences. Programs may take place in person or virtually. The purpose of the Mentored Research Scientist Career Development Award in Tobacco Regulatory Research (K01) is to provide support and protected time (three, four, or five years) for an intensive, supervised career development experience in biomedical, behavioral, and social science research that will inform the development and evaluation of regulations on tobacco product manufacturing, distribution, and marketing and that will lead to research independence.
