State Employment Labor and Training Grants

"TANF Job Placement with Retention Providers primarily target current TANF clients. While clients are searching for unsubsidized employment, the Provider is responsible for assuring that they are engaged in work and training activities and hours that are consistent with Federal guidelines. Additionally, the Provider is responsible for developing, constructing and administering programs in a manner that will result in a client compliance level of at least 75%. When determining whether or not a Provider has met the 75% compliance standards, consideration will be given to two factors: 1) clients who meet compliance according to Attendance and Activity Reports submitted by the Provider; and 2) by documentation of immediate and appropriate action initiated by the Provider for clients who fail to comply with assigned activities and hours. Providers earn administrative payments for unsubsidized placements. In order for a placement to qualify the Provider for administrative payment, the client must earn at least minimum wage, work at least 30 hours per week, or less than 30 hours per week with wages of $10.00 per hour or more, resulting in the cancellation of the TANF case due to income, and meet the retention period of 30, 60, 90, 120 days. (See Attachment Cover Sheet Addendum for specific qualifications). TANF Job Placement with Retention programs are operated by the Department for persons receiving TANF. Customers participate in a variety of activities that are countable in the federal participation rate while searching for unsubsidized employment. Activities are highly structured, monitored and documented for meeting accountability requirements. Those activities include: • Work Experience • Community Service • Unsubsidized Employment • Subsidized Employment • Vocational Education Training • Job Search and Job Readiness Activities • Job Skills Training and • Education Directly Related to Employment. The client will continue to participate in these activities until unsubsidized employment is obtained, or until it is determined that participation is no longer an appropriate activity for the client. The Provider is expected to serve and engage customers in countable TANF activities each month during the contract period.

The New York State Department of Labor (NYSDOL) is making up to $2 million in State Apprenticeship Expansion Formula (SAEF) funding available under the Direct Entry Pre-Apprenticeship Programs (DEPA) Request for Applications (RFA). The purpose of the RFA is to: 1. Provide funding for DEPA programs to support approximately 300 participants; and2. Support entry into NYS Registered Apprenticeship (RA) programs for underrepresented populations including women, minorities, individuals with disabilities, and veterans.NYSDOL is particularly interested in supporting DEPA programs that provide participants with training and exposure to various trades and offer opportunities for entry into RA training programs. The expected outcome of the Manufacturing Retention Grant Program is the successful retention of manufacturing operations and a minimum employment level of 100 employees at the Bushnell site. Measurable results will be directly tied to the utilization of the $5,000,000 total funding, with a performance period spanning from September 1, 2024, through August 31, 2026. The DCEO's strategic priority, as evidenced by this program, is to safeguard manufacturing jobs and foster a robust economic environment within Illinois, aligning with a theory of change that posits direct investment in established manufacturing entities will lead to sustained employment and economic growth.

The Indiana Department of Natural Resources (IDNR) is offering the 2024 Community & Urban Forestry Assistance (CUFA) Grant. This program aims to foster the long-term growth and development of community forestry programs throughout Indiana. The grant also emphasizes restoring diminished community tree canopy, diversifying urban forests for long-term resilience, and ensuring urban forests provide ecosystem services such as cleaner air, improved watershed health, reduced erosion, stormwater runoff, and reduced urban heat island effects. Expected outcomes and measurable results include addressing historic inequities in urban forestry, adapting urban forest accessibility to changing demographics, promoting the Indiana nursery and arboriculture industries, and enhancing the built environment through increased property values and reduced energy demands. The grant supports activities such as the development of tree inventories or urban tree canopy assessments, creation or update of urban forestry management/response plans, education and training, and community engagement and tree planting initiatives. All tree planting projects must include community engagement, occur on public property, utilize 100% native Indiana species (with limited exceptions for Acer genus trees), and include a maintenance plan. Other supported activities include urban wood utilization, establishment of urban food forests, invasive species removal, and community website development specific to urban forestry.
