The U.S. Embassy LIBREVILLE of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support the persons with disabilities in Gabon to participate in the 2025 presidential elections and participate actively in educational settings. Disability rights is a nascent aspect of Gabonese civil society; this project will encourage inclusivity in Gabonese society, improve the participation of marginalized communities in the electoral process, and promote open dialogue between governmental actors and persons with disabilities. Currently, there is very limited public funding for accessibility projects and public advocacy for the rights of persons with disabilities. Limited opportunities exist for persons with disabilities in Gabon. Most struggle to access basic education or gainful employment due to discrimination, lack of access, or lack of targeted outreach. Project activities aim to increase participation of persons with disabilities in the next national elections (expected August 2025), as well as create a cohort of Gabonese able to carry on this work in the future. Proposed project activities will include training on advocacy best practices, coordinating meetings with government officials to propose building code changes and equal access laws, advocating for changes to pensions for persons with disabilities, and developing language requiring government buildings to be accessible to persons with physical disabilities. Other projects will focus on training educators, legislators, and government officials on inclusive habits in classroom, business, and government environments. The Library seeks to solicit project proposals that expand the body of innovative strategies, tools, and materials for meaningful teaching and learning with Library of Congress materials. Specifically, the Library of Congress seeks to make awards to support the creative and wide-ranging educational use of Library online resources that serves sub populations of Americans based on their unique professions, ethnicities, geographic locations, abilities, interests, affiliations, and other attributes. In support of the Librarys mission to use its collections to connect with those representing diverse communities, beliefs, and endeavors to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity, the Professional Learning and Outreach Initiatives Office (PLOI), within the Center for Learning, Literacy and Engagement, has broadened the focus of TPS awards to include the design of educational projects using Library of Congress materials for use in and outside of formal classroom settings. Proposed projects may focus on diverse content areas such as Science, technology, engineering, and mathematics (STEM), literacy (including media literacy), social studies, civics, art, teacher education, public health, journalism, justice and equality, and other areas that coincide with applicants passions, expertise, and professional experience. The purpose of this program is to enhance Tribes, Tribal organizations, and Urban Indian Organizations capacity to implement core Public Health functions, services, and activities, and to further develop and improve their Public Health management capabilities. As part of the IHS mission to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level, this program seeks to build on and strengthen community resilience by supporting wider access to the 10 Essential Public Health Services (EPHS) in Indian Country, a framework designed to offer all people a fair and just opportunity to achieve optimal health and well-being. The framework of the EPHS has served as a guide to the public health field since 1994 and describes the public health activities that all communities should undertake, including, 1) monitor health status to identify and solve community health problems, and 2) Diagnose and investigate health problems and health hazards in the community. The EPHS framework was revised in 2020 with an emphasis on equity and reflects current and future priorities for public health practice. The EPHS have been included in the HHS Healthy People initiatives since 2010, when the initiative first included a focus area of Public Health Infrastructure with the goal to ensure that Federal, Tribal, State, and local health agencies have the infrastructure to provide essential public health services effectively.

The Rural Housing Service (RHS) announces a notice in funding availability under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates. Approximately $2.2 million of FY2024 funding is available for disaster assistance ($50,000 maximum award).
