State Grants

The Department of Developmental Disabilities (DODD) announces $56 million in American Rescue Plan Act (ARPA) funding to enhance Ohio's Developmental Disability Home and Community-Based Services (HCBS). This one-time funding will support projects in areas such as support for individuals and families, workforce, innovative technology, youth with complex needs, and waiver modernization. Projects aim to improve community integration, independence, and quality of life for Ohioans with developmental disabilities.

The RHIG Program, established by the Kansas Legislature through House Bill 2208 on May 6, 2021, is designed to strengthen and enhance healthcare services in eligible Kansas counties by providing transitional assistance to hospitals. Funded with $10,000,000 from the American Rescue Plan Act (ARPA) of 2021, the program aims to help hospitals transition their current healthcare delivery models to ones more suitable for their communities. Eligible projects include transitioning to new provider types, service and delivery modifications, market studies, technological advancements such as telemedicine, and personnel acquisition. The program underscores a public-private partnership model requiring a $2 match from private stakeholders for every $1 of state funds. All RHIG funds must be obligated by December 31, 2024, with the program set to expire on June 30, 2025. All counties in Kansas can apply except Douglas, Johnson, Sedgwick, Shawnee, or Wyandotte counties.

This program provides funding to schools, municipalities, and nonprofits in Connecticut to promote safe and accessible walking, biking, and rolling through the purchase of safety equipment and educational materials.

This grant provides reimbursement funding for training and education to organizations that deliver emergency medical and trauma services in Colorado, enhancing the skills and effectiveness of their personnel.

The Rural Population Health Incubator Program, administered by the Office of Rural Health (ORH), aims to enhance community health in rural Oregon by offering grants that support population health and health equity initiatives. This program consolidates previous grant offerings into a singular initiative that provides larger grants and comprehensive support throughout the grant cycle. Key features of the program include a $10,000 grant, participation in a cohort of fellow grantees, and specialized support from ORH. The Incubator focuses on innovative programs that address needs around population health, health equity, and social drivers of health, prioritizing high-needs service areas, marginalized populations, and projects that foster community partnerships.

This funding opportunity provides financial support for a variety of water and wastewater infrastructure projects, aimed at local governments, utilities, and organizations working to improve public water supply, sewer systems, and related environmental initiatives in Arkansas.

INTENT: To activate vacant and underused spaces through the arts to help bring together community members around the art, history, and culture of the community. DESCRIPTION This program provides funding for communities with populations of 15,000 or less to reinvigorate spaces by creating new murals or public art that incorporate the community’s history, culture, heritage, tourism, or other community led art piece. This mural and public art grant program is intended to support projects in rural communities that are immediately ready to begin work on their mural, with community engagement, location selection, site approvals, and muralist selection being completed by May 10, 2024. ELIGIBLE APPLICANTS Communities with a population of 15,000 or less, located in a county of 50,000 or less. Units of local government Economic/Community Development and Tourism non-profits (501c3 or 501c6) Federally recognized tribes Non-profit organizations (501c3) MAXIMUM REQUEST: $7,500 MATCH REQUIREMENT: • Dollar for dollar (1:1) • The total project cost must be at least twice the amount of the grant request. • The match requirement must consist of at least 25% cash expenses provided by the applicant • In-kind non-monetary donations and volunteer hours may be counted, up to 75% of the required match MATCH EXCEPTION Organizations or projects in communities with populations of 1000 or fewer: • In-kind non-monetary donations may be counted as 100% of the required match PERIOD OF PERFORMANCE • May 2024 – December 31, 2024 • Murals painted on exterior walls using paint or an adhesive material need to be completed by mid-October 2024 to ensure weather does not inhibit the curing process. • If more time is needed to complete your project, KCAIC has an additional program that could be a better fit. ELIGIBLE COSTS/EXPENSES • Artist and consultant fees including travel expenses and accommodation expenses • Applicable project materials and supplies • Additional administrative costs (beyond annually budgeted general operating costs) related to the approved project • Allowable marketing expenses directly related to the approved project (This does not include campaigns or materials used solely to raise awareness of the organization.) • Equipment purchases needed to complete art or mural project under $5,000 • Wall or surface repair – limited to 15% of total project cost (tuckpointing, mortar repair) • Surface preparation (smoothing, resurfacing, cleaning, etc.) • Lighting or display materials to highlight the art piece • Landscaping or clean-up of the space that could affect the visibility of the mural INELIGIBLE COSTS/EXPENSES INCLUDE: • General operating costs of an organization not directly related to the approved project (Applicable general operating costs directly related to the approved project may account for no more than 50% of an applicant’s cash match) • Fundraising campaigns or related expenses, scholarships • Construction, purchase, or renovation of facilities • Financing of political activities, lobbying, or murals that are directly tied to a political party affiliation • Honorariums (artists and contractors must be paid as fees for services rendered) FUNDING PRIORITIES • Communities or Counties that have not previously received funding from the Kansas Department of Commerce for murals or public art • Projects that can show that they are ready to begin. This means that the community engagement phase is complete, muralist has been identified and they are available, and that the location of the mural has been identified and approvals given to put the mural on the wall. • Projects that can be completed by December 31, 2024, or if they will be painted on an exterior wall, that this will be completed before mid-October. • Murals or public art that is done collaboratively across the county or as a region to celebrate their history or culture as a Kansas community See KCAIC Mural Making Guidebook further information. The Grain Storage Facility Safety Cost-Share Program, managed by the Minnesota Department of Agriculture (MDA), is designed to assist Minnesota farmers in enhancing safety at on-farm grain bins and silos. For the fiscal year 2024, approximately $75,000 is allocated to this program, which also encompasses the Rollover Protective Structure (ROPS) Rebate programs. This initiative offers financial assistance for the purchase, shipment, and installation of eligible safety equipment, focusing on retrofits for existing facilities. Eligible equipment includes fall protection systems, engineering controls, dust collection systems, personal protective equipment, grain silo air quality monitoring equipment, and other specified safety gear. The program reimburses 75% of the eligible expenses, up to $400 per bin or silo, with a yearly cap of $2,400 per farm.

The Local Parks Grant Program offers five individual grants to assist local government units in Texas with the acquisition and/or development of public recreation areas and facilities. This program aims to enhance public access to recreational opportunities, dedicating all grant-assisted sites to parkland in perpetuity. Funded by a portion of the state sales tax on sporting goods and federal off-shore gas royalties, the program supports projects that ensure sites are properly maintained and open to the public.

This program provides financial assistance to Texas counties for essential public services, including law enforcement and court operations, to support the prosecution of serious crimes.

This grant provides financial support to tax-exempt organizations to engage under-served populations in outdoor recreation, conservation, and environmental education across Texas.

This funding opportunity provides financial support to Texas-based nonprofit organizations for music-related educational and community programs that are accessible to all ages.

This grant provides financial assistance to Texas law enforcement agencies for covering travel expenses related to training peace officers in advanced rapid response techniques.

The Texas Water Development Board's Agricultural Water Conservation Program focuses on promoting water conservation in the agricultural sector through various initiatives, including Ag Conservation Loans and Grants. These efforts aim to support infrastructure improvements and innovative practices for efficient water use among political subdivisions, state agencies, and producers. The grant program offers up to $1.5 million annually, encouraging applications from political subdivisions and state agencies, with producers also eligible to participate in projects. A local match, typically 50%, is required. The program emphasizes collaboration with stakeholders to implement best management practices, education, and outreach to optimize irrigation efficiency and water conservation across Texas.

The Texans Feeding Texans Home-Delivered Meal Grant Program aims to supplement and extend current home-delivered meal programs for seniors and/or disabled Texans. Eligible entities include governmental and non-profit agencies. The program involves counties making qualifying grants to meal providers based on a rate of $0.25 per county senior as reported in the 2020 census. Meal providers must receive a grant from the county, deliver meals to homebound elderly or disabled individuals, and complete a required application. The Texas Department of Agriculture facilitates the funding process.

The ESF Focused Support Grant aims to provide resources and support to Local Education Agencies (LEAs) to ensure campuses identified for improvement fully implement the Foundational Essential Actions in the ESF. This initiative seeks to significantly and sustainably improve student outcomes by supporting LEAs with Title I served campuses identified for federal improvement. The grant supports engagement in an ESF Diagnostic leading to a Targeted Improvement Plan (TIP) and collaboration with a Vetted Improvement Program (VIP) to enhance educational practices. The grant period extends until September 30, 2026, emphasizing substantial and supplementary support to identified campuses to foster educational excellence and equity.

The FY 2025 Early Childhood Block Grant (ECBG) RFP, managed by the Illinois State Board of Education (ISBE), targets new and current grantees looking to increase service capacity. The grant focuses on preschool education and prevention initiatives, supporting entities outside of Chicago in providing educational, health, social, and child development services to young children and their families. Applications must meet GATA prequalification requirements and are due by 4:00 p.m. on May 16, 2024. Grant renewed every year.
