State Grants

The RTP is a federal assistance program that provides funds to states for the development and maintenance of recreational trails and related facilities for both motorized and nonmotorized recreational trail uses. Funded through the Fixing America's Surface Transportation (FAST) Act for Federal fiscal years 2016 through 2020, the program supports a broad spectrum of trail activities such as maintenance, restoration, construction, and acquisition of land for recreational trails. The State of Maine participates in the RTP and has designated the Bureau of Parks and Lands to administer the program, focusing on projects that enhance public access, connectivity, and utilization of trails.

This grant opportunity allows Skilled Nursing Facilities (SNFs), non-profit organizations, consumer advocacy organizations, and more to apply for funding to implement projects to improve the lives of SNF residents. Examples of projects include, but are not limited to, developing and implementing methods to increase Person-Centered Care, Infection Control Training, implementing technology to prevent resident falls, and more. Examples of projects that will not be approved for CMP funding include, but are not limited to, research-only projects, projects with an indirect benefit to nursing residents, capital improvements to a facility, duplication of CMS requirements, and paying for nursing home staff salaries. Applicants must use the template provided on the CDPH website. Projects may vary in length up to a maximum of 36 months. Award size is dependent on project scope and request and funding availability. WCSP provides scholarships to students in associate or bachelor’s degree programs that qualify them for WellnessCoach Certification through the education pathway in exchange for a 12-month service obligation providing CWC services in California. Eligible applicants may receive up to $35,000. The purpose of this program is to increase the number of CWCs providing direct services in California. The Wellness Coach profession is a new, certified position to increase our state’s overall capacity to support the growing behavioral health needs of our youth. It is designed to help build a larger and more diverse and representative behavioral health workforce in California that hasthe training and supervision needed to engage directly with young people where they live, study and work. Wellness Coaches will offer non-clinical services that support children and youth behavioral health and well-being. Services include wellness promotion and education, screening, care coordination, individual and group support, and crisis referral. The model will supplement and support existing behavioral health roles, fill gaps in the current behavioral health workforce, and create a larger and more diverse workforce with whom youth can connect.

This funding opportunity supports community art projects that engage underserved groups, particularly in rural areas, by providing financial assistance for new or expanded arts events.

The non-Entitlement competitive grant program component prioritizes assistance to persons experiencing or At risk of homelessness and investments that increase the supply of housing to households with incomes of 60 percent or less of area median income. A. Eligible Applicants. An Applicant must be a Non-Entitlement Local Government. A Non-Entitlement Local Government means a Local Government in an area which is not a metropolitan city or part of an urban county, a Local Government that, as of September 1, 2017, was an incorporated city with a population of less than 50,000 or a county with an unincorporated area population of less than 200,000 persons, which had not entered into a three-year Urban County Cooperation Agreement, or a Local Government that was not otherwise entitled to receive CDBG funds directly from HUD. See Appendix A for a list of eligible Applicants for Non-Entitlement Local Government for fiscal year 2019-20. For applications that include the development of a Rental Housing project, the Sponsor must be a co-Applicant with the Non-Entitlement Local Government, pursuant to Guidelines Section 400. Sponsor includes the general partner(s); if there are two general partners, both must submit all the required co-Applicant documents. B. Eligible Activities. Pursuant to Guidelines Section 401, eligible activities under this PLHA competitive NOFA are limited to the following and must take place within the jurisdiction of the Applicant Local Government: 1. Development of new multifamily rental housing that is Affordable to households at or below 60 percent of AMI or substantial rehabilitation of multifamily rental housing that will be Affordable to households at or below 60 percent of AMI, but which is not currently restricted as Affordable housing. In order to be eligible as “substantial rehabilitation”, a project must complete a minimum of $40,000 per unit in hard construction costs; or 2. Assistance to persons who are experiencing or At risk of homelessness, including, but not limited to, through rapid rehousing, or rental assistance, supportive services and case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers, or new construction, rehabilitation, or preservation of permanent or transitional rental housing C. Funding Limits The maximum application amount, including administrative costs, for the development of new multifamily rental housing or substantial rehabilitation of a multifamily rental housing project, or development of a navigation center is $3 million. The minimum application amount shall be $500,000.  

The Employment Development Department (EDD) announces the availability of up to  $100,000. Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary. Eligible applicants for the CCOG-RM PY 24-25 SFP include public and private non-profit organizations, education institutions, community-based organizations (CBOs) and faith-based organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on Tuesday, May 22, 2024. The purpose of this solicitation is to provide cost share funding to applicants that apply for and receive one of the following:  An award under an eligible federal Funding Opportunity Announcement (FOA) and meet the requirements of this solicitation, or  Follow-on funding from the U.S. Department of Energy to continue research from a previously awarded federal grant that also received Energy Commission federal cost share funding under PON-14-308, GFO-18-902, or this GFO and the proposed project meets the requirements of this solicitation.   Continuously Updated Eligible Cost Share Opportunities Before applying, applicants are encouraged to check Eligibility Requirements in Section II of this solicitation. As new eligible cost share opportunities are released, the Energy Commission will revise this document with corresponding information on how to apply for cost share for that funding opportunity. Information on currently eligible funding opportunities can be found in the Eligible Federal Funding Opportunities section of the Eligibility Requirements (Section II.A.). The Energy Commission will provide cost share only to applicants that are applying for a federal funding opportunity or follow-on funding as described above. If the applicant has already received a federal award or follow-on funding and is seeking retroactive cost share, that application will not be eligible for CEC cost share funds under this solicitation.

This funding opportunity is available to public and private nonprofit California licensed, certified or otherwise qualified substance use and/or mental health disorder providers, county and Tribal-based providers, crisis care mobile unit programs, community health centers, Federally Qualified Health Centers, Certified Community Behavioral Health Clinics, harm reduction service providers, recovery residences, transitional housing facilities, homeless shelters, youth-focused organizations, communitybased organizations, opioid treatment programs and office-based opioid treatment providers

Pursuant to statute, the purpose of the program is to encourage increased use of active modes of transportation, such as biking and walking. The goals of the ATP are to: •Increase the proportion of trips accomplished by biking and walking. •Increase the safety and mobility for nonmotorized users. •Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction goals as established pursuant to Senate Bill 375 (Chapter 728, Statutes of 2008) and Senate Bill 391 (Chapter 585, Statutes of 2009). •Enhance public health, including reduction of childhood obesity through the use of programs including, but not limited to, projects eligible for Safe Routes to School Program funding. •Ensure that disadvantaged communities fully share in the benefits of the program. •Provide a broad spectrum of projects to benefit many types of active transportation users.

This grant provides funding to public agencies for the development and improvement of boat launching facilities, including ramps and parking areas, to enhance access for both motorized and non-motorized watercraft.

This funding supports local educational agencies in California to enhance early childhood education for American Indian children, focusing on improving their reading, language arts, mathematics, and self-esteem.

This is a reimbursable grant for airport development or planning activities. The State will provide up to 5% of total AIP grant with a project maximum of $150,000 per project. Project must be listed in the State Capital Improvement Plan to be eligible. Project must not begin until a notice to proceed is given by the State

The California Climate Crisis Act (AB 1279, 2022) established targets to reduce anthropogenic greenhouse gas (GHG) emissions by 85% below 1990 levels and reach carbon neutrality by 2045. Supporting this legislation, the California Air Resources Board’s (CARB) 2022 Scoping Plan specifies that carbon removal activities such as carbon capture, utilization, and storage (CCUS) are new approaches that will need to be deployed to help achieve these GHG emissions reduction goals. Carbon dioxide (CO2) utilization is a promising approach in facilitating adoption of carbon capture and carbon removal while partially diverting the need for long term transportation and underground storage of CO2. Current CO2 utilization technologies are at an early stage of development and bear technical, economic, and market uncertainty. The carbon footprint associated with the energy consumption required to convert CO2 into value-added products prevents large-scale deployment of these technologies. The purpose of this solicitation is to improve the energy efficiency of innovative approaches and processes for manufacturing commodities using CO2 captured from industrial operations burning fossil gas. The goal is to decarbonize difficult-to-abate industrial fossil gas use via carbon dioxide utilization to create value-added products.

The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. Financial Info: The minimum funding request for Supportive Services projects is $25,000. Up to 5% may be requested for administrative costs.
